Presentation to Honor Vienna Little League 2014 9/10 American All Stars - AKA “The Red Army” Mayor DiRocco recognized the 2014, 9 & 10 year old Vienna All American Allstars, also know as the "Red Army." Owen Taylor, Kyle Robinson, Tyler Schoeberlein, Jaden Kritsky, Jack Emory, Tommy Fiocchi, Kevine Wilson, Bryce Eldridge, TJ Smith, Nick Toole, Dean Vance, Alex Jreige, David Neidecker and Manager Chris Leggett. She congratulated them on winning the Virginia State Tournament, it was an amazing team effort and a great win! She gave all the boys a Town of Vienna pin. C. Introduction of the Vienna Teen Council Town of Vienna Page 1 Printed on 10/29/2014 Town Council Meeting Meeting Minutes September 22, 2014 Mr. Brian Hannifin from the Parks & Recreation Department and oversees the Teen program. He introduced two of the teens that have been working with him in restructuring their teen council. The president is a Senior at Marshall High School and the other is an 8th grader at Thoreau Middle School. A. Report and Inquiries of Council Members Councilmember Sienicki thanked the Community Enhancement Commission and all those that opened their homes and gardens for the Sustainable Home tour and all the citizens who came out for it, it was a beautiful day. Councilmember Sienicki invited all ages to come out for the Vienna Oktoberfest that will be held on October 4th. There will be a few new things this year such as the Center St. stage and new kindergarten with root beer. Councilmember Sienicki also reported there will be an unveiling of the Little Free Library on Sept. 23rd at the Little Library. It is also a dedication to the late Mayor M. Jane Seeman. Councilmember Sienicki reported that Councilmembers will be attending the VML Conference in Roanoke October 5th - 7th. Mayor DiRocco also reported that as part of the VML Conference she will be attending the Mayor's Institute on October 4th as well. Councilmember Springsteen reported that someone had asked him if he has seen this house on Plum Street and Courthouse and said they thought it was over 35' and he told them to check with Planning & Zoning. The Acting Director of Planning & Zoning contacted him and the house was approved at 34.68' and he added that most of the developers are pushing right to the limit. Councilmember Springsteen also reported that the new sidewalk/crosswalk project by Dairy Queen is pretty impressive. There will be a crosswalk with a signal and asked the Public Works Director to provide an update. Dennis Johnson, Director of Public Works reported that this was Council approved the crosswalk as part of the overall Maple Avenue streetscape project, the median's were finished first and they had to wait a long time for the pole to come in. It is a pedestrian activated light, it will be dark until someone pushes the button. It also has textured pavement and there will be painted refuse area in the center. They had talked about putting an island there but there are so many driveways that it would not work. The reason for the crosswalk in the first place is because there is a tremendous lunch time traffic from the medical building from one side trying to get to the restaurants on the other side and there was no easy place to cross. Councilmember Colbert expressed her condolences to the Cholakis family. Athena Cholakis passed away on September 19th. The Cholakis family and the Bilidas family own the Amphora Restaurant which they opened in the late 60's. B. Report of the Town Manager Mr. Payton asked Cathy Salgado, Director of Parks & Recreation to introduce Brian Hannifin of the Parks & Recreation Department. He joined the department in March. He came to Vienna from Manassas Park and has been a great fit with the teens and also summer camps and events. Brian Hannifin addressed Council stating that it is a pleasure to work for the Town of Vienna, it is a great Town and a great place to work. Mr. Kenlaw Stevens introduced himself to Council, he has been with the Town since January 2014. He became the Vehicle Maintenance Supervisor in August. Mr. Johnson stated that Mr. Stevens has spent many years working in private industry as a heavy truck mechanic and worked a nighttime shift, we were very lucky to get him. C. Report of the Mayor Mayor DiRocco reported that the Teen Center had their 15th anniversary on September 19th and it was a very nice celebration. It was wonderful to see all the teens there and some of the Councilmembers. D. Proposals for Additional Items to the Agenda None E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that there was no Closed Session convened this date, Monday, September 22, 2014. It was further moved that the Closed Session be continued to Monday, October 27, 2014 at 7:15 p.m. in accordance with Virginia Code Section 2.2-3711A(1) for purposes of discussion of personnel matters, specifically, the interviewing of individuals for consideration of appointment and/or re-appointment to Town boards and commissions. A motion was made by Council Member Edythe Frankel Kelleher, seconded by Council Member Howard J. Springsteen, that this was approved.. Public Hearings 6. Regular Business A. Approval of a Proposed Ordinance to Amend the Code of the Town of Vienna, Chapter 18, Zoning, Article 2, Section 18-4, Definitions, adding new Definitions, and adding a new Article 13.1 MAC: Maple Avenue Commercial Zone Regulations. It was moved for approval of the proposed ordinance, the version dated September 22, 2014, revised with the addition of the word "the", to amend the Code of the Town of Vienna, Chapter 18, Zoning, Article 2, Section 18-4, Definitions, adding new Definitions, and adding a new Article 13.1 MAC: Maple Avenue Commercial Zone Regulations. It was further moved to direct the Town Clerk to place the ordinance amendment on the agenda of October 20, 2014 and to advertise the Notice of Intent to Adopt. A motion was made by Council Member Kelleher, seconded by Council Member Springsteen, that the Action Item be approved. Transportation Safety Commission recommended crosswalk across Lawyers Road NW at Blair Rd. NW. It was moved to approve the installation of a new crosswalk and RFB at Lawyers Road and Blair Road NW from account number 388447-48803 in the amount not-to-exceed $15,000. It was further moved to review the performance of the installation after 6-months. A motion was made by Council Member Springsteen, seconded by Council Member Kelleher, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco C. Request approval of Transportation Safety Commission recommended traffic calming and pedestrian safety signs on Aponi Road SE. It was moved to approve the installation of TSC recommended traffic signs and crosswalks utilizing DPW funds for signage and crosswalk striping in the amount of $5,400.00 from account 10441-43307. A motion was made by Council Member Springsteen, seconded by Council Member Majdi, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco D. Request to approve FY14 and FY15 spending with Double H Locates. It was moved to approve FY14 spending with Double H Locates in the amount of $120,042.00, with an increase in the amount $19,850 from accounts 50111-43308 and 50114-43308. And It was further moved to approve an increase in FY15 spending with Double H Locates, riding Arlington County Contract 475-10LW, in the amount of $35,000.00 ($11,000 from account 50111-43308 and $24,000.00 from account 50114-43308) to total FY15 spending to $120,000.00. A motion was made by Council Member Sienicki, seconded by Council Member Attanasi, that the Action Item be approved. Bond Reduction - Wilmar Subdivision at 110 and 112 Ayr Hill Avenue NW. It was moved to accept the improvements, release the performance bond and establish a 2-year $5,395.45 maintenance bond for the Wilmar Place Subdivision. Request to approve an increase in spending for drinking water analysis by Fairfax Water. It was moved to approve an increase in spending with Fairfax Water by $5,500.00, from 50112-43308, to bring FY15 spending to $15,000.00. A motion was made by Council Member Sienicki, seconded by Council Member Attanasi, that the Action Item be approved. Request to set a Public Hearing for alley vacation at 101 Wilmar Place NW. It was moved to set a Public Hearing for the Town Council meeting of October 27, 2014, to consider disposal of the public alley behind 101 Wilmar Place NW. I further move to direct the Town Clerk to advertise the notices of Public Hearing. A motion was made by Council Member Kelleher, seconded by Council Member Sienicki, that the Action Item be approved. Request for Approval of an MOU between the Town Of Vienna and the Vienna Business Association for First Night 2014-15. It was moved to approve the MOU for 2014-2015 First Night Vienna between the Town and the Vienna Business Association. A motion was made by Council Member Springsteen, seconded by Council Member Majdi, that the Action Item be approved. Request Authorization for Mayor to Execute Resolution for Map-21 Transportation Alternatives Project Endorsement Resolution for the Relocation of the Washington and Old Dominion Trail as Part of the Vienna Community Center Renovation and Expansion Project. It was moved to authorize the Mayor to execute the MAP-21resolution and for the Town to apply for the MAP-21 grant as part of the W&OD Trail relocation. A motion was made by Council Member Majdi, seconded by Council Member Sienicki, that the Action Item be approved. Request for approval of Instructor Contractors for Parks and Recreation Classes for the Fall Session in Excess of $10,000 It was moved to approve an amount not to exceed $100,562 for Abrakadoodle, C3Cyber Club, FirstServe Tennis Academy, Nina Crissey, and UK Elite Soccer. A motion was made by Council Member Sienicki, seconded by Council Member Colbert, that the Action Item be approved. Award of Capital Lease Contract (IFB 15-02) for the financing of FY14/15 vehicle and equipment replacement. It was moved to award Capital Lease Contract IFB 15-02 to TD Equipment Finance for the Financing of FY 14/15 Vehicle and Equipment Replacement Program. A motion was made by Council Member Kelleher, seconded by Council Member Attanasi, that the Action Item be approved. Request to approve vehicle purchases within the Vehicle Replacement Program. It was moved to approve purchase of the replacement for vehicle #2045, for the Department of Parks and Recreation, under the VRP and ride the listed contract for a total cost of $94,695.00 from account number 10912-48308 and iIt was further moved to approve the purchase of the replacements for vehicles #1 and #22, for the Police Department, under the VRP and ride the listed contract for a total cost of $56,028.32 from account number 10912-48308 and it was further move to approve purchase of the replacements for backhoe loaders #164 and #260, for the Department of Public Works, under the VRP and ride the listed contract for a total cost of $302,699.78 from account number 10912-48308. A motion was made by Council Member Sienicki, seconded by Council Member Majdi, that the Action Item be approved. Town of Vienna Cooperation Agreement for CDBG and HOME Programs with Fairfax County. It was moved to approve the Cooperation Agreement with Fairfax County for the Community Development Block Grant and HOME Investment Partnerships Programs.
