Robinson, Jr. Town Hall, 127 Center Street, South Invocation: Rev. Randy Beeman, Antioch Christian Church Pledge of Allegiance to the Flag of the United States of America 1. Roll Call Present: 7- Council Member Emil Attanasi, Council Member Linda Colbert, Council Member Edythe Frankel Kelleher, Council Member Pasha Majdi, Council Member Carey J. Sienicki, Council Member Howard J. Springsteen and Mayor Laurie DiRocco 2. Approval of the Minutes: A. 13-423 Minutes of the Regular Meetings of August 18, 2014, September 8, 2014 and September 22, 2014. It was move to defer the minutes of August 18, 204, September 8, 2014 and September 22, 2014. A motion was made by Council Member Majdi, seconded by Council Member Kelleher, that the Minutes be deferred. The motion carried by a unanimous vote. 3. Receipt of petitions and communications from the Public Mrs. Loretta Roby, 203 Mashie Drive and Suzanne McClorey, 702 Hine Street addressed Council regarding the Follin Lane street project. Local Boy Scouts from Troop from 1983 introduced themselves to Council. They are working on their Citizenship in the Community and the Communicaitons Merit Badge. Mr. Michael Deehan, 1842 Saint Roman Dr. and Norma Cigar, 1810 Saint Roman Dr. addressed Council regarding the water stem pipe project which was a disaster. They are concerned about the amount of patches that were left from the work and they would like someone to determine what can be done to make them whole again. They submitted pictures to Council. Councilmember Springsteen stated that after looking at the pictures they need to figure out why they can't just pave the cul-de-sac and be done with it, it doesn't cost that much. Mr. Payton asked Mr. Johnson, Director of Public Works to address the issue. Mr. Johnson apologized to the gentlemen for taking so long to do the job and the patching, it sat for a long time. The contractor has really disappointed them, it got to the point where they had to send a threatening letter with a deadline that they would bring in someone else, at their espense, to finalize the patch. He stated this is not a project he takes pride in, there is new pavement and then old. Mr. Johnson will meet on site to determine what can be done. Reports/Presentations A. 13-408 Presentation of Community Enhancement Commission Beauty and Sustainability Awards Ms. Tara Ruszkoswki, Community Enhancement Commission and Mayor DiRocco presented the Beauty and Sustainability Awards to 909 Lullaby Lane, SE, 1303 Cottage St., SE and 108 Elmar Dr. SE. A. Report and Inquiries of Council Members Councilmember Sienicki provided pins from Oktoberfest to Council and then she thanked Town staff, Public Works and Parks & Recreation, it was a wonderful event and a wonderful day to be there. Councilmember Sienicki also reminded everyone to be that next week was Halloween and the Halloween Parade and there will be a lot of people out so please be careful driving and to make sure you have a flashlight when out walking. Councilmember Majdi reported that he had been on a ride a long with the Police Department and he thanked the Police for keeping the community safe. One thing he thought that was really interesting was sitting in the car with the Police Officer and seeing in person what that two minute response time looks like, it was really impressive. One thing that citizens might forget is that we live in a really safe town and sometimes the question is raised "why is there a need for more Police activity or more funds for the Police?" but there is a deterrence effect in Vienna and when you see it in action it is easy to understand and be proud of the deterrence effect and he thanked the Police for doing such a great job. Councilmember Majdi congratulated the War Hawks for a resounding victory in their homecoming game. Councilmember Kelleher thanked the Town for sending several of Council to the Virginia Municipal League Conference and congratulated the Town, especially the staff, for winning the the Go Green Virginia award at the Silver Level, one of these days we will get enough points to go gold but silver is pretty good. Councilmember Springsteen reported that the parking lot at the Fire Station which is privately owned, is now being repaved and will be closed all week. The lot has not been paved in 25 years and is costing them about $44,000. B. Report of the Town Manager Mr. Payton introduced the new Director of Human Resources, Maggie Kaine. Maggie comes to Vienna with extensive experience, most recently she was Director of Human Resources in Manassas Park. Ms. Kaine introduced herself to Council. Mr. Payton stated that staff takes pride in the work they do and he takes responsibility for some of the difficulties that were explained and expressed and we should do better as staff and it is his responsibility to make sure that what is communicated from Council to the TSC or any other body of the Town is communicate properly. He acknowledged the fact that it is his responsibility and he takes the responsibility for the mis-communication that occurred and they will do better. The other comment regarding the infrastructure concern that Public Works is Town of Vienna Page 2 Printed on 1/9/2015 Town Council Meeting Meeting Minutes October 20, 2014 working on, they will make every effort to make that situation correct. He apologized for the way that project was run, 99% of the projects with road construction are done well without issues but from time to time they do and it is not acceptable. C. Report of the Mayor Mayor DiRocco reported that she attended the VML Mayor's Institute from October 3-5th and then the VML Conference from the 5th thru the 7th along with a number of fellow Council members. She always finds some information or ideas that is beneficial to the Town. It helps us to prepare for our Legislative Agenda and helps to give us ideas of better ways to do things. They always find good things there and it is kind of best practices that are shared throughout the different Towns and Cities of the state. Some of the discussions that they talked about were emergency preparedness, stormwater management, technology and communications as well as the possible State budget cuts and possible legislation that may affect localities. They did get the Go Green Silver Award which a number of people in the Town helped them to receive. Mayor DiRocco also mentioned that because of her attendance at VML she was unable to attend Oktoberfest which she was very disappointed about but she was so glad that it was so successful. She thanked the volunteers and more specifically the Vienna Business Association who did such an amazing job of putting it on and really partnering with the Town on this event and making it so successful. Mayor DiRocco reported that the Madison High School Homecoming Parade was held this past Friday and this is where they close down Maple Avenue for part of the day so that the sports teams, the homecoming court and the dancers can walk down Maple Avenue, it was so much fun. This was the first time she has sat on the back of a convertible and it was great! She thanked the Vienna Police for help make it run seamlessly. D. Regular Business A. 13-403 Adoption of an Ordinance to Amend the Code of the Town of Vienna, Chapter 18, Zoning, Article 2, Section 18-4, Definitions, adding new Definitions, and adding a new Article 13.1 MAC: Maple Avenue Commercial Zone Regulations. It was moved to adopt the ordinance to amend the Code of the Town of Vienna, Chapter 18, Zoning, Article 2, Section 18-4, Definitions, adding new Definitions, and adding a new Article 13.1 MAC: Maple Avenue Commercial Zone Regulations. It was further moved to direct the Town Clerk to advertise a Notice of Adoption A motion was made by Council Member Kelleher, seconded by Council Member Sienicki, that the Action Item be approved. Filed by Paul Layer Architecture, LLC, agent for Arrington Properties, LLC. It was moved for the approval of the requested Site Plan, Building Elevations, Master Sign Plan and certain Site Plan Modifications - all in accordance with the provisions of Sections 18-87.4 through 18-87.6 of the Town Code - for redevelopment of the Arrington Property located at 120 Church Street, NW, in the C-1B Pedestrian Commercial Zone. Application filed by Ashleigh T. Bleeker, Smith Engineering, on behalf of BFR Construction Company, agent for Alexis & Jennifer Skotzo and Parvis Solehi, property owners. It was moved to give the Town Manager the authority to appoint three (3) or five (5) viewers for this property, with members from either the Planning Commission and/or Town of Vienna Page 4 Printed on 1/9/2015 Town Council Meeting Meeting Minutes October 20, 2014 the Board of Zoning Appeals, to view the public right-of-way and to provide a report in writing of any inconvenience that would result in discontinuing the right-of-way and it was further moved to direct the Town Manger to conduct an independent appraisal at the applicant's expense and provide recommendations to the Town Council on the proposed vacation and sale price. A motion was made by Council Member Kelleher, seconded by Council Member Sienicki, that the Action Item be approved. It was moved to award a $68,000 Wade Hampton Drive SW sidewalk construction contract to Sagres Construction, IFB 15-03, account #200440-48803. A motion was made by Council Member Sienicki, seconded by Council Member Kelleher, that the Action Item be approved. It was moved to endorse a Louise Archer Elementary School Safe Routes to School sidewalk grant application for Nutley Street NW from Knoll Street to West Street. It was further moved to authorize the Mayor to execute the support Resolution and the Town Manager to sign other documents required for the grant. A motion was made by Council Member Attanasi, seconded by Council Member Sienicki, that the Action Item be approved. It was moved to award a $41,500 Orchard Street NW Storm Sewer Contract to Espina Paving under IFB 14-21, account 380403-48803. A motion was made by Council Member Springsteen, seconded by Council Member Sienicki, that the Action Item be approved. It was moved to increase the RDA Marshall Road design contact RFP 12-01 to $90,958 based upon their September 24, 2014 proposal, account 200602-48801. A motion was made by Council Member Springsteen, seconded by Council Member Sienicki, that the Action Item be approved. It was moved to award engineering services contract expenditure for Follin Lane SE in the amount of $59,000 to Urban, LTD under RFP 13-05. A motion was made by Council Member Springsteen, seconded by Council Member Sienicki, that the Action Item be approved. It was moved to approve a $14,124.88 payment for emergency sewer line repair, under Arlington County Contract #522-13 to Sagres Construction Corporation account 200540-48803. It was moved to award IFB 15-04, hot-mix asphalt, to National Asphalt Manufacturing Corporation for $239,500.00 from accounts 10412-47408 and 50111-47408. A motion was made by Council Member Sienicki, seconded by Council Member Colbert, that the Action Item be approved. It was moved to approve the increase of the spending limit for Council approval to $20,000. A motion was made by Council Member Kelleher, seconded by Council Member Springsteen, that the Action Item be approved.
