Robinson, Jr. Town Hall, 127 Center Street, South Invocation: John Russo, Vienna Baha'i Community Pledge of Allegiance to the Flag of the United States of America 1. Roll Call Present: 7- Council Member Emil Attanasi, Council Member Linda Colbert, Council Member Edythe Frankel Kelleher, Council Member Pasha Majdi, Council Member Carey J. Sienicki, Council Member Howard J. Springsteen and Mayor Laurie DiRocco 2. Approval of the Minutes: 13-437 Work Session Minutes of October 20, 2014. It was moved to approve the work session minutes of October 20, 2014 as submitted. A motion was made by Council Member Attanasi, seconded by Council Member Kelleher, that the Minutes be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco 3. Receipt of petitions and communications from the Public 4. Reports/Presentations 13-429 2014 Vienna Halloween Parade Awards D.H. Scarborough and Peggy James of the Vienna Business Association and Mayor DiRocco presented the awards for the 2014 Vienna Halloween Parade winners. A. Report and Inquiries of Council Members Councilmember Springsteen acknowledged the staff of the Public Works department on the repair of a major water main break, they had it fixed and the water back on in record time. Councilmember Springsteen mentioned that he got a phone call from a resident stating the Halloween Parade was great and was wondering if next year they would consider closing Maple Avenue down maybe 6:45p.m so the kids could get on the street a lot better. Ms. Salgado stated they will have an after action report as they do for all of the major special events and that is on the list along with a few other things that were brought to the Police Chiefs attention. He called into the Public Works just about repainting a crosswalk on Lawyers and Church because it was faded and the next time he went there it was painted and he thinks that shows the exemplory work that really good in the Town. B. Report of the Town Manager None C. Report of the Mayor Mayor DiRocco thanked the Town Staff and the Vienna Business Association for all the time and energy that was put into the Halloween Parade to make it so seemless and enjoyable to everyone. She thanked them all and all their work. She thanked the VBA as well for all their hard work, they have taken over these events and made them even better than they were before. Mayor DiRocco reported that she attended the 10th Anniversary Gala of the Stroke Comeback Center which is located on Park Street and it was wonderful to see what they do there. She didn't realize it was one of very few stroke comeback centers in the United States. D. Proposals for Additional Items to the Agenda E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the Closed Session convened this date, Monday, November 3, 2014, the Town Council met for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment and/or re-appointment to Town boards or commissions. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And It was further moved that the Closed Session be continued to Monday, November 17, 2014 at 7:45 p.m. in accordance with Virginia Code Section 2.2-3711A(1) for purposes of discussion of personnel matters, specifically, the interviewing of an individual for consideration of appointment and/or re-appointment to Town boards and commissions. Motion: Councilmember Kelleher Second: Councilmember Sienicki Carried Unanimously It was moved that Desiree DiMauro be re-appointed to the Community Enhancement Commission for a two year term. Said term shall begin November 20th, 2014 and will expire November 20th, 2016. Motion: Councilmember Kelleher Second: Councilmember Sienicki Carried Unanimously The above motions were approved. Regular Business 13-426 Request to Ride Montgomery County Contract for Annual Granicus Maintenance Renewal for Meeting Video Streaming and Agenda Management Software Suites It was moved to approve for the renewal of maintenance support for Granicus using Montgomery County contract #9346000023AA at a total cost, not to exceed (NTE) $23,182.44 from the accounts listed. $21,000 from account #10217-47215 and $21,8244 from account #10217-43308. A motion was made by Council Member Springsteen, seconded by Council Member Attanasi, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco 13-409 Request to Ride AEPA/Fairfax County Contract to Field Turf USA for Synthetic Turf at Glyndon Park Baseball Field Subject to approved project funding contribution by the Vienna Little League, It was moved to approve riding the AEPA/Fairfax County Contract #4400002721 to Field Turf USA for installation of synthetic turf at Glyndon Park baseball field in the amount not to exceed $455,396.35 from account #300710-48803. A motion was made by Council Member Colbert, seconded by Council Member Kelleher, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco 13-434 Request to approve FY15 spending with Cargill Inc. for roadway deicing salt. It was moved to approve FY15 spending with Cargill, Inc. for roadway deicing salt in the amount of $70,000.00 from account #10431-46015. A motion was made by Council Member Springsteen, seconded by Council Member Majdi, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco 7. Meeting Adjournment It was moved to adjourn the meeting at 8:46 p.m. A motion was made by Council Member Edythe Frankel Kelleher, seconded by Council Member Carey J. Sienicki, that the meeting be adjourned.
