2. Approval of the Minutes:
A. 13-458 Regular Meeting of November 17, 2014 and the Work Session of November 10,
2014.
It was moved for approval of the Regular minutes of November 17, 2014 and the
Work Session minutes of November 10, 2014 as revised.
A motion was made by Council Member Attanasi, seconded by Council Member
Kelleher, that the Minutes be approved. The motion carried by the following vote:
Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council
Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor
DiRocco
3. Receipt of petitions and communications from the Public
Mr. George Creed, 217 Audrey's Court, SE addressed Council regarding Vienna
First Night. They had their last major meeting of the First NIght Committee and they
are ready to go on December 31st starting at 6:00 p.m. There will be food trucks
from 6:00 p.m - 7:00 p.m. and the activities will go from then until midnight. There
will be a practice New Year's Eve for the children at 9:00 p.m. They are in need of
volunteers for the event.
Local Boy Scouts from Troop 1978 introduced themselves to Council, they are
working on their Communications and Citizenship in the Community Merit Badge.
4. Reports/Presentations

Mayor DiRocco presented a Proclamation for Childhood Cancer Awareness Week
from December 21st through December 27, 2014.

Councilmember Sienicki elaborated on what Mr. Creed stated regarding volunteers
for First Night.
Councilmember Sienicki also thanked the Parks and Recreation Department, Public
Works and the Police Department for the wonderful job they have done with the
holiday events such as the Church Street Stroll and the Caroling on the Town Green.
Also for all the decorations that made the Town sparkle.
Councilmember Sienicki also thanked everyone that came out for Vienna Business
Saturday sponsored by the Vienna Business Association.
Councilmember Attanasi reported that he received a phone call regarding foxes in
his neighborhood and would like a reminder put in the newsletter reminding
residents not to feed the foxes. Mr. Payton stated he will ask the PIO to put it in the
newsletter.
Mr. Briglia reported that he received a phone call from the Vienna LIttle League
Board regarding the I-66 Corridor improvement project by VDOT. VDOT is
conducting their Tier 2 environmental assessment and part of that assessment may
include the Vienna Little League Site which is a concern by VLL. Mayor DiRocco
reported that they will be having a Work Session to discuss the project on January
12th. The people from I-66 will be there to provide information on the project.

C. Report of the Mayor
Mayor DiRocco reported that she would also like to thank the Town staff,
specifically, Parks & Recreation and the Police Department for putting on the
Church Street Stroll. The weather did cooperate at times and at times it did not as
well as some equipment failure due the the weather but it did end up to be a
wonderful evening of music, marshmallow roasting and Santa at the Freeman Store.
She thanked Historic Vienna Inc., the Church Street merchants and the Vienna
Volunteer Fire Department for their help with the stroll, she greatly appreciates their
time and energy to make it a really fun family friendly event.
Mayor DiRocco thanked the Parks & Recreation Department for their work with the
Caroling, it was a lot of fun. She mentioned Laura Goyer who is a Town resident and
actually came up with the idea of caroling on the Town Green.
Mayor DiRocco thanked the Town staff, specifically Melanie Clark, for organizing
the Holiday Reception on December 12th. It was really well attended and a lot of
fun. They had beautiful music from the Vienna Choral Society and the James
Madison Madrigal's. The desserts were done by the Vienna Volunteer Fire
Department Auxiliary.
Mayor DiRocco stated that this was the last Council meeting for 2014 and for the
Town of Vienna 2014 has been a year of transition. It has been a year of many
successes as well as some very emotional times. She looks forward to 2015 when the
Town is celebrating its 125th Anniversary and in 2015 the Town will continue to
move forward, as they always do, to be good stewards of the tax payer dollars,
continue to invest in the infrastructure and create a wonderful community. She
wished everyone joy and peace this Holiday season.

D. Proposals for Additional Items to the Agenda
E. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the first Closed Session convened this date, Monday, December 15, 2014, the
Town Council met for purposes of discussion of personnel matters, specifically the
annual evaluation process for the Town Manager, Town Attorney, and Town Clerk,
and the interviewing of an individual for consideration of re-appointment to a Town
Commission.
It was further moved that the Certification Resolution be adopted in accordance with
State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
And it was further moved that the Closed Session be continued to later this date,
December 15, 2014 at the conclusion of the Regular Council Meeting, in
accordance with Virginia Code Section 2.2-3711A(3) for purposes of discussion of
the potential acquisition of real property for a public purpose and in accordance
with Virginia Code Section 2.2-3711A(7) for consultation with Legal Counsel and
briefings by staff members pertaining to actual or probable litigation.

Abstain: Councilmember Colbert
Carried 6-1
It was moved for George Creed to be recommended to the Circuit Court for
re-appointment to the Board of Zoning Appeals.

A. 13-447 Request for approval of a final plat for the proposed resubdivision into two lots
of existing Parcel 60, Part of Ayr Hill Chancery, on property located at 340 Park
Street NE and in the RS-12.5, Single-Family Detached Residential zone
(recommended new addresses are 340 and 344 Park Street NE) . Application
filed by Jordan Land Design LLC, on behalf of 340 Park Street LLC, property
owner.
It was moved for the approval of the Final Plat (dated November 4, 2014) for the
proposed resubdivision into two lots of existing Parcel 60, Part of Ayr Hill Chancery,
on property located at 340 Park Street NE and in the RS-12.5, Single-Family
Detached Residential zone (recommended new addresses are 340 and 344 Park
Street NE). Application filed by Jordan Land Design LLC, on behalf of 340 Park
Street LLC, property owner.

B. 13-451 Request to purchase a vehicle under the Vehicle Replacement Program.
It was moved to approve purchase of vehicle #10 under the Vehicle Replacement
Program, in the amount of $35,814.50 from account 10912-48308.
A motion was made by Council Member Springsteen, seconded by Council Member
Majdi, that the Action Item be approved. The motion carried by the following vote:

Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor

C. 13-452 Request approval of Transportation Safety Commission recommended traffic
calming and pedestrian safety measures on Marshall Road SW.
It was moved to approve the installation of the TSC recommended crosswalks at
Hillcrest Drive, SW in the amount of $12,000 with funding identified in a future
budget and it was further moved to approve the installation of the TSC recommended
traffic calming and crosswalks on Marshall Road, SW in the amount of $145,000
with funding identified in a future CIP and it was further moved to approve the
installation of bollards on Ware and Deliliah, SW in existing crosswalks through
funding identified by the general maintenance cost.
Councilmember Kelleherr stated that she could not support the motion because she
does not believe they should be voting for things they don't have money for and she
does not endorse the three sets of rrfb's, she would like to try the bollards in the
future crosswalks. She would like to see the two bollards installed as soon as
possible in the two existing crosswalks but she would like to see the bump-out worked
on to see if it can be compatable with the bicyclists and she would also like to see if
they can replace the rrfb's with additional bollards.
It was moved to approve the installation of bollards on Marshall Road at the
intersection of Ware and Delilah, SW at existing crosswalks through general
maintenance accounts.

Carried unanimously
It was moved to endorse the concept of the recommended crosswalks on HIillcrest
Drive SW and the TSC recommended traffic calming and crosswalks on Marshall
Road, SW with consideration of readjustments of the bump-out and phasing, using
bollards initially, in order to save some funds and consideration of funding these
items at the next available opportunity.

D. 13-453 Manhole Riser Rings Contract Award.
It was moved to award IFB 15-06, Adjustable Manhole Riser Rings, to J. Thomas,
LTD, for $35,757.90 from account #50111-46007, 50111-46015, 50114-46007,
50114-46015.
A motion was made by Council Member Sienicki, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:

Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor

E. 13-456 Endorsement of a Kingsley Road SW CMAQ Walk to Metro sidewalk grant
application.
It was moved to endorse the VDOT CMAQ Sidewalk Grant application for
construction of sidewalk on Kinglsey Road, SW. It was further moved to authorize the
Mayor to execute the support resolution and the Town Manager to sign other
documents required for the grant.
A motion was made by Council Member Sienicki, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:
Aye: 5- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council
Member Sienicki and Mayor DiRocco
Nay: 2- Council Member Majdi and Council Member Springsteen
F. 13-457 Request Permission to Revise Contract with Granicus to add the Boards and
Commission Module.
It was moved to recommend the approval for the addition of the Boards and
Commission module and give permission to the Town Manager to execute proposed
contract with Granicus.
A motion was made by Council Member Colbert, seconded by Council Member
Majdi, that the Action Item be approved. The motion carried by the following vote:

G. 13-454 Request to Accept the Comprehensive Annual Financial Report for Fiscal Year
Ending June 30, 2014
It was moved to acknowledge the receipt of the Comprehensive Annual Financial
Report for the fiscal year ending 6/30/2014.
A motion was made by Council Member Sienicki, seconded by Council Member
Majdi, that the Action Item be approved. The motion carried by the following vote:

It was moved to recess into Closed Session at 10:02 p.m.
Mayor DiRocco called the meeting back in to order at 11:11 p.m., all members of
Council were present.
It was moved that the members of the Vienna Town Council be polled to affirm that
during the second Closed Session convened this date, Monday December 15, 2014,
the Town Council met for purposes of discussion of the potentital acquisition of real
property for a public purpose and for consulation with Legal Counsel and briefings
by staff members pertaining to actual or probable litigation.
It was further moved that the Certification Resolution be adopted in accordance with
State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
It was further moved that the Closed Session be continued to Monday, January 5,
2015, at 7:00 p.m. in accordance with Virginia Code Section 2.2-3711A(1), and

specifically discussion or consideration of honorary degrees or special awards and
for purposes of discussion of the potential acquisition of real property for a public
purpose.
