Robinson, Jr. Town Hall, 127 Center Street, South Regular Council Meeting Invocation: John Russo, Local Spiritual Assembly of the Baha'is. Pledge of Allegiance to the Flag of the United States of America 1. Rollcall Present: 6- Council Member Linda Colbert, Council Member Edythe Frankel Kelleher, Mayor Laurie DiRocco, Council Member Howard J. Springsteen, Council Member Carey Sienicki and Council Member Tara L. Voigt Absent: 1- Council Member Pasha Majdi 2. Approval of the Minutes: A. Minutes of the Regular Council Meeting of August 24, 2015. It was moved to approve the minutes of the Regular Council meeting of August 24, 2015 as amended. A motion was made by Council Member Carey Sienicki, seconded by Council Member Edythe Frankel Kelleher, that the Minutes be approved.. The motion carried by the following vote: Aye: 6- Council Member Colbert, Council Member Kelleher, Mayor DiRocco, Council Member Springsteen, Council Member Sienicki and Council Member Voigt Absent: 1- Council Member Majdi 3. Receipt of petitions and communications from the Public Ms. Renee Goth, 515 Heritage Lane NW, addressed Council to express her dissatisfaction with the recent article by Mr. Murray in the September Town Newsletter regarding residential construction. Her frustration was the tone of the article. The core values of Vienna are supposed to be communication and the fostering of dialogue and she thought that article shut down dialogue. She was very disappointed in whoever along the chain of command approved the language in that note because she thought it was condescending and very unbalanced. The newsletter is for everyone and they need to think very carefully about the tone and the message that is being sent to residents that actually read it. Ms. Kim Carrol, 1405 Patrick Circle, added that this is a Town employee, it's a Town newsletter and the tone basically was telling half the town to put up and shut up and their concerns are not valid. It was beyond comprehension on how someone who is paid by the tax payers would be allowed to put something like that in writing from Town of Vienna Page 1 Printed on 10/13/2015 Town Council Meeting Meeting Minutes September 14, 2015 the Town. Local Boy Scouts introduced themselves to Council. They are working on their Communications Merit Badge. 4. Reports/Presentations A. Recognize Local State Sports Champions/Finalist. Mayor DiRocco recognized Madison High School's sports teams for a really successful school year. She presented plaques to the following to recognize these State Champions and Finalists for their outstanding seasons: The Madison Warkawk Baseball Team - 2015 Virginia 6A State Champions Boys Soccer - State Runner-Up Volleyball - State Runner - Up Boys dive - Grayson Campbell - Individual State Champion Girls Golf - Shannon Brooks - Individual State Champion Mayor DiRocco also recognized the Vienna Little League team the "Red Army" age 10/11 for a great year. B. Proclamation for September 11th Commemoration. Mayor DiRocco presented a Proclamation for the 9-11 Commemoration. C. Proclamation for Constitution Week. Mayor DiRocco presented a Proclamation for Constitution Week. D. Proclamation for Bicyclist and Pedestrian Awareness Month. Mayor DiRocco presented a Proclamation for Bicyclist and Pedestrian Awareness Month. A. Report and Inquiries of Council Members Councilmember Colbert thanked the Director of Planning and Zoning, Patrick Mulhern, for putting the meeting together with the local builders and the citizens to discuss building in Vienna. She hopes that started some dialog and she hopes things will continue to improve. Councilmember Springsteen thanked Parks and Recreation and the Mayor and everyone for the "Evening in White" that was held. It really went well. Councilmember Springsteen asked the Finance Director if they have to read all the account numbers in the motion now that they are so long, can they just reference the number. Councilmember Springsteen reported that he spoke with the Director of Public Works and asked him if he got the extra snow plow that Council authorized and he said yes, the snow plows are not an issue this year, with the new shifting they need to make sure they have enough CDL drivers so they can do two shifts. He assured him there were plenty of snow plows. Town of Vienna Page 2 Printed on 10/13/2015 Town Council Meeting Meeting Minutes September 14, 2015 Councilmember Kelleher reported that the Town of Vienna was recently named by Nerd Wallet as one of the top 10 places to open a business in the State of Virginia, Vienna was #7. They also gave a shout out to the Vienna Business Association, with a link, as being very helpful to businesses. Councilmember Sienicki echoed Councilmember Springsteen's shout out to the Parks & Recreation staff, the Police Department and Historic Vienna Inc. for doing a great job with the "Evening in White." She did not see anyone not having a good time, it was a wonderful event. B. Report of the Town Manager Mr. Payton asked Mr. Johnson to explain the new E-Recycling initiative. Mr. Johnson stated that Susan Stillman of the CEC gets all the credit, she talked to the vendor and they would be glad to not only do the town recycling of their own equipment but also recycling for citizens computers, monitors and all the other various computer bits and pieces. They are going to try and incorporate it into the automotive products recycling where they take stuff every quarter at Northside property yard so they won't have to hire more staff. He will try and get this publicized for the next round. It can be publicized in the next couple of newsletters. Mr. Payton thanked Amy-Jo Hendrix acting Director of Parks and Recreation for all the hard work she has done while filling in as Director. The Town really appreciates all her hard work. Ms. Hendrix stated that it wasn't just her, it was the whole department as well as the Police Department and everybody in Town. Mr. Payton introduced Ms. Leslie Herman as the new Director for Parks & Recreation. C. Report of the Mayor Mayor DiRocco thanked the American Legion Post 180 for hosting the September 11th ceremony on the Town Green. Dan Dellinger, former National Commander of the Legion as well as a former Council Member was the keynote speaker and gave a very stirring and patriotic talk, it was very nice. Mayor DiRocco gave a great big thank you to the town's Parks & Recreation Department. They did an amazing job for the Evening in White! They came in early in the morning and worked throughout the entire day and into the evening. They really went above and beyond. The event was very successful and she thinks the attendees had a wonderful time and actually didn't want to leave, the music ended and people stayed. The success of the event was due to the hard work of the Parks & Recreation Department and the Town staff that was involved. They really created a very memorable event for the community. Mayor DiRocco reminded everyone that Thursday, September 17th, the Town will have the groundbreaking for the new Community Center. The event will be at 4:00 p.m. in front of the old Community Center and the entire town is invited. Mayor DiRocco reported that she will be starting her Friday morning walk beginning this Friday, September 18th at 9:30 at Town Hall. Everyone is welcome. D. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the Closed Session convened on Tuesday, September 1, 2015, the Town Council met for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment and/or re-appointment to Town Boards or Commissions. Motion: Councilmember Kelleher Second: Councilmember Sienicki Abstain: Councilmember Voigt Motion Carried It was moved that the members of the Vienna Town Council be polled to affirm that during the Closed Session convened on Monday, September 14, 2015, the Town Council met for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment and/or re-appointment to Town Boards or Commissions. And it was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to Monday, September 28, 2015 at 7:00 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment and /or re-appointment to Town Boards or Commissions. Motion: Councilmember Kelleher Second: Councilmember Sienicki Carried Unanimously It was moved that Jack Ruszkowski be appointed as a Student Representative on the Community Enhancement Commission for a two year term of office effective September 15, 2015 through the end of June 2017. It was further moved that Paul Layer be re-appointed to the Board of Architectural Review for a two-year term. Said term shall be in effect from October 2, 2015 through October 2, 2017. And it was further moved that Theresa Bachmann be appointed to the Windover Heights Board of Review,for a two year term, effective September 15, 2015 through September 15, 2017. And it was further moved that Frederika Butler be re-appointed to the Town/Business Liaison Committee for a two-year term. Said term shall be in effect from October 5, 2015 through October 5, 2017. And it was further moved that Becky Allison be re-appointed to the Transportation Safety Commission for a two-year term. Said term shall be retroactively in effect from July 11, 2015 through July 11, 2017. Motion: Councilmember Kelleher Second: Councilmember Sienicki Carried Unanimously 5. Public Hearings 6. Consent Agenda 7. Regular Business A. Request for procurement of Audio/Visual Upgrades for Cable Access Channel. It was moved for approval to ride VASCUP contract 4394459JC-11 for the purchase and installation of Audio/Visual upgrades for the Town’s Cable Access channel with Human Circuit at a total cost, not to exceed (NTE) $ 113,687.05 from account #100-190-1091-19144-47105. A motion was made by Council Member Howard J. Springsteen, seconded by Council Member Tara L. Voigt, that this Action Item was approved.. The motion carried by the following vote: Aye: 6- Council Member Colbert, Council Member Kelleher, Mayor DiRocco, Council Member Springsteen, Council Member Sienicki and Council Member Voigt Absent: 1- Council Member Majdi B. Approval of Additional Expense for Human Circuit for Annual Maintenance Support. It was moved for the approval of additional spending in the amount of $11,061.00 from account 100-102-1021-11251-47215 with Human Circuit for fiscal year 2016 to bring the total cost not to exceed (NTE) $124,748.05. A motion was made by Council Member Voigt, seconded by Council Member Sienicki, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Council Member Colbert, Council Member Kelleher, Mayor DiRocco, Council Member Springsteen, Council Member Sienicki and Council Member Voigt Absent: 1- Council Member Majdi C. Award contract for John Marshall Drive NW sidewalk construction. It was moved to award IFB 16-06, John Marshall Drive NW sidewalk and road reconstruction, to Sagres Construction, of Lorton VA, in the amount of $260,000.00 from account referenced above. And I further move to accept permanent easements required by the project, authorize the Mayor to execute the documents, and authorize the Town Attorney to record the documents in the Land Records. A motion was made by Council Member Springsteen, seconded by Council Member Colbert, that the Action Item be approved. Defer the Town Manager vehicle purchase under the Vehicle Replacement Program. It was moved to defer the purchase of vehicle #87 under the Vehicle Replacement Program, to the Council meeting of October 18, 2015. A motion was made by Council Member Kelleher, seconded by Council Member Sienicki, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Council Member Colbert, Council Member Kelleher, Mayor DiRocco, Council Member Springsteen, Council Member Sienicki and Council Member Voigt Absent: 1- Council Member Majdi 8. Meeting Adjournment It was moved to adjourn the meeting at 8:58 p.m. A motion was made by Council Member Edythe Frankel Kelleher, seconded by Council Member Carey Sienicki, that this was approved..
