Robinson, Jr. Town Hall, 127 Center Street, South Regular Council Meeting Invocation: Reverend Garry Genser, Vienna Seventh-day Adventist Church Pledge of Allegiance to the Flag of the United States of America 1. Roll Call Present: 7- Council Member Howard J. Springsteen, Council Member Carey Sienicki, Council Member Tara L. Voigt, Mayor Laurie DiRocco, Council Member Linda Colbert, Council Member Pasha Majdi and Council Member Douglas Noble 2. Approval of the Minutes: Approval of the minutes of the Regular Council Meeting of December 5, 2016, January 9, 2017 and the Work Session Minutes of October 17, 2016. It was moved to approve the minutes of the Regular Council Meetings of December 5, 2016 and January 9, 2017, and the Work Session Minutes of October 17, 2016 as submitted. A motion was made by Council Member Majdi, seconded by Council Member Springsteen, that the Minutes be approved. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble 3. Receipt of petitions and communications from the Public Local Boy Scouts from Troop 152 and Troop 13 introduced themselves to Council, they are working on their Citizenship in the Comunity Merit Badge. 4. Reports/Presentations A. Report and Inquiries of Council Members Councilmember Colbert asked the Parks & Recreation Director, Leslie Herman, if the old crosswalk on Park St. that was moved can be removed. Ms. Herman stated that it will be removed as part of the Community Center renovation. She will ask them to put more black paint over for now since most of it has worn away and is exposed. Report of the Town Manager Mr. Payton announced two introductions of staff. The first was the new Deputy Director of Public Works, David Donahue, and the other was the new Deputy Director of Finance, Rana Rose. C. Report of the Mayor Mayor DiRocco reported that she attended the Pinewood Derby for Pack 152. She reported that it was a really fun event and she was lucky enough to help start the event and test the tracks to make sure they were all even and working properly. Mayor DiRocco also reported that on January 21st, State Senator Chap Petersen and State Delegate Mark Keam hosted the Legislative Update here at Town Hall for citizens to come and voice their concerns or ask questions about what is happening in the current Legislative session. Mayor DiRocco also reported that some of Council went down to Richmond to basically legislate support for the town, specifically, on increasing tree canopy or the ability to increase tree canopy, as well as get a vote on the Northern Virginia Transportation Authority. Unfortunately they were not able to get the tree canopy passed but will continue to work on it and we will see what happens with the NVTA. They also went to oppose a few bills that they thought would reduce the local zoning authority for the town, specifically, when it comes to wireless communications and the locations for Air B&B, they were working to try and prevent that reduction in local zoning authority. They will continue to monitor the legislation coming out of the General Assembly. She thanked the Town Attorney for the work he has been doing on these issues. D. Proposals for Additional Items to the Agenda None E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the first Closed Session convened this date, Monday, January 30, 2017, the Town Council met for purposes of personnel matters, specifically the interviewing of individuals for consideration of appointment and/or re-appointment to Town Boards and Commissions. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to later this date, Monday, January 30, 2017 at the conclusion of the Regular Council Meeting in accordance with Virginia Code Section 2.2-3711A(1), for personnel matters, specifically the annual performance evaluation of the Town Attorney. Motion: Councilmember Voigt Second: Councilmember Sienicki Carried Unanimously Town of Vienna Page 2 Printed on 2/22/2017 Town Council Meeting Meeting Minutes January 30, 2017 It was moved that Leonard Ignatowski be re-appointed to the Transportation Safety Commission for a two-year term. Said term shall be retroactively effective from January 29, 2017 through January 29, 2019. It was further moved that Tara Ruszkowski be re-appointed to the Community Enhancement Commission for a two-year term, said term shall be retroactively effective December 18, 2016 through December 18, 2018. And It was further moved that Robert Holland be appointed to the Town Business Liaison Commission for a two-year term. Said term shall be effective January 31, 2017 through January 31, 2019. And It was further moved that Carey Williams be appointed to the Town Business Liaison Commission for a two-year term. Said term shall be effective January 31, 2017 through January 31, 2019. Motion: Councilmember Voigt Second: Councilmember Sienicki Carried Unanimously A motion was made as shown above. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble 5. Regular Business Request to Procure Upgraded HD Encoder/Recorder for Granicus Archive Videos It was moved to approve purchase of the upgraded Granicus Encoder as per the referenced proposal between the Town of Vienna and Granicus, Inc. not to exceed $4,500 from PEG funds using the account listed above. It was further moved to approve a contract amendment to allow for an associated increase in service costs of $2,100 annually, not to exceed $28,860 with Granicus, Inc. from the account listed above. A motion was made by Council Member Springsteen, seconded by Council Member Voigt, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble Request for approval of a Modification and Addendum to Contract IFB 16-04, construction contract with Keller Brothers Inc. for the Vienna Community Center renovation and expansion related to the substantial completion date and associated general conditions payment claims. It was moved to approve the proposed Modification and Addendum to Contract IFB 16-04 attached hereto and incorporated by reference and Town of Vienna Page 3 Printed on 2/22/2017 Town Council Meeting Meeting Minutes January 30, 2017 It was further moved to approve the expenditure of $113,226 for the payment of the general conditions claim from the account listed above A motion was made by Council Member Voigt, seconded by Council Member Springsteen, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble Request to approve additional FY17 spending with HD Supply. It was moved to approve an additional expenditure of $24,712.95 with HD Supply from the accounts listed above. A motion was made by Council Member Noble, seconded by Council Member Voigt, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble Increase funds for Follin Lane Construction Contract with Jeffery Stack, Inc., IFB 16-02 It was moved to increase the Follin Lane construction contract with Jeffery Stack, Inc., IFB 16-02, by $9,892.01 from the account listed above. A motion was made by Council Member Noble, seconded by Council Member Voigt, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble Request to increase spending with Meridian Enterprise Office Solutions for scanning services It was moved to approve spending with Meridian Enterprise Office Solutions in the amount of $39,358 for scanning services from the accounts listed above. A motion was made by Council Member Voigt, seconded by Council Member Springsteen, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble Set a Public Hearing to amend General Fund and Water and Sewer Fund Budgets for Capital Lease Proceeds and Vehicle Purchases It was moved to set a public hearing to discuss an amendment to the General Fund and Water and Sewer Fund 2016-17 budgets as required by the Code of Virginia, Section 15.2-2507, and instruct the Town Clerk to advertise as such. A motion was made by Council Member Springsteen, seconded by Council Member Noble, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble Second Closed Session Town of Vienna Page 4 Printed on 2/22/2017 Town Council Meeting Meeting Minutes January 30, 2017 It was moved to recess into Closed session at 8:39 p.m. Mayor DiRocco called the Regular Meeting back into order at 9:56 p.m. The Town Clerk called the role and all members of Council were present. It was moved that the members of the Vienna Town Council be polled to affirm that during the second Closed Session convened this date, Monday, January 30, 2017, the Town Council met for purposes of discussion of personnel matters, specifically, the annual performance evaluation of the Town Attorney. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to Monday, February 6, 2017 at 6:45 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment and/or re-appointment to Town Boards and Commissions. Motion: Councilmember Voigt Second: Councilmember Sienicki Carried Unanimously A motion was made by Council Member Voigt, seconded by Council Member Sienicki, that the Action Item be approved. Meeting Adjournment It was moved to adjourn the meeting at 9:58 p.m. A motion was made by Council Member Howard J. Springsteen, seconded by Council Member Tara L.
