Roll Call Present: 7- Council Member Linda Colbert, Council Member Pasha Majdi, Council Member Douglas Noble, Council Member Nisha Patel, Council Member Steve Potter, Council Member Howard J. Springsteen and Mayor Laurie DiRocco 2. Resolution for Continuity of Government A. Acceptance of Minutes: A. Acceptance of the Regular Council Meeting Minutes of April 27, 2020 and the Work Session Minutes of April 20, 2020. The Regular Council Meeting Minutes of April 27, 2020 and the Work Session Minutes of April 20, 2020 were approved as presented. 4. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the first closed session convened this day Monday April 28, 2020 the Town Council met, virtually via ZOOM, in accordance with Virginia Code 2.2-3711.A.(1), and the Town of Vienna’s Continuity of Government ordinance, for discussion for consideration of personnel matters, specifically the interviewing of individuals for consideration of personnel matters, this being the interviewing of certain individuals for consideration of appointment and/or reappointment to Town Boards and Commissions. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. It was further moved that the closed session be continued to later this date, Monday, May 11, 2020, at the conclusion of the regular council meeting, in accordance with Virginia Code Section 2.2-3711.A.(3), for discussion and consideration of the acquisition of real estate property for a public purpose. It was moved that Dave Miller be reappointed to the PLanning Commission for a term of two years. Said term shall be effective 02/02/2020 - 02/02/2022. Said term shall be effective 04/30/2020 - 04/30/2022. It was moved that Donna Smith be reappointed to the Pedestrian Advisory Committee for a term of two years. Said term shall be effective 04/30/2020 - 04/30/2022. It was moved that Catherine Hardman be reappointed to the Pedestrian Advisory Committee for a term of two years. Said term shall be effective 04/30/2020 - 04/30/2022. It was moved that Christina Caplan be reappointed to the Conservation Sustainability Commission for a term of two years. Said term shall be effective 06/07/2020 - 06/07/2022. It was moved that James Brooke be reappointed to the Town Business Liaison Committee for a term of two years. Said term shall be effective 07/13/2020 - 07/13/2022. It was moved that Beth Eachus be reappointed to the Transportation Safety Commission for a term of two years. Said term shall be retroactively effective 01/09/2020 - 01/09/2022. 4. Closed Session Aye: 5- Council Member Colbert, Council Member Patel, Council Member Potter, Council Member Springsteen and Mayor DiRocco Abstain: 2- Council Member Majdi and Council Member Noble 5. Receipt of petitions and communications from the Public that are not on the Agenda. (Limited to 5 minutes per issue and no formal action can be taken this evening) There were no petitions or communications from the public. 6. Regular Business A. Intent to Adopt FY 2020-21 Water and Sewer Rates Mayor DiRocco introduced Marion Serfass, Director of Finance to present the first item of regular business, Intent to Adopt FY2020-2021 Water and Sewer Rate. Director Serfass noted that a public hearing was held on April 13, 2020 to allow public comment on the new rates. She further emphasized that the current COVID crisis has little effect on this rate, so it was thought prudent to place this item up for adoption tonight. The Finance Department requests that Council approve the rates as proposed, effective July 1, 2020. It was moved to approve an ordinance setting water and sewer rates for fiscal year 2020-21, beginning July 1, 2020, as presented. And It was further move that the Town Clerk be directed to advertise a Notice of Adoption. A motion was made by Council Member Colbert, seconded by Council Member Noble, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Colbert, Council Member Majdi, Council Member Noble, Council Member Patel, Council Member Potter, Council Member Springsteen and Mayor DiRocco Town of Vienna Page 2 Printed on 6/2/2020 Town Council Meeting Meeting Minutes May 11, 2020 Correct Date on Motion to Adopt the Town of Vienna FY 2020-21 Tax Rates and Motion to Adopt FY 2020-21 Budget Mayor DiRocco asked Director Serfass to present the second item of Regular Business, Correct Date on Motion to Adopt the Town of Vienna FY 2020-21 Tax Rates and Motion to Adopt FY 2020-21 Budget. Director Serfass requested Council to push the adoption of the FY 2020-21 tax rate and FY 2020-21 budget back from May 11, 2020 to June 15, 2020, to allow Council and staff more time to analyze the effects of the Coronavirus pandemic on the Town’s finances. The motions to advertise and adopt the tax rate and budget had the original adoption date of May 11, 2020. It was moved to direct the Town Clerk to advertise the intent to adopt the FY 2020-21 tax rates and the FY 2020-21 budget on June 15, 2020 A motion was made by Council Member Majdi, seconded by Council Member Patel, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Colbert, Council Member Majdi, Council Member Noble, Council Member Patel, Council Member Potter, Council Member Springsteen and Mayor DiRocco 7. Recess into Closed Session Mayor DiRocco reconvened the Town Council meeting at 9:10 PM. All members of Council were present. It was moved that the members of the Vienna Town Council be polled to affirm that during the second closed session convened this date, May 11, 2020, the Town Council met for discussion or consideration of the acquisition of real property for a public purpose. It was further moved that the closed session be continued to, Monday, June 1, 2020 at 6:45 PM, in accordance with Virginia Code Section 2.2-3711.A.(3), for discussion and consideration of the acquisition of real estate property for a public purpose. A motion was made by Council Member Linda Colbert, seconded by Council Member Howard J. Springsteen, that this was approved. The motion carried by the following vote: Aye: 7- Council Member Colbert, Council Member Majdi, Council Member Noble, Council Member Patel, Council Member Potter, Council Member Springsteen and Mayor DiRocco 8. Meeting Adjournment A motion for adjournment was made by Council Member Springsteen. Second by Council Member Noble. Meeting adjourned at 9:12 PM.
