Chairman Beth Eachus opened the meeting at 8:01 pm with the following Commissioners present: Vice Chairman Angela Sorrell, Loginn Kapitan, Donna Smith, Charlie Strunk, SallyJean Penna, Peter Hartogs and Joe Lowther. Leonard Ignatowski was absent. Also present were Andrew Jinks, Department of Public Works (DPW), Sergeant Pete Elias, Vienna Police Department (VPD), and Jennifer Sigler, TSC Clerk. TSC21-008 Transportation Safety Commission - Continuity of Government Attachments: Continuity of Government TSC 9-28-2021 Chairman Eachus read the Resolution for Continuity of Government into the record. By roll-call vote, members voted unanimously to approve the resolution, 8 – 0. 2 Approval of the Minutes: September 28, 2021 Vice Chairman Sorrell made a motion to approve the July 27, 2021 meeting minutes, with minor edits. Commissioner Kapitan seconded the motion. Motion carried unanimously, 8 – 0. Town of Vienna Page 1 Printed on 4/19/2022 Transportation Safety Commission Meeting Minutes September 28, 2021 3 DPW Report SMD Pilot Program - Bird applied for the Town’s SMD Pilot Program in late August and was approved in early September. Bird scooters can officially operate in Town and the company plans to place 25-50 scooters initially in town in late September or early October. Bird’s program will last 9 months with an additional 3-month option if both parties agree. The ultimate goal of the SMD Pilot Program is to study how the devices interact with the Town infrastructure, gather data, and gather community feedback in order to develop a permanent ordinance for Shared Mobility Devices. Nutley St SW Shared-Use Path - Town staff held a Citizen Information Meeting (CIM) on August 4th to discuss the project and address resident’s comments. The project is currently entering the next stage of design, taking the 30% plans to 60% plans. Due to the Nutley Street culvert replacement project required to be completed first and the fact that this project must follow the VDOT process the estimated construction date is fall 2025. Robinson Trust Sidewalks - • Projects currently in the construction phase: o Pleasant Street SW (odd side) – construction complete o Cabin Road SE (odd side) – construction near complete o Holmes Drive NE (even side) – construction in progress o Plum Street SW (even side) – construction to begin this year • Missing link projects to be constructed this year: o 503 & 505 Park St NE (actual sidewalks on Ridgewood Ct NE) – construction complete o 503 Ware St SW – construction complete o 1002 Hillcrest St SW o 400 Kingsley Rd SW • Projects currently in final design stage: o Cherry Street SW (even side) – 50% design level • Preliminary engineering reports to be presented and discussed with Council on Oct 11 – includes staff’s recommendation on side of street: o Alma St SE – even side recommended o Blackstone Terr NW – even side recommended o Charles St SE – odd side recommended o Symphony Cir SW – along the frontage of 914 and 918 • Preliminary engineer in process: o Birch St SW o Cherry Cir SW o Elmar Dr SE o Oak St SW o Timber Ln SW 4 Receipt of Petitions and Communications from the Public NONE Town of Vienna Page 2 Printed on 4/19/2022 Transportation Safety Commission Meeting Minutes September 28, 2021 5 BAC Report The BAC is still waiting to receive the report card for the bronze nomination from the League of American Bicyclists. The Town of Vienna is the 2022 sponsor for the Tour d’Hunter Mill which is scheduled for May. The BAC is currently working with Town Staff to update the Vienna Bicycle Route Map. 6 PAC Report Mr. Jinks, DPW, updated the PAC on the status of the Street Safety Guide – he has provided Town Council with the updated document and a summary of the updates that have been made since the last time they officially discussed it. He will ask them what the next step is in moving it along. DPW’s upcoming traffic signal upgrade project will include leading pedestrian signals; the project is tentatively scheduled for early 2023. The new development on Courthouse Road SW, just beyond the Jiffy Lube, will include new sidewalk. DPW is working with the owners of the Jiffy Lube to see if new sidewalk can be installed from the development to the corner at Maple Avenue. There is some concern about the visibility of pedestrians as you exit the Chik-fil-A. 7 Reports of Commissioners Commissioner Smith asked if 3-D crosswalks (optical illusions) were an option in Town. Mr. Jinks said there are certain Federal and State standards for crosswalks, and 3-D crosswalks are not included. Commissioner Kapitan asked about the timing of the RRFBs on Marshall Road SW. He feels the flashing light phase is too short. Mr. Jinks explained the flashing light phase is just to get the initial attention of the drivers. Commissioner Kapitan asked about the schedule for relocation of the speed table on Tapawingo Road. Mr. Jinks will follow up with the street maintenance division and get back to him. Commissioner Strunk encouraged the TSC to look at an email regarding advisory bike lanes. He mentioned the planters at the bike corral on Church Street had been pushed in, making the corral only 6’ long instead of 8’. Ms. Sigler will submit a work order to have the planters moved back to their original locations. Commissioner Penna asked for an update on the Courthouse/Nutley/Maple Traffic Study. Mr. Jinks said initially it was delayed due to winter and then due to Covid-19. Once traffic returns to a more normal volume, the study can pick back up.
