Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Transportation Safety Commission Tuesday, October 26, 2021 8:00 PM Town Hall 1 Call to Order The Vienna Transportation Safety Commission (TSC) met in regular session on September 28, 2021 via Zoom. Chairman Beth Eachus opened the meeting at 8:01 pm with the following Commissioners present: Vice Chairman Angela Sorrell, Loginn Kapitan, Charlie Strunk, SallyJean Penna, Peter Hartogs, Joe Lowther and Leonard Ignatowski. Donna Smith was absent. Also present were Andrew Jinks, Department of Public Works (DPW), Sergeant Pete Elias, Vienna Police Department (VPD), and Jennifer Sigler, TSC Clerk. 2 Resolution for Continuity of Government Chairman Eachus read the Resolution for Continuity of Government into the record. By roll-call vote, members voted unanimously to approve the resolution, 8 – 0. 3. Approval of the Minutes: September 28, 2021 Vice Chairman Sorrell made a motion to approve the July 27, 2021 meeting minutes. Commissioner Lowther seconded the motion. Motion carried unanimously, 8 – 0. 4. DPW Report SMD Pilot Program - Bird has begun deploying scooters in Town, mostly along Maple Avenue. There is only a limited number of scooters at this time but additional scooters will be deployed depending on availability and usage. Old Courthouse Road NE Sidewalk - The utility relocations are wrapping up and DPW anticipates providing the construction contractor the NTP (Notice to Proceed) in late October or early November. If work does begin this Fall there will most likely be a break in construction during the core winter months. Answering Questions from Last the TSC Meeting (September 28th): - What is the status of the Bike Map for the Town? Answer: DPW is now working on the Map and should have a draft next month. 5 Receipt of Petitions and Communications from the Public NONE These are non-action items for initial presentation only; three-minute time limit enforced Town of Vienna Page 1 Printed on 4/19/2022 Transportation Safety Commission Meeting Minutes October 26, 2021 6 BAC Report League of American Bicyclists Bronze Status update – report card is online to view. Vienna has been awarded the Bronze status. The BAC will use the information from the report card to identify areas that need improvement. Community Bike Rides have been suspended this year. The plan is to start up again in the spring of 2022. Discussion of W&OD trail improvements and NOVA Parks. Tour d’Hunter Mill starts in Vienna on May 14, 2022. 7 PAC Report Maud Robinson Trust Sidewalk update: There was a meeting on October 11 where DPW presented a new way to move forward with the Trust sidewalk projects, which should help speed up the process. 8 Reports of Commissioners Commissioner Ignatowski suggested Church Street be a bicycle dismount zone. Commissioner Kapitan asked about how to raise funds for Tour d’Hunter Mill. 9 Report of the Chairman NONE 10 Meeting Adjournment 8:55pm THE TOWN OF VIENNA IS COMMITTED TO FULL COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT STANDARDS.
