1 Call to Order
The Vienna Transportation Safety Commission (TSC) met in regular session on July 26,
2022 in the Vienna Town Hall Council Chamber, 127 Center Street S, Vienna, Virginia.
Vice Chairman Angela Sorrell opened the meeting at 8:04pm with the following
Commissioners present: Leonard Ignatowski, Charlie Strunk, Joe Lowther, Donna
Smith, Loginn Kapitan, SallyJean Penna and Peter Hartogs. Chairman Beth Eachus was
absent. Also present were Andrew Jinks, Department of Public Works (DPW), Sergeant
Pete Elias, Vienna Police Department (VPD), and Jennifer Sigler, TSC Clerk.
2 Approval of the June 28, 2022 meeting minutes
Commissioner Strunk made a motion to approve the June 28, 2022 meeting minutes.
Commissioner Kapitan seconded the motion. Motion carried unanimously, 8 – 0
3 DPW Report
Freeman Store Bridge - The contractor is working on getting VDOT material approvals
for the lumber associated with the project. Due to specific treatments VDOT is requiring,
it has taken some time to develop the submittals, but we seem to be close to the approval.
The beginning of construction is still a few weeks to a few months away, it is dependent on
the availability of supplies/materials and the length of time it takes to treat the lumber.
4 Receipt of Petitions and Communications from the Public
Catherine Hardman, 524 Lewis Street NW, expressed concern about the increasing
number of new construction homes and the lack of proper traffic control. She also
mentioned that a truck leaving the old Marco Polo site on Maple Avenue W was blocking a
lane on Maple for a considerable amount of time without traffic control measures in place.
She was advised to call DPW as soon as these problems are noticed so the Construction
inspector can be notified to contact the contractor.

5 BAC/PAC Joint Meeting Report
The BAC focused on “Bike to the (Farmer’s) Market” event coming up on Saturday,
August 13, and ways to promote it. The PAC discussed the Top 15 Priority Sidewalks.
Members of the PAC will be walking these 15 areas and return to the September 27, 2022
PAC meeting with their observations. They also are working on finalizing their Welcome
to Vienna Walkabout and are working on other topics for future walkabouts. Together,
the BAC and PAC discussed Bicycle and Pedestrian safety on Church Street, particularly
in the commercial area.

6 Reports of the Commissioners
Commissioner Kapitan asked about the replacement of the barricade on Moore Avenue @
Center Street with a wall. Mr. Jinks explained it was not approved and DPW is working
with the Town Attorney to rectify the situation.
Commissioner Smith shared that walking just 30 minutes a day can noticeably lower your
blood pressure.
Commissioner Penna asked why there was no parking on Harmony Drive SW just before
the Vienna Swim and Tennis Club. Most likely explanation is the residents petitioned for
no parking to keep the swim club members from parking in front of their houses all day
during the summers.
