Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Transportation Safety Commission Tuesday, September 27, 2022 8:00 PM Town Hall 1 Call to Order The Vienna Transportation Safety Commission (TSC) met in regular session on September 27, 2022 in the Vienna Town Hall Council Chamber, 127 Center Street S, Vienna, Virginia. : Chairman Beth Eachus opened the meeting with the following members present: Vice Chairman Angela Sorrell, Commissioners Charlie Strunk, Donna Smith, Loginn Kapitan, SallyJean Penna. Joe Lowther, Leonard Ignatowski and Peter Hartogs were absent. Also present were Andrew Jinks, Department of Public Works (DPW), Sergeant Pete Elias, Vienna Police Department (VPD), and Jennifer Sigler, TSC Clerk. 2. Approval of the July 26, 2022 meeting minutes Commissioner Strunk made a motion to approve the July 26, 2022 meeting minutes. Commissioner Kapitan seconded the motion. One member abstained. Motion carried unanimously, 5 – 0 – 1. 3. DPW Report Freeman Store Bridge - The contractor is finalizing VDOT material approvals for the project. Construction is anticipated to begin sometime in October or November. Maple Ave and Park St Signal Replacement - The contractor was provided the Notice to Proceed on Monday September 26th and physical construction activities will begin at any time. Answering Questions from Last the TSC Meeting (July 26th) Why is there a raised brick lip boarding the landscape boxes along Maple Ave and Church St and why is it still done? Answer: The original and current purpose was to help keep the mulch in place and for a visually pleasing aspect. It is the general design standard for Maple Ave and Church St. 4. BAC Report BAC Report: Vice Chairman Strunk mentioned the Bike to Market event hosted by Fairfax County Park Authority and FABB to highlight education and promotion of cycling which took place on Saturday August 13. He said the Tour d’Hunter Mill 2023 would probably not involve Vienna because they are focusing on the Lake Anne area and the Western Districts of Fairfax County. NOVA Parks has put out a 6-year Master Plan for W&OD trail improvements and all of the Trail within Vienna is included, but probably won’t be designed until 2027 with construction as late as 2030/2031. The BAC with the TBLC are working on a Church Street Pedestrian and Bicycle safety initiative which may include raised crosswalks and RRFBs. 6. PAC Report The PAC looked at the highest rated sidewalks from the Sidewalk Rating System to see if any of those locations can utilize Robinson Trust funds. The first draft of a Walkabout Vienna brochure is ready to be published and made available to the public; there will be more brochures designed in the future. The Walk/Bike to the BAC/PAC/TSC meetings that was planned for July (but was cancelled due to inclement weather) will be revamped for the spring and will grow into a much larger campaign encouraging walking & cycling. 7. Reports of the Commissioners Commissioner Penna asked how the Homecoming Parade works if only half of Maple Avenue is closed. Sergeant Elias explained the traffic management and that the parade is only about 20 minutes long. Commissioner Strunk asked if the traffic signal at Beulah Road and Church Street was on the list to be replaced. Mr. Jinks said it was not, but he would see if it could be replaced another way. Vice Chairman Sorrell went to Montreal and utilized their bikeshare program – she was impressed and can’t wait for bikeshare to come to Vienna. 8. Report of the Chairman NONE 9.
