Meeting commenced at 7:00 p.m.
Mike Cheselka, Lu Cousins, Midge Biles Bill Comerford, VPAF member: Deborah
Kennedy, Guest: Lisa Boms, VPAC Clerk: Kathy Blevins
2. Approval of the Minutes:
VPAC22-204 Approve minutes from the August 16 meeting
Ms. Biles made a motion to approve the August 16, 2022 meeting minutes, Ms. Cousins
seconded the motion. The motion passed unanimously.
VPAC22-205 VPAF Treasurer’s reports
no update. Has the foundation received a check from the Patrick Henry Library for
the mural?
VPAC22-206 Chairman’s report
February 13 Council Work session to present three upcoming projects has been
moved to March.
3. Regular Business
VPAC22-207 Friends of Vienna

has 5 members
VPAC22-208 FPAF fundraising mural project
• Deborah Kennedy, president of the VPAF, presented “A New Day” mural project.
She also presented the project idea to Leslie Herman, Parks and Recreation
Director, Leon Evans, Community Center Manager, and Amy-Jo Hendrix, Recreation
Program Supervisor.
• A work session was set for October 6 to discuss the project in more detail and
develop an action plan.
• Mr. Comerford will research to find murals on government buildings, as well as
any guidelines.
• Question of liability for the public.

• Mayor Colbert has concerns about noise level coming from the instruments. Mr.
Cheselka is going to visit a park in Front Royal that has the Harmony Park
instruments to record the instruments sounds and volume level.
VPAC22-210 Town Hall gas pipe painting
• Ms. Cousins made the suggestion of incorporating the background area behind the
pipes in the design. Ms. Cousins will contact Ms. Gambino to secure her renderings
for the project.
VPAC22-211 Utility boxes

5. New Business
Ms. Blevins sent an email to the JMHS Art Department to recruit a junior VPAC
representative.
Mayor Colbert is aware of the two vacancies in VPAC.
Guest, Lisa Boms shared her background and experience as she is considering
becoming involved with the VPAC or the VPAF
4. Meeting Adjournment
Ms. Biles made a motion to adjourn. The motion was seconded by Mr. Comerford. The
motion passed unanimously.
