Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Board of Architectural Review Thursday, September 15, 2022 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL Roll Call The Board of Architectural Review met in a regular session on Thursday, September 15, 2022, at 7:30 pm in the Vienna Town Hall at 127 Center St. S Council Chambers. Chair Mr. Baldwin called the meeting to order at 7:30 pm. Roll Call: Mr. Layer, Ms. van Doorn, Ms. Hanley, Mr.Cheselka, and Mr. Baldwin were all present. Staff present: Planner Sharmaine Abaied and Board Clerk Yaska Camacho Castillo Approval of the Minutes The meeting minutes for August 18, 2022, were accepted as submitted. Old Business DermUtopia- 527 Maple Ave E - Signs Item No. 1: Request for approval of a sign for DermUtopia, located at 527 Maple Ave E, Docket No. PF-823053-BAR, in the C-1, Local Commercial zoning district, filed by Ruth Vanlandingham, SMI Sign Systems., project contact. Ruth Vanlandingham & Dr. Brenda Dintiman – SMI Sign Systems- 3903 Cornell Place Fredericks, MD 21703 were present for the application. Ms. van Doorn asked Ms. Vanlandingham to clarify what she was proposing as the new changes. Ms. Vanlandingham explained that the lime green and pink colors were disapproved at the last Board of Architectural Meeting, and she was asked to return with colors that were more in line with the other signs on the building. She stated they are matching the colors of the building with the blue colors they’re proposing. Dr. Dintiman, the owner of DermUtopia, stated her business has been in practice for over ten (10) years with her logo. She mentioned that the VHS physicians logo, another sign on the building, has bright green and white. She wondered how did that sign blend with the building. She said she understood that the board might not be interested in the color green with pink on her logo; however, she noted it has been her logo since 2012, and the color green is very in keeping with the new medicine. The board discussed the difference between the VHS physician sign and the applicant’s first proposed sign. Mr. Layer clarified that the board did not ask for her sign to match the building; they asked for the sign to be compatible with the rest of the signs on the building. He noted how her sign was all green and pink, and the VHS physician sign used the first three (3) capitalized letters as an accent with the green. Dr. Dintiman asked if the VHS physician's sign was installed without the board's approval. Ms. Hanley clarified that the board indeed approved the sign. She stated the board felt the sign harmonized with the building. Dr. Dintiman commented she was under the impression that green was not allowed and they had to use blues, which is not in keeping with her logo. Mr.Baldwin responded to the applicant that she needs to feel satisfied with her sign and that she could consult with a different designer or add more color to her logo if she wished. Ms. Hanley asked Ms.Abaied if the board approved the proposed sign can the applicant return to the next meeting if she decided she wanted to do the sign differently. Ms. Abaied replied that the applicant could submit a revision and return to the board for a sign modification. Dr. Dintiman once again asked if the VHS physicians sign was approved by the board and asked if there was a record of the approval. Staff replied yes. The discussion on the sign continued. Mr. Cheselka commented that he was the only one who was “ok” with the existing sign on the previous meeting. However, he noted how the new proposed sign is better. Dr. Dintiman replied that as long as the VHS physician sign went through the same process, she would be fine with it, and the board confirmed it did. Ms. van Doorn made a motion to approve the request for a sign for DermUtopia, located at 527 Maple Ave E, Docket No. PF-823053-BAR, in the C-1, Local Commercial zoning district. Motion: Ms. van Doorn Second: Mr. Layer Ayes 5 Nays 0 Motion Carried 5-0 Glyndon Park - 300 Glyndon St NE - Exterior Modification Item No. 2: Request for approval of exterior modifications for Glyndon Park Bathrooms, located at 300 Glyndon St NE, Docket No. PF-804263-BAR, in the RS-16/PR, Residential and Park and Recreational zoning district, filed by Leslie Herman, Director of Parks and Recreation, project contact Leslie Herman and Tommy Staats – 120 Cherry St Vienna Community Center – were present for the application. Ms. Herman stated they came before the board a month ago for the exterior modification to the Glyndon Park bathroom, in which one of the soffit systems was not identified. She stated the staff report provided details on the wood soffit system using the coravent S-400 strip vent. She said after a discussion with town staff regarding maintenance issues and damage done by carpenter bees in the Town due to wood materials, she decided it was in the Town's best interest to use materials with greater longevity that require less maintenance. She is proposing to use the vintage PVC versatex soffit system. Mr. Staat described the system as a plastic PVC tongue and groove by 6 that would cover the entire soffit. Mr. Layer referenced section A101- he asked Mr. Staat if he would be reproducing that section in PVC to which Mr. Staat replied correct. Mr. Cheselka made a motion to approve the request for exterior modifications for Glyndon Park Bathrooms, located at 300 Glyndon St NE, Docket No. PF-804263-BAR, in the RS-16/PR, Residential and Park and Recreational zoning district, as presented. She stated they would propose Everlast metals DL100 double locking architectural steam roof instead of the hip slate roof. Water Field - 300 Center St S - Exterior Modification Item No. 3: Request for approval of exterior modifications for Waters Field, located at 300 Center St S., Docket No. PF-830990-BAR, in the PR, Park and Recreational zoning district, filed by Brandy Wyatt, Dept. of Parks and Recreation, project contact, on behalf of Paul Scott, Fairfax County Public Schools. Brandy Wyatt – 120 Cherry St SE - Town of Vienna Parks & Recreation – was present for the application. Ms. Wyatt stated they would be installing new roll-up doors in the current windows at the concession stand and the roll-up door in the press box. She noted they would be using steel and powder-coated color grey RAL 7046. Mr. Cheselka commented it seemed impenetrable. Ms. Hanley asked how it would be installed. Ms. Wyatt responded it would be installed inside the door so the mechanism would face the inside of the building. Mr. Layer pointed out that page 7 of the brochure showed all the details. He stated this was a standard installation. He recommended the applicant go with the face-mounted option shown on the brochure. The board continued to discuss the installation method. Ms. Wyatt noted that they would be using model 650. Mr. Layer wondered about the material and asked the applicant if she considered aluminum. Ms. Wyatt responded Bay Ruth and VYI were funding the project, and the Town gave a recommendation, and together they decided to go with steel. Mr. Layer asked the applicant, upon installation of the soffit system, that they ensure it is appropriately attached to the substrate and sealed properly inside and out. They continued to discuss the mounting process. Ms. van Doorn asked for clarification on the box. Ms. Wyatt clarified that the box structure would be on the inside of the building, not on the exterior of the building. Mr. Layer made a motion to approve the request for exterior modifications for Waters Field, located at 300 Center St S., Docket No. PF-830990-BAR, in the PR, Park and Recreational zoning district, filed by Brandy Wyatt, with the following stipulation: • The mounting of the box be face-of-wall mounting. Motion: Mr. Layer Second: Mr. Cheselka Ayes 5 Nays 0 Motion Carried 5-0 New Business Town of Vienna Page 3 Printed on 10/24/2022 Board of Architectural Review Meeting Minutes September 15, 2022 Fosters Grille - 138-A Maple Ave W - Exterior Modification Item No. 4: Request for approval of exterior modifications for Fosters Grille, located at 138-A Maple Ave W., Docket No. PF-817862-BAR, in the C-2, General Commercial zoning district, filed by Michael Cerny, business owner. Michael Cerny- President of Fosters Grille – 138-A Maple Ave W- present for the application. Mr. Cerny stated they currently have (2) two tables and (4) four chairs for outdoor seating in front of the restaurant, and (2) two tables with (2) two umbrellas and (8) eight chairs on the side of the restaurant. He said they are looking for permanent and seasonal outdoor seating approval. The seasonal outdoor seating would be for the (3) three parking spaces that are currently in use by (5) five tables, (5) five umbrellas, and (20) twenty chairs. Mr. Cerny wanted the board to know that due to covid, he would have shut down the restaurant if it wasn’t for the granting of outdoor seating. He commented on being astonished at how much this particular location continues to be thriven by outdoor dining, pick-up, or delivery vs. seating inside. Ms. Hanley commented on the temporary outdoor seating. She voiced her concern about the parking space near the other building where most traffic occurs. She wondered if they could place a cement bollard at the corner to protect the pedestrians. Mr. Cerny responded he wasn’t sure how to handle the request since everything would have to be removed from the parking spaces at the end of the seasonal year (October 31, 2022). He stated he would rather not make the expense since he would permanently remove everything on the parking spaces unless the landlord changes his mind. Ms. Hanley replied that she would like that to be in place for next year if they decide on temporary outdoor seating. She asked staff if there was a way to keep track of that. Ms. Abaied confirmed that the applicant needs to apply yearly for the permit, and upon their submittal, they would be reminded of the board's recommendation on the bollards. They continued to discuss the matter. Mr. Baldwin asked the applicant if they were indeed using the mainstays Albany lane 6-piece folding seating set in red as shown on the presentation, and the applicant responded correct. Ms. van Doorn asked if the outdoor seating was 60- 75 ft away from the residential properties behind the restaurant, to which the applicant replied yes. The applicant noted they stop seating at 9 pm and do not have any music playing outside. Ms. van Doorn then asked to see a picture of the wall. The staff provided an image. Ms. Hanley asked if the applicant was required to get the walls approved, and Ms. Abaied responded since it is part of the seasonal outdoor dining, it would have to be reviewed by the board. Ms. Hanley asked if they could approve the furniture permanently and put a timeline for the walls. Ms. Abaied said the board could apply any conditions they would like. Mr. Cheselka voiced concerns about the parking spaces used for outdoor seating and the danger it imposes. He stated that if they are allowed to continue the outdoor seating in the parking spaces, the other nearby restaurants will have the right to do the same. Furthermore, he does not understand why the business wants to take public parking, which belongs to the public, and turn it into their business. Mr. Layer pointed out that parking is not the board's purview. Mr. Cheselka said he would like to be guaranteed that there would be some kind of support system, such as bollards or planters for pedestrian safety. Ms. Abaied explained that during Covid Town Council passed an ordinance to allow outdoor seating for restaurants, which was extended to (6) six months. Also, Early this year, they passed an ordinance for permanent seating with a parking allowance and seasonal outdoor Town of Vienna Page 4 Printed on 10/24/2022 Board of Architectural Review Meeting Minutes September 15, 2022 seating for restaurants. The applicants need to get approval for seasonal seating from the Board of Architectural Review, which is why Mr. Cerny is present, although it is only 60 (sixty) days left for the seasonal seating. The permanent request would be for (2) two tables with (4) four seats and (2) two tables with (2) two seats underneath the canopy on the sidewalk. The board continued to discuss the temporary outdoor seating. Ms. Hanley made a motion to approve the request for exterior modifications for Fosters Grille, located at 138-A Maple Ave W., Docket No. PF-817862-BAR, in the C-2, General Commercial zoning district, for the permanent tables, chairs, and umbrellas be approved as submitted. Motion: Ms. Hanley Second: Mr. Layer Ayes 5 Nays 0 Motion Carried 5-0 Ms. Hanley made a second motion to approve the request for exterior modifications for Fosters Grille, located at 138-A Maple Ave W., Docket No. PF-817862-BAR, in the C-2, General Commercial zoning district, for the temporary dining barriers and temporary seating for the next 60 days. Motion: Ms. Hanley Second: Mr. Layer Ayes 5 Nays 0 Motion Carried 5-0 Restore- 214 Maple Ave W - Exterior Modification Item No. 5: Request for approval of signs & exterior modifications for Restore, located at 214 Maple Ave W., Docket No. PF-827475-BAR, in the C-1A, Special Commercial zoning district, filed by Tony Rogers of Ark Signs, Project Contact. Dan Kiser – 214 Maple Ave – was present for the application. Mr. Kaiser gave a brief description of the request. He stated the sign measured 127 sq ft. It is aluminum lettering with Pantone blue coloring for the background with 150 lumen level. He also mentioned the monument having no lights. Ms. Hanley wondered what the rectangular box on the pylon sign was for. Mr. Kiser responded he wasn’t sure. Ms. van Doorn asked if the location was the old HSPC building, to which the applicant replied he believed so. Ms. van Doorn commented the board had already approved the window changes. She voiced her concern about the rectangular box on the pylon. After some research, it appeared the rectangular box was there before, and they were resuing it. Ms. van Doorn stated she likes the color combination. Mr. Layer asked for clarification on the alternate color. The applicant said there is no alternate color; Patone blue would be the color. Mr. Cheselka made a motion to approve the request for approval of signs & exterior modifications for Restore, located at 214 Maple Ave W., Docket No PF-827475-BAR, in the C-1A, Special Commercial zoning district, as presented. Town of Vienna Page 5 Printed on 10/24/2022 Board of Architectural Review Meeting Minutes September 15, 2022 Motion: Mr. Cheselka Second: Ms. Hanley Ayes 5 Nays 0 Motion Carried 5-0 Sunrise - 374 Maple Ave W - Mural Item No. 6: Request for approval of a Mural for Sunrise Senior Living, located at 374 Maple Ave W., Docket No. PF-844263-BAR, in the MAC, Maple Avenue Commercial zoning district, filed by Rhiannon Schroth from Rust Orlin Architecture, project contact, on behalf of Hilary Suskey, Sunrise Senior Living. Rhiannon Schroth & Scott Fleming – 1215 Cameron Street Alexandria, VA - were present for the application. Ms. Schroth stated Sunrise Senior Living reached out to the Virginia Art Society to review the portfolio of several artists. They decided on artist Chad Brady. Ms. Schroth described Mr. Brady’s proposed artwork as contemplative and organic. She noted that the locations for the artwork would be a mural and two (2) benches. The artist has two (2) options he would like the board to review for the mural. The first option for the mural has a background, and the second option does not. Also, the benches are located on the corner of Maple and Wade Hampton for residents and community members to enjoy. They have identified a hummingbird and a hawk as the artwork for the benches. Ms. Hanley noted that Wade Hampton has been renamed, Liberty Lane. Mr. Layer inquired about the mural with background, without background, and the studies provided with the application. He was confused as to why the studies were part of the application. Ms. Schroth clarified the studies were provided to show the process they went through to get to the final images. Mr. Layer asked the applicants if they had a preference, to which they responded they preferred the mural with a background. Ms. Hanley commented the artist’s presentation was professionally done and that she would like staff to use this as an example for future similar proposals. She also recommended placing the bench with the hawk toward Madison High School since that is the school’s mascot or possibly having it face road 123 so that more people can see it. Ms. van Doorn asked the applicants if they had a preference for the benches. Ms. Schroth replied she preferred option B. The board discussed the different bench options. Mr. Layer made a motion for the request of a Mural for Sunrise Senior Living, located at 374 Maple Ave W., Docket No. PF-844263-BAR, in the MAC, Maple Avenue Commercial zoning district filed by Rhiannon Schroth from Rust Orlin Architecture, project contact, on behalf of Hilary Suskey, Sunrise Senior Living to be approved as follow: • Mural with a background Motion: Mr. Layer Second: Ms. van Doorn Ayes 5 Nays 0 Motion Carried 5-0 Ms. van Doorn made a motion to approve the bench selection proposed by Sunrise Senior Living, located at 374 Maple Ave W., Docket No. PF-844263-BAR, with the provision that Town of Vienna Page 6 Printed on 10/24/2022 Board of Architectural Review Meeting Minutes September 15, 2022 selection B is the bench with the artwork as proposed.
