Town of Vienna 127 Center Street S Vienna, VA. 22180 p. 703-255-6300 TTY 7111 Meeting Minutes Vienna Public Art Commission Tuesday, October 18, 2022 7:00 PM Vienna Community Center 1 Roll Call Mike Cheselka, Lu Cousins, Bill Comerford, Michelle Kang, Colby Bruno via Zoom, VPAF members: Caren Ann Appel, Kathy Georgen, Guest: Lisa Boms, VPAC Clerk: Kathy Blevins Meeting commenced at 7:01 p.m. 2. Approval of the Minutes: VPAC22-212 Approve minutes from the September 20 meeting Ms. Cousins made a motion to approve the September 20, 2022 meeting minutes, Mr. Comerford seconded the motion. The motion passed unanimously. VPAC22-213 VPAF Treasurer’s reports Patrick Henry Library has still not made payment for the library mural. A library staff asked if VPAF would accept credit card payment. Ms. Georgen declined this form of payment due to the 3% credit card charge, which would cost VPAF $65, and requested payment by check only. She has not heard back from the library staff. There is $15,788.27 in the VPAF account Ms. Blevins will follow up on the check for the matching grant from the Virginia Commission for the Arts. VPAC22-214 Chairman’s report Mr. Cheselka would like to obtain renderings from an artist(s) for upcoming VPAC projects. Ms. Cousins made a motion to have Lisa Boms submitted as a candidate for the VPAF on behalf of the VPAC. Mr. Comerford seconded the motion. The motion passed unanimously. Ms. Georgen, as a VPAF member, made a motion to accept Lisa Boms as a new member of the VPAF. Ms. Appel seconded the motion. The motion passed unanimously. 3. Regular Business VPAC22-215 Drain top art removals ..Body Mr. Cheselka will be removing all of the drain art by pressure washing. Mr. Comerford can assist. VPAC22-216 Cherry Street trash enclosure Need ideas for the mural before getting a sketch from an artist. VPAC22-217 Vote to approve Lisa Boms as a member of the Vienna Public Art Foundation Ms. Cousins made a motion to have Lisa Boms submitted as a candidate for the VPAF on behalf of the VPAC. Mr. Comerford seconded the motion. The motion passed unanimously. Ms. Georgen, as a VPAF member, made a motion to accept Lisa Boms as a new member of the VPAF. Ms. Appel seconded the motion. The motion passed unanimously. VPAC22-218 Harmony Park update Mr. Cheselka visited a musical playground in Front Royal, VA. He spoke with two Front Royal DPW staff about noise levels. He used a decibel meter while the equipment was used. The sound registered at 58 decibels which is in OSHA range. Mrs. Cheselka will continue to research pricing for an attractive musical piece such as a mushroom and/or a butterfly. VPAC22-219 Town Hall gas pipe painting Ms. Cousins shared an email from Acting DPW Director, Christine Horner stating that Washington Gas approved the pipe painting with some restrictions. VPAC22-220 A New Day mural fundraising project update ..Body More details will be shared at the November meeting. Ms. Appel will follow up on finding a grant writer. Ms. Boms can assist with social media and communications strategy. She would like to create a FB page for the VPAF- needs to know of any restrictions or guidelines. Ms. Georgen agreed to introduce Ms. Boms to Karen Thayer, PIO Director, through email. 5. New Business Ms. Cousins shared an example of a “Call for Artist” as a guideline for VPAC. Mr. Cheselka will meet with the Mayor Linda Colbert on October 20. He will ask about getting Council approval/acknowledgment in writing of the VPAC Master Plan. Mr. Comerford suggested another project idea based on tree preservation in collaboration with the CSC tree canopy initiative. The December 20 VPAC meeting will be moved to December 13. 4. Meeting Adjournment Ms. Kang made a motion to adjourn. The motion was seconded by Mr. Comerford. The motion passed unanimously.
