Chairwoman Theresa Bachmann, Michael Cheselka, Julie Kyllo, and Stephen Kenney were present. Craig Burns was absent. Also, in attendance and representing town staff were Town Deputy Director of Planning & Zoning, Kelly O’Brien, and Clerk to the Board, Jennifer Murphy. Roll Call Craig Burns is absent. Approval of the Minutes: There being no edits the July 12, 2022, meeting minutes were approved as distributed. Regular Business Request for a Certificate of Appropriateness for a new fence located at 346 Orchard Street NW, per Sec. 18-280.4., Docket No. PF-860000-WHBR, in the RS-16, single-family detached residential zoning district; filed by Sally Ozefovich, property owner. Presenting staff’s report, Ms. O’Brien stated that the applicant is requesting approval to replace the existing chain link fence with new 1x6 ft. cedar board, Monticello style fencing that will match the adjoining neighbor’s fence. They are also proposing to remove the existing cedar fence and gate, replacing it with a 1x6 ft. cedar board, scalloped, picket style fencing along the left side of the property. The fence will help in maintaining the garden and to deter deer. Photos of current conditions were presented for review. Chairwoman Bachmann invited the applicant forward to speak. Salley Ozefovich, owner, and Silver Dohmen with Long Fence were present on behalf of the application. Ms. Ozefovich explained the current fence configuration, which is a 4 ft pine material fence. For continuity she is requesting a similar style fence to her neighbor’s current and future planned fences. She is trying to protect her garden from the deer that get to the opposite side of the property. There being no further discussion, a motion was in order. Mr. Cheselka motioned that the request for a Certificate of Appropriateness for a new fence located at 346 Orchard Street NW, per Sec. 18-280.4., Docket No. PF-860000-WHBR, in the RS-16, single-family detached residential zoning district be granted.
