Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Windover Heights Review Board Tuesday, January 8, 2019 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL The Windover Heights Board of Review met in regular session at 7:30 PM on Tuesday, January 8, 2019 in the Council Chambers at the Vienna Town Hall, 127 Center Street, South, Vienna, VA. Roll Call Members Theresa Bachmann, Mary McCullough, Carey Sienicki, were present. Michael Cheselka Susan Stillman were absent. Also in attendance, representing town staff, was Andrea West, Planner (Permits & Design Review) of the Department of Planning & Zoning. Meeting Minutes Review of meeting minutes were tabled. 1. Election of Chair and a Vice Chair to serve for the year 2019 Chairwoman McCullough suggested delaying the electing the chair and vice chair due to the absence of two members. Board member Sienicki suggested that the Vice Chair move into the Chair position and a motion be made to that affect. Vice Chair Bachmann accepted the nomination. Board member Sienicki moved to select Vice Chair Theresa Bachmann as the chair for 2019; Vice Chair Bachmann seconded the motion. The motion was approved unanimously. 2. Request for a Certificate of Appropriateness for installation of new deck, dormers, replacement windows, and new door at the property located at 261 Windover Avenue, NW (Docket No. 01-19-WHBR), in the RS-16, single-family detached residential zoning district; filed by Thomas and Gretchen Peterson, owners. Board Clerk and Staff Liasion Andrea West summarized the scope of work and stated that the project was found to be in conformance with the zoning code. Craig Torrbett, of Carmichael Construction, represented the Petersons to answer any questions about the proposed modifications. Ms. Sienicki requested some clarification about the removal of the rear pergola. Homeowner Gretchen Peterson answered several questions about the removal and stated that several landscape professionals told them that it would have to be Town of Vienna Page 1 Printed on 6/4/2020 Windover Heights Review Board Meeting Minutes January 8, 2019 removed. Ms. Sienicki asked about the material of the guardrail for the deck Craig Torrbett stated that the rail would be wood painted white. Vice Chair Bachmann requested clarification on the difference between the front and rear railings. Gretchen Peterson, homeowner, stated that they were looking for something more architecturally interesting, and that the rear is only visible to them. There being no further discussion, Chairwoman McCullough requested a motion with no additional questions and no comments from the public. Vice Chair Bachmann made a motion that the request for a Certificate of Appropriateness for installation of new deck, dormers, replacement windows, and new door at the property located at 261 Windover Avenue, NW (Docket No. 01-19-WHBR), in the RS-16, single-family detached residential zoning district be approved. Ms. Sienicki requested the addition of the condition that the back deck railing be wood painted white as described by the applicant. Vice Chair Bachmann accepted the addition. Ms. Sienicki seconded the motion. There being no further comment, Chairwoman McCullough called the question. Motion: Bachmann Second: Sienicki Vote: 3-0 New Business Chairwoman McCullough asked if there were any other matters for the Board to discuss. Vice Chair Bachmann stated that Walk On the Hill was coming up on the 27th of April, and this year is the 40th anniversary of the Windover Heights District, and the 45th anniversary of the Walk On the Hill. Vice Chair Bachmann announced that Board member Sienicki would be stepping down from the Council at the end of her term and thanked her for her service to the Town of Vienna. Staff liaison West announced that the Board will be moving to an electronic format for distribution of materials and more information would be forth coming.
