Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Windover Heights Review Board Wednesday, January 22, 2020 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL The Windover Heights Board of Review met in regular session at 7:30 PM on Tuesday, January 22, 2020 in the Council Chambers at the Vienna Town Hall, 127 Center Street, South, Vienna, VA. Roll Call Members Sharon Baum, Susan Stillman, and Michael Cheselka were present with Theresa Bachmann presiding as chair. Also in attendance, representing town staff, were Andrea West, Town Planner and Jennifer Murphy, Clerk to the Board. Approval of the Minutes The December 3, 2019 meeting minutes were accepted. Regular Business Request for a Revision to a Certificate of Appropriateness for the exterior modification (second floor addition, front porch, and new siding, paint and windows) of the property located at 344 Orchard Street NW, Docket No. 02-19-WHBR, in the RS-16, single-family detached residential zoning district; filed by Swaroop Parekh & Naveena Sompalli, home owners. Staff representative Andrea West stated that the applicant is requesting a revision to the June 2019 Certificate of Appropriateness. She noted that some changes were the result of suggestions made by former Councilmember, Carey Sienicki. Ms. West presented a side-by-side comparison of the June 2019 approved elevation with the revised elevation. Representing the application, Swaroop Parekh, homeowner and William S. Rush, AIA, architect representative were present. Material samples were provided for review with a list of proposed revisions to include a change to the front porch material, roof line change, new window configuration, with window and wall changes. Mr. Cheselka stated that the top right elevation shows a reduction from four windows down to two windows. He asked if that was an effort to reduce cost. Mr. Rush agreed, stating that it also meets building code for egress. Mr. Cheselka asked for the remaining material. Mr. Rush answered, that it will be solid trim. Mr. Swaroop explained that his wife preferred the paneling design. Mr. Cheselka asked if the existing brick will be painted. Mr. Rush answered yes. Mr. Cheselka suggested using a higher quality paint product on the brick. Mr. Swaroop agreed, stating that he will discuss it further with his builder. Additional discussion continued regarding industrial grade products. Ms. Baum noted that the chimney stacks shown on the revision have more detail than what was shown on the original elevation. Mr. Rush explained that they are extended so that the darker portion details the extension. Ms. Baum asked for the material. Mr. Rush answered that they will be brick. Ms. Baum asked if the chimneys will be painted to match the house. Mr. Rush answered yes. Ms. Baum asked for the material between the second story windows. Mr. Rush answered that is another window. Ms. Baum asked if they have considered a different configuration. Mr. Rush answered yes, explaining there is a divided room. Ms. Baum asked if gutters and downspouts will be installed. Ms. Rush answered yes. There being no further questions, a motion was in order. Ms. Stillman made a motion that the request for revision to a Certificate of Appropriateness for exterior modification (second floor addition, front porch, and new siding, paint and windows) of property located at 344 Orchard Street NW, Docket No. 02-19-WHBR, in the RS-16, single-family detached residential zoning district be approved. There being no further discussion, Chairwoman Bachmann called the question.
