Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Board of Architectural Review Thursday, February 20, 2020 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL Roll Call The Board of Architectural Review met in regular session in the Vienna Town Hall, 127 Center Street, South Vienna, Virginia, with Roy Baldwin presiding as Chair. The following members were present: Linda van Doorn, Paul Layer Michael Cheselka and Patty Hanley. Staff members: Andrea West, Planner, Kelly O’Brien, Principal Planner, and Sharmaine Abaied, Board Clerk, were present. ROLL CALL: Ms. Abaied called roll with Linda van Doorn, Roy Baldwin, Paul Layer, Michael Cheselka, and Patty Hanley being present. Approval of Minutes MEETING MINUTES: Mr. Baldwin asked if there were any corrections for minutes. Ms. Hanley stated her name was spelled Hyde instead of Hanley on the last page of the minutes. Mr. Baldwin asked if there was anything else, he then stated that the minutes, with the correction would stand as approved. Ms. Hanley, during a brief intermission due to technically difficulties, stated that one of the panels at the approved Starbucks is starting to pull away from the masonry. Ms. Hanley asked if the Board and staff could take a look at it. Public Hearings 414 Maple Ave E - Banfield Pet Hospital - Signs ITEM NO. 1: Request for approval of new wall sign and new tenant replacement sign panel for Banfield Pet Hospital located at 414 Maple Ave. E, Docket No. PF-05-20-BAR, in the C-1 Local Commercial zoning district; filed by CP Leopold, sign agent, Sign Graphx. CP Leopold, 9091 Euclid Ave ManassasVA was present to represent the application. Mr. Leopold stated they would be doing one wall sign and reface the freestanding sign. Ms. van Doorn asked staff if the kelvins indicated were in the acceptable range, Ms. West stated there was no standard in the code and staff deferred to the Board. Mr. Cheselka stated 3000-3500 Kelvins is what they prefer and Banfield was at 4100. Mr. Cheslka asked why they were at 4100 kelvins. Mr. Leopold stated the orange film would diffuse the light further. Mr. Leopold stated that wasn’t part of their package. Mr. Layer then asked about the color of the returns. Mr. Leopold stated they were dark bronze. Ms. Hanley asked if the sign should be an anchor point on the center of the awning as it appeared to be a bit asymmetric. Mr. Leopold stated it appeared it was centered on the entire bank of windows and the awning over top of the door. Ms. Hanley questioned the accuracy of the dimensions of the building and wanted to ensure an installer would be able to pick the exact centerline and place the sign above the awning. Mr. Layer stated that he agreed that the sign centered above the awning as in the diagram would look best. Mr. Hanley made a motion that the request for approval of new wall sign and new tenant replacement sign panel for Banfield Pet Hospital located at 414 Maple Ave. E, Docket No. PF-05-20-BAR, be approved with the clarification that the logo is centered above the awning. Motion: Hanley Second: Cheselka Approved: 5-0 820 Follin Ln SE - Navy Federal Credit Union - Exterior Modification ITEM NO. 2: Request for approval of exterior modifications of an existing loading dock on the Navy Federal Credit Union building at 820 Follin Lane SE, Docket No. PF-07- 20-BAR, in the CMP Industrial Park district; filed by Laura Grafel and Steven R. White of FENTRESS ARCHITECTS & Stacey Purinton of Navy Federal Credit Union. Stacey Puriton, Navy FCU facilities Manager, and Steve White, architect, were present to represent the application. Mr. Puriton stated they were requesting to put two garage doors on the loading dock on the left at warehouse 1. There is also a roof on the second dock to make is symmetrical with the first dock. The neighbors will not see the doors as there is a hill there. Mr. Cheselka asked about the ladder and Mr. Puriton stated it was for access to the roof for maintenance. Ms. van Doorn asked about the new waste water storage tank listed. Mr. Puriton stated it would be underground. Ms. van Doorn asked if it was part of the application and Mr. Puriton stated yes. Ms. West clarified that the portion of the project Ms. van Doorn was speaking of was underground and the Department of Public Works has reviewed that portion of the plan and there would be no visual element to that portion of the project. Mr. Layer asked what the roof was made out of; Mr. White stated it was a PVC roof. Mr. Cheselka made a motion that the request for approval of exterior modifications of an existing loading dock on the Navy Federal Credit Union building at 820 Follin Lane SE, Docket No. PF-07- 20-BAR, be approved as submitted. Ms. West stated they spoke with the applicant today and how they would move forward. Mr. Layer stated there was no secretary appointed last meeting and one may need to be appointed to sign the Certificates of Approval. Meeting Adjournment Ms. Hanley made a motion to adjourn the meeting. Ms. Cheselka seconded the motion. The meeting adjourned at 7:51 PM.
