Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Windover Heights Review Board Tuesday, June 7, 2022 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL The Windover Heights Board of Review met in regular session at 7:30 PM on Tuesday, June 7, 2022, in the Council Chambers at the Vienna Town Hall, 127 Center Street, South, Vienna, VA. Chairwoman Theresa Bachmann, Michael Cheselka, Sharon Baum, Julie Kyllo, and Craig Burns were present. Also, in attendance and representing town staff were Principal Planner, Kelly O’Brien, Director of Planning & Zoning, David Levy, and Clerk to the Board, Jennifer Murphy. Roll Call All members present. Approval of the Minutes: March 2, 2021 Chairwoman Bachmann stated that it had been sometime since they met, which was March of 2021. Since that time the Walk on the Hill Garden tour was held and was well attended. Meeting Minutes The March 2, 2021, meeting minutes were accepted with one correction. Motion: Cheselka Second: Baum Carried: 5-0 Regular Business Request for a Certificate of Appropriateness for a New Single-Family Detached Dwelling located at 246 Lawyers Rd. NW, per Sec. 18-280.4., Docket No. PF-760130-WHBR, in the RS-16, single-family detached residential zoning district; filed by Melanie Sfreddo, of The Evergreene Companies, LLC, on behalf of Jerome Yurchisin, property owner. Ms. O’Brien presented staff’s report, stating that the applicant requests a Certificate of Appropriateness to construct a new, 2-story home with traditional, open gable roof structure. Photos of the existing property and proposed rendering design were presented. Town of Vienna Page 1 Printed on 7/15/2022 Windover Heights Review Board Meeting Minutes June 7, 2022 Proposed materials are as follows: • White vinyl windows • Masonite Bellville fiberglass front door • Architectural asphalt shingled style roof • James Hardy siding in County Lane Red • Aluminum white garage door • White PVC trim • Old bronze solid brass exterior lighting and fixtures by Kichler Ms. O’Brien stated that there is no historical significance with the current home and not a lot of historical background. A brief discussion followed regarding the board’s purview when considering demolition of a property within the historic district. Meghan Yurchisin, owner present with Greg Moore, Architect representative for Evergreen Companies presented an Addison style design that includes a front porch with side loading garage and window glazing facing the street. The house will be pushed back from the street. Ms. Kyllo asked if the Addison model is built elsewhere. Mr. Moore explained that it is a base model master file, modified design, making it unique to the lot. Ms. Kyllo asked in reference to the elevation. Mr. Moore provided that the model exists elsewhere but it is not the exact same model. Mr. Cheselka asked if the porch floor is slate style. Mr. Moore answered yes, flagstone. Mr. Cheselka asked if the foundation stone will be scratch coated first. Mr. Moore answered scratch coated first with applied wire mesh. Mr. Cheselka asked if the design calls for hardy board siding. Mr. Moore responded that there are two material types, hardy board laps siding and hardy panel over the porch with board and baton vertical trim. Mr. Cheselka asked if the siding will be factory painted or painted onsite. Mr. Moore responded that it will be factory painted. Mr. Cheselka stated that he would like to see a sturdier handrail. Mr. Moore explained that the home addressed 225 Windover Ave NW has a similar, thicker style white handrail in white vinyl, which would be thicker and more apparent. Mr. Cheselka suggested verifying that the factory paint doesn’t require a primer. Mr. Moore responded that the trim and columns will be provided in white. The door will be painted Caviar black, requiring a primer. Samples of proposed materials were passed around for review. Ms. Kylo expressed concern that the design was not unique, wanting to see elements reminiscent of the district. She stated that there are homes around town that have utilized more historical characteristics. The applicant should be able to do the same making it harmonious with the architectural character of Windover Heights. Ms. Kyllo would like to see more historical elements or detailing in the proposed design. Additional discussion followed with board members provided feedback of elements that they would like to see upgraded. Suggested materials included side-light and transom windows having a historical period look, upgrades such as house numbers and a porch swing, real stone and real wood elements that will provide character to the house as it ages. Further discussion included review of other homes in the neighborhood that are red. It was determined that the board would like to see a revised design that included more historical elements and as much similar detailing found within the Windover Heights Historic District. There being no further discussion a motion was in order. Ms. Baum motioned that the request for a Certificate of Appropriateness for a New Single-Family Detached Dwelling, located at 246 Lawyers Rd. NW, per Sec. 18-280.4., Docket No. PF-760130-WHBR, in the RS-16, single-family detached residential zoning district be tabled until the applicant is ready to come back. Motion: Baum Second: Cheselka Vote: 5-0 New Business Election of Chair and Vice Chair to serve for 2022 Ms. Baum motioned that Theresa Bachmann continue to serve as chair and Michael Cheselka continue to serve as vice-chair. Motion: Baum Second: Kyllo Vote: 3-0 (abstain: 2) Electronic Participation Resolution for Windover Heights Board of Review There being no discussion a motion was in order. Ms. Baum motioned to adopt the proposed Windover Heights Board of Review Electronic Participation Resolution as drafted by the Town Attorney. Motion: Baum Second: Burns Vote: 5-0 The new Director of Planning & Zoning, David Levy was introduced to the Board. Meeting Adjournment There being no further discussion the meeting was adjourned at 8:33 pm.
