Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Windover Heights Board of Review Tuesday, July 12, 2022 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL The Windover Heights Board of Review met in regular session at 7:30 PM on Wednesday, July 12, 2022, in the Council Chambers at the Vienna Town Hall, 127 Center Street, South, Vienna, VA. Chairwoman Theresa Bachmann, Michael Cheselka, and Craig Burns were present. Board members Sharon Baum and Julie Kyllo were absent. Also, in attendance and representing town staff were Town Zoning Administrator, Andrea West, and Clerk to the Board, Jennifer Murphy. Roll Call Sharon Baum and Julie Kyllo were absent. Approval of Minutes: There being no corrections, the June 7, 2022, meeting minutes and the June 21, 2022, work session minutes were approved. Motion: Cheselka Second: Burns Carried: 3-0 Regular Business 1. Request for a Certificate of Appropriateness for New Single Family Detached Dwelling located at 246 Lawyers Rd. NW, per Sec. 18-280.4., Docket No. PF-760130-WHBR, in the RS-16, single-family detached residential zoning district; filed by Melanie Sfreddo, of The Evergreene Companies, LLC, on behalf of Jerome Yurchisin, property owner. Proposed/Suggested Motion Ms. West presented staff’s report, stating that the application was originally reviewed by the Board at their June 7, 2022, meeting. As a result of that meeting the Board held a work session with the applicant to further discuss enhancing certain design features. That work session was held June 22, 2022. The request for a Certificate of Appropriateness to construct a new, 2-story home with traditional, open gable roof structure has been revised. Photos of the existing property and proposed rendering design were presented while Ms. West explained that the revised design includes: • Pediment style dormers along the front gable and above the front door Town of Vienna Page 1 Printed on 10/14/2022 Windover Heights Board of Review Meeting Minutes July 12, 2022 • Updated railings for additional architectural detailing with historical references • The chimney fully capped in stone and meeting the ground at foundation • Modifications made to the garage door at the request of the board during work session Concluding Ms. West’s presentation, the applicant was asked to speak. Greg Moore, Architect representative with Evergreene Companies, LLC, present on behalf of the application, stated that the proposed changes were per work session feedback. The overall design is unique and specific to the location. Mr. Burns thanked the applicant for efforts in updating the design. Mr. Cheselka agreed, thanking them for their patience and willingness to work with the Board. Chairman Bachmann liked the context board provided, stating that it provides specific context to the historic elements proposed. There being no further discussion a motion was in order. Mr. Burns motioned that the request for a Certificate of Appropriateness for a New Single-Family Detached Dwelling, located at 246 Lawyers Rd. NW, per Sec. 18-280.4., Docket No. PF-760130-WHBR, in the RS-16, single-family detached residential zoning district be approved. Motion: Burns Second: Cheselka Vote: 3-0 Absent: Baum & Kyllo 2. Request for a Certificate of Appropriateness for a new fence, located at 305 Salsbury Lane NW, per Sec. 18-280.4., Docket No. PF-787936-WHBR, in the RS-16, single-family detached residential zoning district; filed by Andres Quintero, property owner. Proposed/Suggested Motion Providing staff’s report, Ms. West stated that the request is for a new aluminum fence within the Andrew Minor Subdivision. She deferred to applicant to provide further details. Andres Quintero, owner, residing at 305 Salsbury Ln NW was present on behalf of the application. Mr. Quintero stated that he would like to install a 4 ft, black, aluminum fence with gates. Further discussion determined that the fence will be powder coated, factory finished. There being no further discussion, a motion was in order. Mr. Cheselka motion that the request for a Certificate of Appropriateness for new fence, located at 305 Salsbury Lane NW, per Sec. 18-280.4., Docket No. PF-787936-WHBR, in the RS-16, single-family detached residential zoning district be approved as presented. WHBR - 5 year New Single Family Dwelling Reviews Staff provided a list of teardown/rebuild applications that the Board reviewed within the last 5 years. The Board discussed Vienna Town Code allowances for demolition within the Historic District. There being no further discussion the meeting was adjourned at 8:11 pm.
