Vice-Chair Mr. Cheselka called the meeting to order at 7:30 pm. Roll Call: Ms. van Doorn, Ms. Hanley, Mr. Layer, Mr.Cheselka were present Member Absent: Mr. Baldwin Staff present: Planner Sharmaine Abaied and Board Clerk Yaska Camacho Castillo Approval of the Minutes Meeting minutes for June 16, 2022, were accepted as submitted. Old Business Yellow Diner- 501 Maple Ave W- Exterior Modification Item No. 1: Request for approval of exterior modifications for The Yellow Diner, located at 501 Maple Ave W, Docket No. PF-795690-BAR, in the C-1, Local Commercial zoning district, filed by Benjamin Webne, BWA, project contact. Benjamin Webne & Nicholas Melisiotis. – 501 Maple Ave W Vienna, VA 22180 – were present for the application. Mr. Webne provided a rundown of the request for the exterior modifications. He said they would like to paint the brick and the cornice. They are enclosing the existing drive-thru, installing a new window wall, and adding a new entry vestibule. Mr. Webne stated they do not have the signage at the moment, but it will be submitted through a revision along with the mural. The applicant said they will have a covered patio screening in the new outdoor dining area and are replacing all the windows with energy-efficient ones. Ms. van Doorn asked what material will be used for the outdoor seating cover. The applicant stated it would be white oak wood. Ms. van Doorn inquired about the brick color. As the samples were being passed around for the board members to review Mr, Webne confirmed which colors would be used for the brick and the cornice. Mr. Layer asked for clarification on the painted brick color shown on the image labeled PT-1 on the PowerPoint presentation. He stated it looked like wood (wood grain) on the image. The applicant clarified that the wood was labeled as WD-1 below PT-1. Ms. Hanley asked if the wood would only be on the vestibule. Mr. Webne said it would be on the vestibule and the canopy over the private dining. He then asked if the color would be as shown on the rendering, not the elevation. The applicant replied the color would be copper cladding. Mr. Layer asked if he provided a sample, to which the applicant answered he could not get it before the meeting but could provide one if required. Mr. Layer said the one way they can tell the actual color accurately is with the sample. He asked the applicant to submit a sample. Mr. Melisiotis commented that the paint is supposed to look like copper but does not shine or patina like cooper. Mr. Layer referred to the color of the rendering. They continued to discuss the paint. Ms. Hanley told the staff if the materials were not available, the brochures that the manufacturer prints would give the board a better understanding of the actual color. She asked the applicant what the material for the placeholder was as of today -was it a CMU wall? How is it going to be treated before the mural gets put up? The applicant stated they would collaborate with an artist and submit it as a revision. Ms. Hanley then clarified her question. She asked what brick or product they were planning on using. Mr. Nicholas stated one wall would be solid concrete with a smooth finish. Ms. Hanley asked if it was going to be painted. The applicant replied yes, the same color as the brick. They discussed having the paint identified as an exterior base paint, temporarily finished products, and the addition to the existing building. Mr. Layer voiced his concern with the paint. He said the applicant is to commit to the mural tonight with a motion to leave it blank concrete. He stated the importance of leaving the mural as blank concrete is to allow the artist to apply a primer specific to how they approach their mural for longevity. They discussed what would be placed as conditions to the motion. Ms. Hanley asked Ms. Abaied if they approved the application with the placeholder before occupancy; does the mural need to be resolved/installed? Ms. Abaied stated multiple things would need to come back to the board for revision, such as the mural, outdoor seating, and signage. She said the applicant would not receive occupancy until all items were reviewed and approved by the board. The applicant had some questions about the process for revisions and moving forward with the commercial building permit. They discussed the procedures. Mr. Cheselka commented the paint and concrete should be left to the artist. He inquired about the lumen levels, to which the applicant responded 1200 lumens. They reviewed the lumen levels and the purpose of the lights. Mr. Cheselka said he noticed the applicant replaced the bollards with planters. He asked if they were wooden planters. The applicant replied they are fiberglass planters that can be filled with center blocks or concrete. Mr. Cheselka said he would feel more comfortable if the planters were filled with something. The board discussed gravel as a good option to fill the planters. Ms. Hanley made a motion to approve the request for exterior modifications for The Yellow Diner, located at 501 Maple Ave W, Docket No. PF-795690-BAR, in the C-1, Local Commercial zoning district with the following specifications: • The placeholder for the mural is to be smooth unfinished concrete. • The mural is to be approved later and finished before occupancy. • The Planters, alongside the outdoor seating, must be filled up to 1/3 with gravel to keep it heavy and protect pedestrians and diners. Marc Murphy – 307 Maple Ave W suite K, Vienna, VA 22180 – was present for the application. Mr. Murphy gave a brief description of the application. He stated they wanted to replicate what was there previously. He mentioned that the previous submittal did not include measurements of what would be included, and he hoped they did so with the current submittal for tonight’s meeting. Mr. Layer inquired for clarification on what was being approved on this application. Mr. Murphy stated the window sign and the panel sign. Mr. Layer said he had no comment on the panel sign. However, he asked the applicant what he was trying to achieve for the window sign. The applicant stated he was trying to replicate what was previously there using a different color. Mr. Layer said the way it shows it doesn’t seem to have any space between where the verticals are and the sign. The applicant confirmed that it would step off the edge of the verticals. Ms. Hanley concurs with Mr. Layer's comment. They discuss what conditions to add to the motion. Mr. Cheselka stated he prefers the red lettering to be green. The applicant said they were referencing the Italian flag. Ms. Hanley suggested adding a green stripe on the top and the bottom to give it a flag look. Ms. Hanley and Mr. Layer noted they were okay with the applicant’s request. The board continued to discuss the colors and options. Mr. Layer made a motion to approve the request for a new storefront sign and window sign for Nozzo Pazzo, located at 122 Branch Rd SE, Docket No. PF-752028-BAR, in the C-2, General Commercial zoning district, as fellow: • The storefront sign is to be approved as submitted. • The window sign letters to stop within 3 inches of any vertical they are adjacent to. Gary Brent – 19187 Foggy Bottom Rd Bluemont, VA 20135 – was the representative for the application. Mr. Brent described the request for the new sign. He provided the correct color sample, white 7005, which was misrepresented on the plans at the last meeting. Mr. Brent confirmed where each color would be applied. Mr. Cheselka wanted confirmation on the kelvins and lumens levels, and Mr. Brent confirmed the kelvins level is 3500 and the lumen level is 150. With the color clarifications and the sign that was presented, a motion was made. Ms. van Doorn made a motion to approve the request of the new sign located at 438 Maple Ave E, Docket No. PF-758995-BAR, in the C-1, Local Commercial zoning district, filed by Gary Brent, MG Permit LLC., project contact with the sign specification shown on drawing 1 of 1. Item No. 4 was part of item No.3 Ms. van Doorn made a motion to approve the new sign located at 434 Maple Ave E, Docket No. PF-759099-BAR, in the C-1, Local Commercial zoning district, filed by Gary Brent, MG Permit LLC., project contact as depicted on the sign drawing. Gary Brent – 19187 Foggy Bottom Rd Bluemont, VA 20135 – was the representative for the application. Mr. Brent stated the application is for Truist bank. He provided a summary of the signs. Sign (No2) has a 12.99 sq ft internally illuminated white face channel letter with 150 lumen level and 3500 K temperature that will be located on the storefront. Additionally, there are two directional signs that are not illuminated. Sign (N10) is 2 sq ft; that will lead people around the bank to the Drive-Thru, and sign (N11), which is single-sided, will turn the corner of the Drive-Thru. The Drive-Thru canopy are open/closed signs (standard Drive-Thru signs) and a clearance bar for big trucks. Mr. Brent and Mr. Layer discussed the color samples to clarify which colors belonged to each sign. Mr. Layer stated the presentation was well put together and that the colors work well. Ms. Hanley noted she didn’t see a rendering or a picture of the existing building on the documents provided. Mr. Brent stated they did not provide a photo. Mr. Layer made a motion to approve the new sign located at 440 Maple Ave E, Docket No. PF-803362-BAR, in the C-1, Local Commercial zoning district, filed by Gary Brent, MG Permit LLC, be approved as submitted. Motion: Mr. Layer Second: Ms. Hanley Ayes: 4 Nays: 0 Absent: Mr. Baldwin Motion Carried Eastern Business Machines - 226 Dominion Rd NE - Exterior Modification Item No. 6: Request for approval of a wall located at 226 Dominion Rd NE, Docket No. PF-758229-BAR, in the CM, Limited Industrial zoning district, filed by Bryan Park, Eastern Business Machines, project contact. Yong Park – 226 Dominion Rd NE Vienna, VA 22180 – was present for the application. Mr. Park stated the wall was originally 6ft. It was damaged 10 years ago and is currently 3ft. He is requesting approval to add 3 ft to the existing 3 ft to make it a total of 6 ft in height. Mr. Cheselka and Mr. Layer asked for confirmation that he would not add another new wall to the existing wall and would only add 3ft to the current 3 ft, and Mr. Park confirmed. Mr. Layer asked if he would face it with a cement system and paint it. Mr. Park replied correct. He asked the applicant if he had a color, to which the applicant responded gray Moreover, he asked what type of system he would use on the wall, such as the materials and how it is applied. Ms. Hanley noted that the information Mr. Layer was looking for was on one of the documents provided. She read what the document stated “Bare concrete blocks will be encased in a layer of high strength concrete to create a smooth prepped surface. (High Strength cement REF IMG B) . Enclosed and prepped wall surface will be painted using tinted exterior paint and primer. The color will be light grey”. They specified Everlast Satin Base 4 Enamel Tintable Latex Exterior Paint + Primer. Ms. Hanley asked Ms. Abaied for clarification on the submitted site plan. She wondered if there was an existing easement. The applicant confirmed the wall sits in the easement. The discussion on the easement continued. Mr. Layer asked the applicant if the sack creek was being used to finish the block wall. He asked Mr. Park what product he was referring to. He stated he was asking because, in many cases, if you barge a wall, you put expanded mesh, and he wondered how it would bond in this case. He explained that a barge wall usually uses subgrade, stucco could be above grade and have various systems in how they attach. He stated that he didn’t understand the applicant’s form of attachment. Mr. Park Town of Vienna Page 5 Printed on 8/29/2022 Board of Architectural Review Meeting Minutes July 21, 2022 said they would use stucco directly on the stone and then paint it. The board discussed the treatment difference between the existing wall and the new addition to the wall, along with some concerns. Ms. Hanley asked what was on the other side of the wall. Ms. Abaied stated she believes it was residences, which is why there is a requirement for the 6ft wall due to the two different zones. Ms. Hanley then asked if the finish would be on both sides of the wall. The applicant said yes. She asked how the top of the wall was going to be capped. Mr. Layer clarified no cap; it will be all monolithic. The board continued the discussion. Mr. Layer made a motion to approve the request for a wall located at 226 Dominion Rd NE, Docket No. PF-758229-BAR, in the CM, Limited Industrial zoning district, filed by Bryan Park, Eastern Business Machines with the following stipulation: • The material covering the new and existing wall portion be monolithic on all vertical and horizontal surfaces. • The face of the existing wall will be sanded and finished to match the new product, so the bonding is consistent. • Masonry primer is put on before the finished coats. Motion: Mr. Layer Second: Ms. Hanley Ayes: 4 Nays: 0 Absent: Mr. Baldwin Motion Carried Glyndon Park - 300 Glyndon St NE - Exterior Modification Item No. 7: Request for approval of exterior modifications for Glyndon Park Bathrooms, located at 300 Glyndon St NE, Docket No. PF-804263-BAR, in the RS-16/PR, Residential and Park and Recreational zoning district, filed by Leslie Herman, Director of Parks and Recreation, project contact. Leslie Herman & Tommy Staats – 320 Glyndon St NE Vienna, VA – were present for the application. Ms. Herman stated Mr. Staats approached the Parks Recreation Department a while ago wanting to make exterior modifications to the bathroom located at Glyndon park. The modifications will include replacing the roof with a hip roof, exterior modifications to the walls, the exterior brick will consist of field stone veneer and stucco, and replacing the asphalt and cement around the perimeter of the building with a wide cement and flagstone walkway. She noted it would compliment the dugouts on the baseball fields. Ms. Herman said that Mr. Staats was doing this at no cost to the town. Ms. Van Doorn stated she believes it will look great. She asked Mr. Staats if he was also working on the interior of the bathrooms. He replied he wanted to work on the exterior modification first and see how it looked. Ms. Herman commented she placed a request through the Capital Improvement Project with the town for interior improvements, and they will see how Council approves those requests as they work through that process with them. Ms. Hanley voiced her concern about any adjustments required on the width of the doorways due to future interior changes. She stated now would be a good time to widen the door. She also noted that the ADA code is required for any modification. She believes the Town of Vienna Page 6 Printed on 8/29/2022 Board of Architectural Review Meeting Minutes July 21, 2022 ADA code has changed since the building was built. She mentioned it would be good if they encompass all the design changes to avoid redoing the work that Mr. Staats generously offered to the town. Ms. Herman replied, saying she measured the bathroom doorways and what looks like a handicap stall, which are 34 inches in width. Ms. Hanley said she was unsure what the requirements were, and Ms. Herman stated she believed they were 28- 34 inches in width. Ms. Hanley pointed out that she wasn’t sure if the ADA was making service bars have a requirement. Mr. Staats stated that was a good question. He said they still have many details they have to review. They want to ensure the board is okay with the roof line, the stone, stucco, etc. He provided some examples of what they would need to adjust later on. Lastly, Ms. Hanley asked if he was completely removing the old roof, to which Mr. Staats replied yes. Ms.Hanley asked if he would be providing structures and plans. Mr. Staats stated they have the trusses' drawings, and it would be a slate roof. Ms. Hanley replied the engineering trusses were fine. She wanted to ensure they weren’t missing any details since this project would be approved on a county level. Mr. Layer stated the stucco system was clear. He asked about the paint for the stone. Mr. Staats said the stucco is made in a factory and the substance of the stucco is the color. There is no paint on it; it will not peel, and it will last a long time. Mr. Layer pointed out the board was provided with two choices, and Mr. Staats suggested they go with the factory-made stucco with the color the board recommends. The board continued to discuss the Benjamin Moore colors Bleeker Beige HC-80 and Tapestry Beige with the applicant. After the discussion, the applicant decided to move forward with the color Bleeker Beige. Mr. Layer inquired for information about the stone. Mr. Staats stated it is a local stone, the same stone they used for the dugouts. Mr. Layer asked if it was a greyish or warm tone. Mr. Staats replied they have different colors. They reviewed the various options. The applicant later stated that he preferred the blue/mixed option. Ms. Herman said if they decide to blend the stones, they will go with blue. Mr. Layer commented that the cooler colors would match better if they went with the blue. Ms. Herman asked Mr. Layer if the stones favored the cooler colors more than the warm ones; could she go directly to him, or would she have to come to the board for approval? Mr. Layer replied she would have to return to the board if they change their minds. The board explained to the applicants that they could request any changes with a revision to the project. They continued the discussion with some examples of how it can be submitted. Furthermore, Mr. Layer pointed out that the truss and roof diagrams were different. He explained the discrepancy he noticed between the two diagrams. Mr. Staats recommended using the engineering drawing. They discussed the roof flair and slate. The applicant decided to move forward with the slate option shown on the truss drawings. Mr. Layer noted the drawing would have to be revised for clarification. Lastly, Mr. Layer asked about the roofing system. He requested information on the materials that will be used. Mr. Staats stated he would be using bituthene on the roof. He then asked about the sheating, and the applicant said 5/4 x 8 was adequate. Additionally, he asked about the fascia board. Mr. Staats replied it would be plastic. They discussed the system for the soffit returning to the board for review since there was no written information on it and the way the stone would be attached. Mr. Cheselka commented he likes the blend with the stone. He asked about the recessed lighting having 950 lumens. He asked the applicant if the lumen level was a total amount for the entire project or per light. Mr. Staats clarified it is per light. He stated that it has five different levels it can switch to. The board discussed the recessed lighting and the color black on the door. Mr. Layer made a motion to approve the request for exterior modifications for Glyndon Park, located at 300 Glyndon St NE, Docket No. PF-804263-BAR, in the RS-16/PR, Town of Vienna Page 7 Printed on 8/29/2022 Board of Architectural Review Meeting Minutes July 21, 2022 Residential and Park and Recreational zoning district, filed by Leslie Herman, Director of Parks and Recreation, Bathrooms as follows: • The roof shape will not have the flair and will follow what has been identified on the truss drawings. • The color approved for the stucco is the Bleecker Beige HC-80. • The stone color will be a field stone blend color with a dry lay look to the exterior. • The roof material will be 5/8 sheathing OSB with a bithuthene layer over the entire roof and shingle with the slate roof. • The fascia board will be 5/4 x 8 PVC all the way around. • The doors are to be painted black. • The system for the soffit was not approved and will require a follow-up. • A revised set of drawings to illustrate the roof's design change. Motion: Mr. Layer Second: Ms. van Doorn Ayes: 4 Nays: 0 Absent: Mr. Baldwin Motion Carried Ms. Hanley commented to Ms. Herman that work sessions are very informative and it helps the applicants and their working partners to grasp an idea of what the board looks for when reviewing the applications. Brusters Real Ice Cream - 237 Maple Ave E - Exterior Modification Item No. 8: Request for approval of exterior modifications for Bruster's Real Ice Cream, located at 237 Maple Ave E, Docket No. PF-760418-BAR, in the C-2, General Commercial zoning district, filed by Michael Wood, Clay Construction, project contact. Michael Wood – 1632 Wainwright Dr. Reston, VA 20190 – was the representative for the application. Mr. Wood said they are modifying the existing storefront with a new clear anodized storefront that will include three sliding walk-up windows. Each window will have a red counter. The bottom panels for the storefront will be a clear glass spandrel panel with a ceramic coating on the interior face. The front door will be moved to the right-hand side away from the angle portion, which will be a walk-up window. Mr. Wood commented the signage would be submitted separately by a sign company next month. Ms. van Doorn stated she is familiar with the Red Corian material and believes it will be a nice accent piece. Ms. Hanley asked how they would be serving the customers and will the customers be coming into the store. Mr. Wood replied the customers would not be coming into the store, and the business model was “to go.” Ms. Hanley inquired for clarification on the three-to-go windows. She wanted to know what services each window would provide. Mr. Wood stated every franchise runs its business differently. He provided different scenarios on how the windows can be used. He said he wasn’t sure how this business would operate with the order windows and pick-up windows. He mentioned the possibility of having two windows as an order window and pick up and the third window as pick up only. Ms. Hanley asked about the counter – she wanted to make sure the intent for the counter was only for walk-up and not for seating since the board would have to review the chairs, colors, etc. Mr.Wood confirmed the counter would only be used for walk-up services. Ms. Hanley then mentioned she wasn’t aware if the ADA required a lower counter. She asked the applicant if they had a lower counter in the plans or if all the counters were already at a Town of Vienna Page 8 Printed on 8/29/2022 Board of Architectural Review Meeting Minutes July 21, 2022 low height. Mr. Wood replied that elevation 2 (shown on the PowerPoint) shows an ADA counter at a lower level by the door. Lastly, they discussed how the shop would operate on sweltering days. Mr. Layer stated the concept was interesting. He commented on the possibility of someone wanting to sit down. He asked if they had any thoughts on placing chairs outside. The applicant replied not at the moment. The business wants to figure out how the business operations work. Mr. Layer recommended looking into providing benches and using the space they have available by the wall. Ms. Abaied clarified to the applicant that he would only need to revise this application for the benches. Mr. Cheselka asked for clarification on the sign. He said it was showing on the front elevation but was not on the agenda for approval. Mr. Wood confirmed that was correct. Ms. Hanley made a motion to approve the request for exterior modifications for Bruster's Real Ice Cream, located at 237 Maple Ave E, Docket No. PF-760418-BAR, in the C-2, General Commercial zoning district as presented. Motion: Ms. Hanley Second: Ms. van Doorn Ayes: 4 Nays: 0 Absent: Mr. Baldwin Motion Carried Restore Hyper Wellness and Cryotherapy - 214 Maple Ave W - Exterior Modification Item No. 9: Request for approval of exterior modifications for Restore Hyper Wellness and Cryotherapy, located at 214 Maple Ave W, Docket No. PF-780749-BAR, in the C-1A, Special Commercial zoning district, filed by Dan Kiser, X-Pediters Plus Inc., project contact Irfan Aly – 112 Krog Street NE Atlanta, GA 30307 – was the representative for the application. Mr. Aly described the request. He stated that they are modifying what used to be HSBC bank into restore cryotherapy. He said they would change the storefront; the single door will be going to the ATM area, and they’re getting rid of the double door and shifting over to a new single door. The storefront will match the existing storefront. Mr. Aly commented the signage permit would be submitted separately. Mr. Layer did not have any questions, but he did comment that the colors matched very well. Mr. Aly stated he forgot to mention that they would place a window film on the last window. Mr. Cheselka asked if there would be writing on the film, and the applicant replied no. Ms. van Doorn wondered whether the film would make the window opaque, and the applicant stated yes, you would not be able to see inside. Ms. van Doorn made a motion to approve the request for exterior modifications for Restore Hyper Wellness and Cryotherapy, located at 214 Maple Ave W, Docket No. PF-780749-BAR, in the C-1A, Special Commercial zoning district. Mr. Rosenberg stated the proposed sign would consist of new illuminated channel letters saying “SMOOTHIE KING” on the top. They would also have an illuminated hanging window sign. He then confirmed the lumen levels. The channel letters are 136.7 lumens, and the hanging window sign is 47.2 lumens. He asked for clarification on what is allowed for lumen levels, and Ms. Abaied confirmed that the board like to see 150 lumens per sign. Mr. Layer commented on how well the sign coincides with the other signs. He stated he likes the low-profile light as an individual channel letter. He said he thinks his logo is intriguing – he asked if it was people, and the applicant stated it was a crown. Mr. Layer had no further comments or questions. Mr. Cheselka commented on the hanging window sign color. The board discussed the signs and colors. The applicant confirmed the channel letters are white and metallic; the hanging sign is white plex red translucent with dark paint to match PMS Cool Grey and metallic silver. He said the crown would be red, and the channel sign would be all white. Sergio Daniel Sur & Dr. Taylor – 2 Cardinal Park Drive SE Leesburg, VA – were the representatives for the application. Mr. Sur gave an overall review of the proposed changes, which consist of the following: an electrical upgrade, new transformer enclosure, temporary demolition and rebuilding of the left side exterior wall to fit an MRI, installation of a louver for the new mechanical unit, and lastly the demolition of an existing rear store window and door for a new CT cabinet Town of Vienna Page 10 Printed on 8/29/2022 Board of Architectural Review Meeting Minutes July 21, 2022 and meter. Mr. Sur stated the change was due to the notification from the Town of Vienna saying they were not allowed to place a new power pole in front of the building. He noted Dominion Energy could not supply the electrical power needed to support the new MRI due to all existing poles being maxed out and not having space available to support the project from the existing poles. He said Dominion’s direction was to install a new pole at the front of the building. Mr. Sur said that after the meetings with the Town of Vienna, the only alternative was to place a new transformer on the rear of the building. He stated the enclosure would be bigger and nicer. He noted the gate would be metal and the color of the canopy and that they would use the same veneer brick. Ms. Hanley voiced her concern about the dumpster. She wanted confirmation that the dumpster would never hit the transformer or the generator. Mr. Sur stated they plan to place bollards. He further explained that they would have a bollard on the back to protect the wall and one on the side to protect the generator. Ms. Hanley asked about the transformer. The applicant replied a bollard wouldn’t be needed for the transformer due to the distance. Ms. Hanley then commented she wanted the applicant to understand that the use of the dumpster needs to be confined to the dumpster. They discussed the issues caused by piled trash and opened dumpsters. Ms. Hanley asked for clarification on the additional alterations. Mr. Sur explained the proposed changes to the board. Mr. Layer stated the project's main focus was the transformer enclosure, which appeared to be in-scale. He provided his understating of what was being proposed. He noted his preference for having three bollards vs. two. Ms. Hanley made a motion to approve the request for exterior modifications for Veterinary Surgical Centers Rehabilitation, LLC, located at 124 Park St SE, Docket No. PF-803371-BAR, in the C-1Local Commercial zoning district with the addition of a 3rd bollard inside the dumpster enclosure.
