Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes - Final Windover Heights Board of Review Tuesday, April 11, 2023 7:30 PM Vienna Town Hall, Town Council Chambers, 127 Center Street S The Windover Heights Board of Review met in regular session at 7:40 PM on Wednesday, April 11, 2023, in the Council Chambers, Town Hall, 127 Center Street, South, Vienna, Virginia. Chairwoman Theresa Bachmann, Michael Cheselka, Julie Kyllo, Stephen Kenney, and Craig Burns were present. Also in attendance, and representing town staff, were Town Deputy Director of Planning & Zoning, Kelly O’Brien, Senior Planner, Dorothy Baker, and the Clerk to the Board, Jennifer Murphy. Roll Call All members are present. Approval of the Minutes: There being no corrections, the February 7, 2023, minutes stand as distributed. WHBR - February 7, 2023 Meeting Minutes Regular Business 23-3722 Request for a Certificate of Appropriateness for exterior modifications to existing dwelling located at 220 Lawyers Rd. NW, per Sec. 18-280.4., Docket No. PF-923578-WHBR, in the RS-16, single-family detached residential zoning district; filed by Anwar Maharmeh, of MTES Engineering Service, on behalf of Kemal Atam, property owner. Deputy Director of Planning & Zoning, Kelly O’Brien provided staff’s report, stating that the application was originally reviewed at the February 7, 2023, meeting. A side-by-side comparison of the applicant’s previous and current submissions were presented. Ms. O’Brien explained, per previous discussion, the following has been provided: • The patio outline has been included along with arched patio stoop to remain. • The bathroom has been pushed central to not interfere with the existing roof line, which will not extend into the setback area. • Mullions have been included with more windows added to the side elevation. • The plan view matches all elevation view drawings. • The applicant has agreed to center the bathroom but has chosen not to add a gabled roof. • The shutters have been confirmed to remain the same color. • The applicant has upgraded the paint and confirmed that they will use wood Town of Vienna Page 1 Printed on 5/3/2023 Windover Heights Board of Review Meeting Minutes - Final April 11, 2023 siding rather than vinyl. Concluding staff’s presentation, Chairwoman Bachmann invited the applicants forward to present. Kemal Atam, property owner was present with Anwar Maharmeh and Hafid Sunker of MTES Engineering Service. Discussing the proposed revisions, Mr. Atam stated that they intend to keep the original stoop stones to maintain the current look. Once the entrance addition is constructed, they will shift the original half moon stone design out 3 ft. The applicant was encouraged to keep the Camellia bush situated on site by the front door. Discussing the proposed roof line overhang, Mr. Kenney provided SketchUp examples comparing the proposed overhang to a reduced overhang. The applicant agreed to reduce the overhang. Further discussions included offsetting the addition. The applicant stated that they would like the addition to follow the original outline of the house. Concluding discussions, the applicant was encouraged to consider installing rain barrels for stormwater management mitigation for the additional roof. There being no further discussion, a motion was in order. Commissioner Kenney moved to approve, with conditions, the request for a Certificate of Appropriateness for exterior modifications, located at 220 Lawyers Road NW, per Sec. 18-280.4. Docket No. PF-923578-WHBR, in the RS-16, single-family detached residential zoning district with the following conditions: 1) Trim will be added to the transition between the existing house and the proposed addition. 2) Adjust bearing wall height as needed to meet code while also decreasing the overhang of the addition on the west side. 3) Reduce the overhang on the south and north sides of the roof addition to half the projection of the existing house eave. 4) Proposed window trim shall match existing. Motion: Kenney Second: Kyllo Carried: 5-0 Meeting Adjournment New Business: Ms. O’Brien introduced Dorothy Baker, Senior Planner for the Department of Planning & Zoning, stating that she will be staff liaison to the board. Chairwoman Bachmann announced Windover Height’s Annual Walk on the Hill will occur on Sunday, April 30th. There being no further discussion the meeting was adjourned at 8:42 pm.
