Finance / Personnel Committee Meeting City Hall, Viroqua, Wisconsin Tuesday, March 31, 2026 6:00 P.M. The meeting of the Finance / Personnel Committee was called to order at 6:00 p.m. by Todd Spaeth at City Hall and via Zoom. 1. Roll Call Committee members present were Todd Kirking, John Thompson, Tanja Birke, Emma Hood, and Todd Spaeth. Also present were Nate Torres, Lori Polhamus, Sarah Grainger, Rick Niedfeldt, Krista Browne, Trina Erickson, and Roger Call. 2. First period for public comment – None 3. Approval of committee minutes from 03/10/2026 – Motion by Todd Kirking/second by John Thompson to approve the committee minutes from 03/10/2026. Voice vote all in favor. Motion carried. 4. Payment of bills – Motion by Todd Kirking/second by Emma Hood to recommend approval of bills in the amount of $809,730.07 and additional bills of $222,916.76. Roll call vote all in favor. Motion carried. 5. Administrative updates – Polhamus has been working on election preparation with worker trainings and early voting as well as additional auditor questions. Torres is working on the Welcome Center change orders and fire station grant reimbursements from USDA. They are working on a Vibrant Spaces grant for the old city hall site. Eckhart Park is moving forward and we received a check from the Lion’s Club. We are about $20,000 short of our goal. The winter conference he attended was good. Northpointe won an award from WEDC and the Bundle & Bloom child care center opened. Several questions are coming in on the Business Park and the Railroad Avenue development is picking up. Hanson Farm is also moving forward with MOUs and development agreements to come soon. 6. Second period for public comment – None 7.
