Finance / Personnel Committee Meeting City Hall, Viroqua, Wisconsin Tuesday, April 28, 2026 5:30 P.M. The meeting of the Finance / Personnel Committee was called to order at 5:30 p.m. by Todd Spaeth at City Hall and via Zoom. 1. Roll Call Committee members present were Cyndy Hubbard, Todd Kirking, Todd Spaeth, John Thompson, and Tanja Birke. Also present were Krista Browne, Nate Torres, Lori Polhamus, Sarah Grainger, Rick Niedfeldt, and Chad Buros. 2. First period for public comment – None 3. Approval of committee minutes from 04/14/2026 – Motion by Todd Kirking/second by John Thompson to approve the committee minutes from 04/14/2026. Voice vote all in favor. Motion carried. 4. Payment of bills – Motion by Cyndy Hubbard/second by Todd Kirking to recommend approval of bills in the amount of $69,308.79 and additional bills of $130,603.81. Roll call vote all in favor. Motion carried. 5. Discussion with possible action regarding insurance settlement and replacement for squad car damages – during the Westby hail storm we had two squad cars damaged by hail. One is the canine car and the other is the Chief’s vehicle. To replace the Ford Explorer canine vehicle, it would be about $45,000 and the F150 pickup would be $45,000-$50,000. All the equipment on the Chief’s vehicle would transfer. The insurance will pay out $38,321 for both vehicles which is after the $1000 deductible. Some of the outfitting of the canine car could come from the separate canine account. Once we have solid numbers for the vehicle purchase, we will bring to City Council for approval. Motion by Cyndy Hubbard/second by John Thompson to accept the insurance payout from the insurance company for $38,321. Roll call vote all in favor. Motion carried. 6. Administrative updates – Lori has been working on insurance changes and updates, bank recs, audit questions, alcohol licensing renewals and election wrap-up. She will be attending the WMCA district meeting on Thursday and out of the office on Friday and Monday. Nate has been working through the transition in leadership and onboarding. Economic development has been busy with the Hanson Farm housing developments and other developments around town including Railroad Avenue. The Bathhouse windows are in; they are working on a WEDC grant for the old city hall site and the fire station project is close to being complete. The storm shelter was opened during the recent storms and 26 people used it from the community. The remote access to the doors is being working on. 7. Second period for public comment – None 8. Adjournment – Motion by Todd Kirking/second by John Thompson to adjourn the meeting at 5:58 p.m. Voice vote all in favor. Motion carried.
