Acequia Visalia, CA 93291 City Council Meeting Minutes - Final Mayor Steve Nelsen Vice Mayor Brian Poochigian Council Member Greg Collins Council Member Brett Taylor Council Member Liz Wynn Monday, October 18, 2021 7:00 PM Council Chambers ROLL CALL Present: Mayor Steve Nelsen, Vice Mayor Brian Poochigian, Council Member Greg Collins, Council Member Brett Taylor, and Council Member Liz Wynn CALL TO ORDER WORK SESSION - 4:00 PM The meeting was called to order at 4:00 p.m. PUBLIC COMMENTS Citizens are now invited to comment on issues within the jurisdiction of the Visalia City Council. The Council asks that you keep your comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. Kathy Falconer, spoke to Council regarding the inclusiveness of the city. WORK SESSION AND ACTION ITEMS (as described) 1. Update on Visalia Open Enrollment Period: October 1 - 29, 2021. 21-0570 2. Visit Visalia - designated a “Certified Autism Center” by the 21-0568 International Board of Credentialing and Continuing Education Standards. Receive Tulare County Association of Government (TCAG) 21-0550 presentation and provide input regarding the 2022 Regional Transportation Plan (RTP) / Sustainable Communities strategy (SCS) update. Ben Kimball, TCAG and Nick Mascia, Assistant City Manager provided the presentation and requested Council input regarding the 2022 Regional Transportation Plan. No action required. 4. Receive a presentation on completed CIP Projects for 2020, 21-0549 2021 and an update on projects in progress. Frank Senteno, City Engineer, provided the presentation on completed CIP projects for 2020 and 2021 with an update on projects in progress. The staff presentation is a continuation of the Public Works Department’s annual update to the City Council reviewing the Department’s functions, accomplishments, and challenges. The Department’s Engineering Division is presenting this update as a separate item due to the sheer number, complexities and detailed nature of the City’s Capital Improvement Program’s (CIP) project list. No action required. 5. Review the biannual budget process for FY 22/23 & 23/24 and 21-0551 establish the biannual budgetary strategic goals. Renee Nagel, Finance Director, and Amee Swearingen, Financial Analyst, provided an overview of the 2 year budget. Adopt the 2 year budget in June so we can start spending in July. March is used for the mid-year review. January is when the actuals are presented to Council for adjustments as needed. The Finance public survey yielded 214 results. The biannual strategic goals are broad and focus mainly on the future. Kathy Falconer, Visalia spoke to the budget and the water shortage. We should recycle gray water. A motion was made by Vice Mayor Brian Poochigian, seconded by Council Member Brett Taylor, to approve as recommended. LGBT History Month / Pride Visalia 21-0564 PUBLIC COMMENTS This is the time for citizens to comment on subject matters that are not on the agenda and within the jurisdiction of the Visalia City Council. The Council asks that you keep your comments brief and positive. Creative criticism, presented with appropriate courtesy, is welcome. This is also the time for citizens to request an item from the Consent Calendar be pulled for discussion purposes. Public comments related to all pulled Consent Calendar items and Regular or Public Hearing items listed on the agenda will be heard at the time that item is discussed or when the Public Hearing is opened. Each speaker will be allowed three minutes, and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. Bill Huott, Visalia spoke to Council to thank them and city staff for their service. He retired last November and has hit the street to clean up. CONSENT CALENDAR Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate discussion of these matters unless a request is made and then the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion . A motion was made by Council Member Greg Collins, seconded by Council Member Brett Taylor, to approve the Consent Calendar. The motion carried by the following vote: Aye: Steve Nelsen, Brian Poochigian, Greg Collins, Brett Taylor, and Liz Wynn 1. Authorization to read ordinances by title only. Request authorization to initiate proceedings for the annexation 21-0539 into Landscape and Lighting Assessment District No. 93-01 and levying the annual assessments for Landscape and Lighting Assessment District No. 93-01 (Resolution Nos. 2021-58 and 2021-59 required) (APN: 098-170-072). 3. Authorization to award a one-year contract (with the option to 21-0542 renew for three additional years through July 2025) to Wastequip of Charlotte, NC for the purchase of solid waste commercial bins and roll off containers, as needed. City will be utilizing a cooperative purchasing contract through Sourcewell. Annual contract amounts would not exceed $406,000 per year, or $1,616,000 over the possible total of 4-years. 4. Authorize staff to participate in the Tulare County redistricting 21-0569 process. REGULAR ITEMS AND PUBLIC HEARINGS Comments related to regular Items and Public Hearing Items are limited to three minutes per speaker, for a maximum of 30 minutes per item. The Mayor may reasonably limit or extend the public comment period to preserve the Council's interest in conducting efficient, orderly meetings. 1. Public hearing and approval of the 2020-21 Program Year 21-0544 Consolidated Annual Performance and Evaluation Report (CAPER), continued from September 20, 2021 meeting. Resolution No. 2021-50. Margie Perez, Housing Specialist, provided the CAPER report for the Consolidated Annual Performance and Evaluation Report. A total of 551,000 CAREs act funding was provided for accomplishments food assistance program, and self help. The public hearing was opened and closed at 7:27 p.m. There were no public comments. A motion was made by Council Member Greg Collins, seconded by Council Member Liz Wynn, to approve as recommended. Receive staff presentation and provide comment and/or direction 21-0555 on Visalia Municipal Code Chapter 17.48.130 Temporary Signs. Paul Bernal, Community Development Director, provided the report to Council regarding the provisions for the maximum signage per parcel. Banners cannot be used as permanent signage for a business. A motion was made by Mayor Steve Nelsen to have staff review certain verbiage in the sign ordinance and identify any other nuances and define various aspects of the language such as temporary signs, time frame for banners, and not allow feather signage. The motion carried by the following vote: Aye: Steve Nelsen, Greg Collins, and Liz Wynn No: Brian Poochigian, and Brett Taylor 3. Review of Emergency Proclamation Ratified by City Council on 21-0562 March 16, 2020 pursuant to California Government Code Section 8630(c) and VMC Section 2.28.110. There is a 60 day review required to keep the emergency proclamation in place or terminate. A motion was made by Council Member Brett Taylor, seconded by Council Member Greg Collins, to keep the emergency proclamation in place.
