PUBLIC COMMENTS
This is the time for citizens to comment on subject matters that are not on the agenda and
within the jurisdiction of the Visalia City Council. The Council asks that you keep your
comments brief and positive. Creative criticism, presented with appropriate courtesy, is
welcome.
This is also the time for citizens to request an item from the Consent Calendar be pulled for
discussion purposes. Public comments related to all pulled Consent Calendar items and
Regular or Public Hearing items listed on the agenda will be heard at the time that item is
discussed or when the Public Hearing is opened.
Each speaker will be allowed three minutes, and a timer will notify you when your time is
expired. Please begin your comments by stating and spelling your name and providing your
city of residence.
Maile Melkonian, Visalia, expressed her disappointment in the mapping workshops. None of
the meeting participants were taught how to draw a map. Ms. Melkonian requested the time
line be extended in order for the public to participate in the process.
Luisa Vasquez, Visalia, also expressed her dissatisfaction with the maps and the process.
Leslie Caviglia, City Manager, explained the public meetings will be extended in order for the
public to participate in the process and attend a mapping workshop.
CONSENT CALENDAR
Consent Calendar items are considered routine and will be enacted in one motion. There will
be no separate discussion of these matters unless a request is made and then the item will be
removed from the Consent Calendar to be discussed and voted upon by a separate motion .
Approval of the Consent Agenda
A motion was made by Vice Mayor Poochigian, seconded by Council Member Wynn, to
approve the Consent Agenda. The motion carried by the following vote:
Aye: Steve Nelsen, Brian Poochigian, and Liz Wynn
Absent: Greg Collins, and Brett Taylor
1. Authorize staff to enter into an MOU for the purpose of 21-0458
collaborating on Cross Valley Rail efforts to provide thruway bus
service and connectivity to the future High-Speed Rail.
Approved as recommended.
2. Request authorization to record the final parcel map for Tentative 21-0548
Parcel Map No. 2020-06, located on the northwest corner of
West Riggin Avenue and North Dinuba Boulevard.
(APN: 078-120-050 and 078-120-031)
Approved as recommended.

3. Approve Resolution 2021-57, renewing the position of City 21-0557
Manager and Assistant City Manager as authorized agents for
official correspondence with FEMA and CalOES.
Approved as recommended.
4. Request authorization to record the final parcel map for Tentative 21-0558
Parcel Map No. 2019-13, located on the southwest corner of
West Visalia Parkway and South Mooney Boulevard. (APN:
126-960-001)
Approved as recommended.
5. Request authorization to file a Notice of Completion for the 21-0561
completed construction work of the Visalia Transit Center
Concrete Repair Project (4520-72000/CP0332-999) located at
425 E. Oak Avenue.
Approved as recommended.
6. Request authorization to record the final map for “Greystone 21-0563
Phase 3” a subdivision located on the northeast corner of North
Akers Street and West Sedona Avenue (63 lots), form
Landscape and Lighting Assessment District No. 21-06 and
ordering and levying the annual assessments for Landscape and
Lighting Assessment District No. 21-06 “Greystone Phase 3”
(Resolution Nos. 2021-60 and 2021-61 required).
Approved as recommended.
7. Authorize the Visalia Airport to accept a federal grant in the 21-0579
amount of $307,461 to fund an Federal Aviation Administration
(FAA) required updated Airport Layout Plan (ALP) and
appropriate additional funds of $150,661 to increase the Capital
budget to $307,461.
Approved as recommended.
REGULAR ITEMS AND PUBLIC HEARINGS
Comments related to regular Items and Public Hearing Items are limited to three minutes per
speaker, for a maximum of 30 minutes per item. The Mayor may reasonably limit or extend
the public comment period to preserve the Council's interest in conducting efficient, orderly
meetings.

1. Public Hearing: Authorization to accept and appropriate federal 21-0588
funding for the 2021 Edward Byrne Memorial Justice Assistance
Grant (JAG) Program through the Bureau Justice Assistance
(BJA) in the amount of $37,397.
Candido Alvarez, Police Captain, requested for Council to continue the item to
the November 15, 2021 City Council meeting.
A motion was made by Vice Mayor Brian Poochigian, seconded by Council
Member Liz Wynn, to continue the item. The motion carried by the following
vote:

Absent: Greg Collins, and Brett Taylor
