Acequia Visalia, CA 93291 City Council Meeting Minutes - Final Monday, January 31, 2022 4:00 PM City Council Chambers Special Meeting ROLL CALL Present: Mayor Steve Nelsen, Vice Mayor Brian Poochigian, Council Member Greg Collins, Council Member Brett Taylor, Council Member Liz Wynn. CALL TO ORDER SPECIAL WORK SESSION - 4:00 PM The Special meeting was called to order at 4:00 p.m. PUBLIC COMMENTS Citizens are now invited to comment on issues within the jurisdiction of the Visalia City Council. The Council asks that you keep your comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. WORK SESSION AND ACTION ITEMS (as described) 1. Receive a presentation and update to the Caltrans State Route 21-0656 63 / Mooney Rehabilitation (SR 198 to Caldwell), State Route 63 / Dinuba Bike Lanes (Houston to Robin), and Caldwell Avenue Interchange at State Route 99. Nick Mascia, Assistant City Manager, introduced John Liu, Cal Trans District Director. Mr. Liu provided the Cal Trans, State Route 63 presentation and let the discussion. The Safe System approach is a no tolerance for death and serious injuries on the streets and Cal Trans will be proactive in this system. 2. Receive staff presentation on the Houston Avenue and Santa Fe 22-0036 Street Roundabout’s proposed landscape plan for the center of the roundabout and authorize project to proceed. Frank Senteno, City Engineer and Nick Mascia, Assistant City Manager, provided the Houston and Santa Fe proposed landscape plan. Page 1 of 2 City Council Meeting Minutes - Final January 31, 2022 3. Overview of approved State Senate Bill 9 and its potential 22-0019 implications on residential-zoned parcels in the City of Visalia, and consideration of follow-on actions including initiation of a Zoning Ordinance Text Amendment to add objective standards for "urban lot splits" allowed through Senate Bill 9. Paul Bernal, Community Development Director and Paul Bernal, Principle Planner, provided the report for the approved State Senate Bill 9 on residential-zoned parcels in the City of Visalia. This new bill can only apply to single family residential zones and cannot be in the Historic District nor be a historic property. The factors to consider are financial constraints and small lot sizes. The next step is to continue to monitor the situation and abide by state law and see how the surrounding jurisdictions handle the Bill. A motion was made by Council Member Brett Taylor, seconded by Council Member Liz Wynn, to approve as recommended.
