Government Code Section 54953(b) provides the rules for ** teleconferencing for City Council meetings. Councilmember Brett Taylor will participate in the May 2, 2022 Visalia City Council meeting via teleconference. The name and address of the teleconference site is the Morrison-Clark Historic Inn, 1011 L Street NW, Washington, DC 20001. The public can attend and participate from this teleconference location. Receive an update of Groundwater Recharge Basins G and F at 22-0098 the East Side Regional Park site, and recommendation of the following actions: 1. Appropriate approximately $3,350,000 for Basin G (CP0185) from the funds identified in this staff report; 2. Decline and release a 2019 grant offer from the National Park Service (NPS) Land & Water Conservation Fund (LWCF) in the amount of approximately $2.4 million for the construction of Basin F (CP0371); 3. Authorize staff to pursue grant funding for the construction of Basin F. Rebecca Keenan, Civil Engineer, and Frank Senteno, City Engineer, provided the update for the groundwater recharge of basins G and F at the east side regional park site. Questions by Council: What is a dry well? Rebecca Keenan explained. Leslie Caviglia, City Manager, specified the infrastructure for the park needs to be paid for with the park impact fees. A motion was made by Vice Mayor Brian Poochigian, seconded by Council Member Liz Wynn, to approve as recommended. Receive a presentation on City of Visalia trails and bike paths 22-0171 within the Active Transportation Program (ATP) and current City projects that are meeting the goals of the ATP. Diego Corvera, Civil Engineer, provided a presentation on the City of Visalia trails and bike paths within the Active Transportation Program and current City projects that are meeting the goals of the ATP. The presentation illustrated the efforts the City has made historically in developing the Active Transportation within the community and highlighted specific projects that meet the goals of the ATP. Receive and discuss the proposed 2022/23 and 2023/24 budget. 22-0181 Renee Nagel, Finance Director, and Amee Swearingen, Financial Analyst, provided the proposed 2022/23 and 2023/24 budget. The overview included the budget detail for appropriations for all expenditures. The 2022-2024 Biennial Budget is comprised of all City funds, including the General Fund, Special Revenue Funds, Capital Funds, Debt Service Funds, Enterprise Funds, and Internal Service Funds. Citizens comments have been collected since October 2021 and the Council goals were established in October as well. The budget summary and the proposed budget link is available on line. Councilmember Collins expressed kudos to Renee and the Finance staff for their work on the budget report. He would like to know if it would make financial sense to pay off the debts with the emergency reserves. Councilmember Taylor also would like to know what it would take to pay off the debts early. There were no public comments. No motion required at this time. 4. Review and discuss the proposed Fiscal Years 2022/23 & 22-0182 2023/24 Measure N budget and continue with the amended expenditure plan previously approved. Renee Nagel, Finance Director, and Amee Swearingen, Financial Analyst provided the 2022/23/ and 2023/24 Measure N proposed budget. The remaining emerging-needs funds will not be spent until staff returns to Council with a recommended plan. In November of 2016, the voters of Visalia passed a ½ cent Sales Tax Override, Measure N - The Visalia Essential City Services Measure. Sales Tax from Measure N will provide for essential city services such as police and fire, as well as maintenance of parks and roads. The measure uses a detailed, 10 year plan which includes hiring of personnel, construction of capital projects and equipment purchases. To ensure that the Measure N budget will be adopted with the rest of the City funds in June; staff is presenting the recommended fiscal year 2022/23 & 2023/24 budgets to start the approval process. Comments by Council. There were no public comments. A motion was made by Council Member Liz Wynn, Seconded by Vice Mayor Brian Poochigian to approve the recommended Measure N budgets for FY 2022/23 & 2023/24, approve recommended plan changes, and continue with the expenditure plan process. Councilmember Collins requested an item to be placed on the agenda for Council to discuss cannabis dispensaries in the City of Visalia. SPECIAL PRESENTATION 1. National Historic Preservation Month 22-0183 PUBLIC COMMENTS This is the time for citizens to comment on subject matters that are not on the agenda and within the jurisdiction of the Visalia City Council. The Council asks that you keep your comments brief and positive. Creative criticism, presented with appropriate courtesy, is welcome. This is also the time for citizens to request an item from the Consent Calendar be pulled for discussion purposes. Public comments related to all pulled Consent Calendar items and Regular or Public Hearing items listed on the agenda will be heard at the time that item is discussed or when the Public Hearing is opened. Authorize the City Manager to enter a contract with 4Creeks for 22-0021 RFP 21-22-27 to prepare professional consulting services for the design of the Goshen Trail Reconstruction project in the amount not to exceed $1,269,306, authorize an additional appropriation of $650,000 from Measure R Trails (132) Fund, and authorize an amendment to the Measure R Supplement Agreement. (Project Number 3010-72000/CP8130-999) 3. Authorize the City Manager to file a Notice of Completion for the 22-0157 construction of RFB 21-22-08, FY 21-22 Crack Seal Project (CIP 1410-72000/CP0249-999 & CIP 2730-72000/CP0089-999). 4. Introduction and first reading of Ordinance No. 2022-08, 22-0159 authorizing an amendment of the current lease between the City of Visalia and the Federal Express Corporation for a multiyear agreement giving the potential to add ten (10) total years to the agreement, at the rate of eleven thousand three hundred seventy-nine dollars and fifty-one cents ($11,379.51) monthly plus annual CPI adjustments. 5. Authorize the City Manager to award Request for Bids (RFB) 22-0167 21-22-36, an annual contract for the supply & delivery of Sodium Hypochlorite and Citric Acid for the Water Reclamation Facility (WRF) to Brenntag Pacific, Inc. of Santa Fe Springs, Ca for a not to exceed annual amount of $125,000.00. 6. Appoint Jordan Mulrooney to a partial term, and a first two-year 22-0176 term on the Historic Preservation Advisory Committee. 7. Authorization for the Mayor to sign a letter of support for Kaweah 22-0186 Health’s request to the California State Senate for $3.5 million to provide housing for visiting medical students, physician residents, and other visiting medical learners. Request for the Council to confirm the City entering in to 3 22-0188 management zone participation agreements with the Kaweah Water Foundation, contribute the annual fees for participating in the program, and appropriate up to $30,000 from the Waste Water Treatment Plant fund for the first year costs. Eric Bons, Civil Engineer, presented the Downtown Measure N Funds for the Downtown Street light project and requested for Council to conduct the first of two public hearings. The public hearing was opened at 7:20 p.m. and closed. There were no public comments. Public Hearing: Conduct Tax Equity and Fiscal Responsibility 22-0169 Act (TEFRA) hearing, adopt Resolution 2022-28 approving the form of Associate Membership Agreement between the City of Visalia and the California Enterprise Development Authority and adopt Resolution 2022-29 approving the issuance of the not-to-exceed $10,000,000 of California Enterprise Development Authority revenue bonds for the benefit of United Health Centers of the Health Centers of the San Joaquin Valley. Devon Jones, Economic Development Manager, provided the information for the TEFRA Hearing. The Authority is a joint exercise of powers authority (JPA) established by the California Association for Local Economic Development (CALED) whose purpose is to issue tax-exempt and taxable conduit revenue bonds to fund commercial and industrial development projects within member jurisdictions. The public hearing was opened at 7:23 p.m. and closed. There were no public comments.
