Acequia Visalia, CA 93291 City Council Meeting Minutes - Final Mayor Steve Nelsen Vice Mayor Brian Poochigian Council Member Greg Collins Council Member Brett Taylor Council Member Liz Wynn Monday, October 17, 2022 7:00 PM City Council Chambers ROLL CALL Present: Mayor Steve Nelsen, Vice Mayor Brian Poochigian, Council Member Greg Collins, Council Member Brett Taylor, and Council Member Liz Wynn Government Code Section 54953(b) provides the rules of teleconferencing for City Council meetings. Vice Mayor Brian Poochigian will participate in the October 17, 2022 Visalia City Council meeting via teleconference. The address of the teleconference location is 5901 W. Beech Ct., Visalia, Ca 93277. The public can attend and participate from the teleconference location. For the record, Vice Mayor Brian Poochigian was in attendance at the October 17, 2022 Visalia City Council meeting. CALL TO ORDER WORK SESSION - 4:00 PM PUBLIC COMMENTS Citizens are now invited to comment on issues within the jurisdiction of the Visalia City Council. The Council asks that you keep your comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. WORK SESSION AND ACTION ITEMS (as described) 1. Receive an update on the Civic Center Phase II: Public Safety 22-0335 Office Building (PSOB), Police Services Building (Evidence/Training/Crime Lab), and City Council Chambers Project for site plan layout, floor plan layout, and a visual listening preferences/options. A motion was made by Vice Mayor Brian Poochigian, seconded by Mayor Steve Nelsen, to accept the presentation and the recommended site plan layout for the Civic Center Phase II, approved by the committee in October of 2022 and to accept the floor plan layouts as recommended and accept comments from the City Council exhibit board options. Introduction of the new Urban Runoff webpages and an update 22-0363 on Visalia’s stormwater compliance. Katherine Woodhull-Fuget, Assistant Engineer and Frank Senteno, City Engineer, stated they will return in December with an update regarding the Stormwater Management Plan. Visalia is regulated by the California State Water Resources Control Board (Water Board) through the Phase II MS4 General Permit. The Water Board requires all jurisdictions having MS4s to develop and implement a Stormwater Management Plan (SWMP). The purpose of the SWMP is to reduce or eliminate pollutants in stormwater and urban runoff through a combination of legislation, education, public involvement, enforcement, infrastructure, and best management practices. Public comments related to all pulled Consent Calendar items and Regular or Public Hearing items listed on the agenda will be heard at the time that item is discussed or when the Public Hearing is opened. Isacc Nelson, Redwood High School student, invited Council to attend a fund raiser on Saturday, November 5, at 10:00 a.m. to help bring awareness of human trafficking in Visalia. CONSENT CALENDAR A motion was made by Vice Mayor Brian Poochigian, seconded by Councilmember Brett Taylor, to approve the Consent Calendar. The motion carried by the following vote: Aye: Steve Nelsen, Brian Poochigian, Greg Collins, Brett Taylor, and Liz Wynn 1. Authorization to read ordinances by title only. 22-0146 2. Adopt Resolution 2022-56 ordering the Summary Vacation and 22-0016 Abandonment of the sanitary sewer easement, storm sewer easement, and public utility easement over the alley of Block 14 as shown the Plat of Visalia, Volume 3 of Maps, Page 48, Tulare County Records; and further authorize the City Manager to execute required deeds associated with the abandonment. 3. Authorize the City Manager to award the construction contract for 22-0334 RFB 21-22-45, Fire Station 55 Roof Repair Project, to Brazos Urethane Inc, in the amount of $288,985.00 and approval of Change Order No. One (1) for miscellaneous scope changes in the reduction amount of $90,238.00. (CIP 1420-72000/CP0250-999) Item 3 was pulled for separate discussion and vote. A motion was made by Vice Mayor Brian Poochigian, seconded by Council Member Brett Taylor, to approve as recommended. Authorize and appropriate the Selective Traffic Enforcement 22-0351 Program (STEP) FY 2022-23 Grant in the amount of $200,000 awarded by the California Office of Traffic Safety (OTS) and authorize the Chief of Police to execute the Grant Agreement. 5. Presentation of the construction bids received for the Visalia Fire 22-0359 Station No. 56 Project, authorize staff to begin the Measure N amendment process for the appropriation of $4,300,000 in additional funding. 6. Authorized the City Manager to award a contract in the amount 22-0369 of $1,546,739 with Golden State Fire Apparatus for the sole-source purchase of the Pierce 105’ aerial truck apparatus approved in the 2022/23 capital improvement program budget. 7. Authorize the City Manager to execute the reimbursement 22-0375 agreement associated with Walnut Park Estates and Hillsdale Southland subdivisions (totaling 79 lots), located north and south of West Hillsdale Avenue between Denton Street and Tommy Court. 8. Request authorization to record the final parcel map for Tentative 22-0376 Parcel Map No. 2021-08, located at the northwest corner of West Ferguson Avenue and North Dinuba Boulevard. (APN: 090-060-019) 9. Request authorization to award a purchase contract for twelve 22-0377 (12) 2023 Police Patrol Dodge V-8 RWD Charger units and piggy-back on a Sourcewell Master Vehicle Contract 091521-NAF with National Auto Fleet Group located in Watsonville, CA, in the amount of $902,860 and appropriate $270,420 from the Vehicle Replacement Fund. 10. Authorization for the City Manager to appropriate $80,000 from 22-0380 the Airport Enterprise Fund to pay expenses generated in the course of repairing damages sustained via an automobile incident at the city owned hangar at 9301 W Airport Drive, and authorize the City Manager to enter into a contract with Forcum/Mackey Construction Company for $70,569.00. 11. Accept the grant award from the U.S. Economic Development 22-0382 Administration (EDA) for $4,000,000 and execute the EDA grant agreement for the construction of Riggin Avenue Widening project from Kelsey St. to Shirk St and appropriate an additional $1M of grant funds.
