2. Receive a staff presentation on the proposed Bicycle Lane 22-0362
Enhancement as part of the County Center Drive Rehabilitation
Project. (1410-72000/CP0599-999)
Diego Corvera, Civil Engineer, presented the proposed bicycle lane
enhancement. In an effort to continue to fulfill the implementation and goals of
the Active Transportation Plan, Complete Streets, and address Vehicle Miles
Travel (VMT) reduction, this project presents an excellent opportunity to
enhance the existing bicycle facility, save money on the project and embody a
multi-modal corridor that can be appropriate for all ages and abilities.
A motion was made by Vice Mayor Brian Poochigian, seconded by Council
Member Greg Collins, to approve as recommended. The motion carried by the
following vote:
Aye: Steve Nelsen, Brian Poochigian, Greg Collins, Brett Taylor,
and Liz Wynn

This is also the time for citizens to request an item from the Consent Calendar be pulled for
discussion purposes. Public comments related to all pulled Consent Calendar items and
Regular or Public Hearing items listed on the agenda will be heard at the time that item is
discussed or when the Public Hearing is opened.

Irene Lapin, Visalia, expressed concern about parking at the Elderwood restaurant located in
the Darling Hotel and the ADA compliance or lack thereof. Ms. Lapin spoke with one of the
Elderwood restaurant owners and they do not plan to take steps to address the concerns she
presented.
CONSENT CALENDAR
Consent Calendar items are considered routine and will be enacted in one motion. There will
be no separate discussion of these matters unless a request is made and then the item will be
removed from the Consent Calendar to be discussed and voted upon by a separate motion .
A motion was made by Vice Mayor Brian Poochigian, seconded by Council Member Brett
Taylor, to approve the Consent Calendar. No items were pulled for separate discussion. The
motion carried by the following vote:

1. Amend budget for Fiscal Year (FY) 2022-23 (Year 3) Permanent 22-0077
Local Housing Allocation (PLHA) funding amount awarded and
amend prior year appropriations carried forward for unspent and
uncommitted PLHA funds in years 1-2 of the 5-year PLHA plan
to increase construction funding for the Visalia Navigation
Center.
2. Christian Church Homes (CCH) is seeking a letter of support for 22-0388
the development of a 70-unit senior affordable housing project
located at 2439 North Dinuba Boulevard in Visalia and the
application to the State of California’s Multifamily Finance Super
Notice of Funding Availability (Super NOFA) that includes the
Infill Incentive Grant (IIG) program.
3. Authorize the City Manager to enter into a contract with Odell 22-0381
Engineering for professional consulting services for the Bridging
Horizons Inclusive Park Project in the amount not to exceed
$545,328.00.

4. Request authorization to file a Notice of Completion for Maddox 22-0398
at Caldwell 7 subdivision, containing 41 single-family residential
lots, located on the northeast corner of South Ben Maddox Way
and East Monte Verde Avenue.
5. Authorize the City Manager to approve two separate contract 22-0387
amendments for additional construction support with Quad Knopf
(QK) for each of the following projects; Amendment Number 2 of
2 in the amount not to exceed $44,326 for the Downtown
Streetlight Project (CP0345) and Amendment Number 4 of 4 in
the amount not to exceed $55,215 for the Downtown Pavement
Rehabilitation Project (CP0373).
REGULAR ITEMS AND PUBLIC HEARINGS
Comments related to regular Items and Public Hearing Items are limited to three minutes per
speaker, for a maximum of 30 minutes per item. The Mayor may reasonably limit or extend
the public comment period to preserve the Council's interest in conducting efficient, orderly
meetings.
1. Public hearing (the first of two) to appropriate $4.3M of Measure 22-0383
N Funds for the Construction of Visalia Fire Station No. 56 (No.
1410-72000/CP0346-999).
Mike Porter, Civil Engineer, requested Council to conduct a public hearing for
the appropriation of measure N funds. In November of 2016, the voters of
Visalia passed a ½ cent Sales Tax Override, Measure N - The Visalia Essential
City Services Measure for city services such as police and fire, as well as
maintenance of parks and roads. The current Fire Station 56 is shared with the Cal
Fire site on the northeast corner of Lovers Lane and Walnut Avenue. The lease for this
station will terminate at the end of 2023. Because of this, City staff identified the need to
move fire equipment and personnel to a new Fire Station. As part of the measure,
Council adopted an Accountability Ordinance when using Measure N funds. As
a result, the following actions are necessary to amend the Measure N spending
plan:
· City Manager makes a recommendation to City Council and makes
changes as requested.
· Comments and recommendations received by Sales Tax Oversight
Board.
· Two Public Hearings are held at regular Council Meetings to consider
recommendations to amend the expenditure plan (tonight’s 1 of 2 public
hearings)
The Public Hearing was opened at 7:13 p.m. and closed. There were no public
comments.

2. Public hearing and consideration of the following actions: 22-0364
1. Conduct a Public Hearing and consider the following actions
related to the project site located on the north side of West
Ferguson Avenue, approximately 800 feet west of North
Demaree Street (APN: 077-190-007).
2. Adopt Initial Study / Mitigated Negative Declaration No. 2022-
04 for Annexation No. 2022-01 and Victory Oaks Tentative
Subdivision Map No. 5586 (Resolution No. 2022-57 required);
and
3. Initiation of Proceedings for Annexation No. 2022-01 a
request by D.R. Horton, to annex a 23.7-acre parcel into the City
Limits of Visalia; and
4. Authorize the detachment from County Service Area No. 1 in
accordance with State and County requirements; and
5. Authorize the City Manager to sign and enter into a
Pre-Annexation Agreement (Resolution No. 2022-58 required).
Paul Bernal, Community Development Director, provided the report to Council
for the annexation of parcels totaling 23.7 acres located on the north side of
Ferguson.
The annexation application is requesting to annex a property within the City’s
Growth Tier I boundary to facilitate development of the Victory Oaks Tentative
Subdivision Map, which was approved with conditions by the Planning
Commission on September 26, 2022. Upon annexation, the Zoning designation
for the 23.7-acre parcel will be R-1-5 (Single-family Residential 5,000 square
foot minimum site area) and Q-P (Quasi-Public) for the project site.
The subdivision will be developed in two phases. Phase I will be approximately
12.18 acres in area and will include 63 lots. Phase II will be approximately 11.82
acres in area and will include 54 lots. The project site is currently undeveloped
with an active pomegranate orchard that will continue to be farmed until the site
is ready for development.
Melody Hague, DR Horton representative, expressed appreciation of the city
staff and their collaboration.
A motion was made by Council Member Brett Taylor, seconded by Vice Mayor
Brian Poochigian, to approve as recommended. The motion carried unanimously
by the following vote:
