Acequia Visalia, CA 93291 City Council Meeting Minutes - Final Wednesday, December 7, 2022 6:00 PM City Council Chambers SPECIAL MEETING ROLL CALL Present: Mayor Steve Nelsen, Vice Mayor Brian Poochigian, Councilmember Greg Collins, Councilmember Brett Taylor, Councilmember Liz Wynn. The meeting was called to order at 6:00 p.m. PLEDGE OF ALLEGIANCE PUBLIC COMMENTS Citizens are now invited to comment on issues within the jurisdiction of the Visalia City Council. The Council asks that you keep your comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. CERTIFICATION OF ELECTION RESULTS 1. Adoption of Resolution 2022-64 declaring the results of the 22-0439 General Municipal Election held November 8, 2022 for the Visalia City Council Districts 1, 3, 4, and 5. Michelle Nicholson, Chief Deputy City Clerk, provided a brief election result update and requested for Council to adopt and certify the 2022 Municipal Election results for the Visalia City Council Districts 1, 3, 4, and 5. A motion was made to approve as recommended. The motion carried by the following vote: Aye: Steve Nelsen, Brian Poochigian, Greg Collins, Brett Taylor, Brett Taylor, and Liz Wynn ADMINISTER OATH OF OFFICE TO NEWLY ELECTED COUNCIL MEMBERS Page 1 of 3 City Council Meeting Minutes - Final December 7, 2022 1. Administer Oath of Office to newly elected Council Members Liz 22-0442 Wynn, Brian Poochigian, Emmanuel Soto, and Steve Nelsen. Michelle Nicholson, Chief Deputy City Clerk, administered the Oath of Office to newly elected Councilmembers, Liz Wynn, Brian Poochigian, Emmanuel Hernandez Soto, and Steve Nelsen. Councilmember Collins left the dais as Councilmember Hernandez Soto took his seat at the dais. COMMENTS BY COUNCIL MEMBERS REORGANIZATION OF COUNCIL 1. Selection of Mayor and Vice Mayor 22-0441 A motion was made by Councilmember Liz Wynn, seconded by Vice Mayor Brett Taylor, to nominate Brian Poochigian as the new Mayor. The motion carried 5-0. A motion was made by Vice Mayor Brian Poochigian, seconded by Councilmember Liz Wynn, to nominate Brett Taylor as the Vice Mayor. The motion carried 5-0. INFORMATIONAL ITEM (No action required at this time) 1. Receive the list of committees and boards that have Visalia City 22-0440 Council representation directly appointed by the Council. Appointments will be considered at an upcoming meeting. Interest in serving on a specific board will be conveyed directly to the Mayor prior to the next meeting. No action required.
