The Council asks that you keep your comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. WORK SESSION AND ACTION ITEMS (as described) 1. NEW EMPLOYEE INTRODUCTIONS: 22-0462 Community Development: Mark Cummins: Building Inspector Enrique Luna: Building Inspector Keyshawn Ford: Assistant Engineer 2. Project Update - Fleet Building Repairs 22-0464 Jaklin Rowley, Engineer, provided the update on the fleet building repairs. Receive a presentation of Caltrans’ Caldwell Avenue and SR-99 22-0438 Interchange project and provide feedback regarding the full closure of Caldwell Avenue at the interchange during proposed construction. Authorize the Mayor to sign a letter of concurrence for the full closure of Caldwell Avenue at the interchange. Eric Bons, Civil Engineer, provided the update to Council. Mark Wall, Visalia, spoke regarding bicycle safety. A motion was made by Council Member Steve Nelsen, seconded by Council Member Liz Wynn, to approve as recommended. The motion carried by the following vote: Aye: Brian Poochigian, Brett Taylor, Steve Nelsen, Emmanuel Hernandez Soto, Liz Wynn 4. Continue discussion on the Civic Center Phase II: Public Safety 22-0401 Office Building (PSOB), Police Services Building (Evidence/Training/Crime Lab), and City Council Chambers Project and consider providing further direction on overall building aesthetic and architectural style. Jim Wyrick, MWL, presented to Council three aesthetic options for the Civic Center Phase II. Staff recommends that City Council receive a presentation and have continued discussion regarding the Civic Center Phase II project and provide further direction as warranted. Following this discussion, staff will return to Council at a future date to discuss programming of the open space around the buildings and preview the final architectural elevations/style of the buildings. A motion was made by Council Member Steve Nelsen, seconded by Vice Mayor Brett Taylor, to approve with conditions. Receive presentation from Thorn Run Partners on 2022 national 22-0419 legislative activity and authorize City Manager to extend annual contract with this firm for one additional term. Devon Jones, Economic Development Manager, and Greg Burns, Federal Lobbyist provided the overview of the Thorn Run Partners 2022 National legislative activity and requested to authorize the City Manager to extend the annual contract with this firm for one additional term. A motion was made by Council Member Steve Nelsen, seconded by Vice Mayor Brett Taylor, to approve as recommended. This is also the time for citizens to request an item from the Consent Calendar be pulled for discussion purposes. Public comments related to all pulled Consent Calendar items and Regular or Public Hearing items listed on the agenda will be heard at the time that item is discussed or when the Public Hearing is opened. Staff requested for Consent item 5 to be pulled for correction. CONSENT CALENDAR Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate discussion of these matters unless a request is made and then the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion . Consideration and action related to Groundwater Recharge 22-0368 Basin G at the East Side Regional Park (ESRP) Site Project: 1. authorize the City Manager to award the construction contract for RFB 20-21-38, to Emmett’s Excavation, Inc., in the amount of $5,150,913.50; 2. approve Change Order Number One for miscellaneous scope changes in the reduction amount of ($582,069.00); 3. authorize the City Manager to award the construction management services to Vanir Construction Management, Inc., in the amount of $122,190; 4. Authorize the City Manager to award the material testing services to Moore Twining Associates, Inc., in the amount of $48,129.50 and 5. appropriate approximately $958,100.00 from the funds identified in this staff report. (CIP No.3010-72000/CP0185-999). 3. Award RFP 22-23-25 to Self-Help Enterprises to administer a 22-0374 Community Development Block Grant (CDBG) Coronavirus Aid Relief and Economic Security (CARES) Act (CDBG-CV) Emergency Rental/Mortgage Assistance Program to working low-and moderate-income Visalia households who have been negatively financially impacted as a direct result of the Coronavirus Pandemic. 4. Authorize the City Manager to enter into a purchase agreement 22-0396 with Motorola in the amount of $1,844,614 to replace radios and to perform software upgrades for Police, Fire, Code Enforcement, Animal Control, and Parks with encryption capabilities pursuant to State and Federal mandates; and appropriate an additional $427,614 which includes $20,000 for services required by Tulare County Information Technology Department. Motorola contract price made available through The Houston-Galveston Area Council (HGAC) RA05-21, a Cooperative Purchasing Program. 5. Authorize the City Manager to execute a contract with the 22-0416 consulting firm of Griffin Structures, for construction management services for Phase 2 of the Visalia Civic Center Project for an amount not to exceed $1,469,834 and authorize the appropriation of $1.5M from the Civic Center Reserve Fund. (Project Number 3720-72000/CP0374-999). Mike Porter, requested to correct the amount listed in the staff report to $1,520,000.00. Adoption of Resolution 2022-63, the required biennial update of 22-0437 the list of City of Visalia designated employees and classifications for the purpose of compliance with Chapter 2.08 of the Ordinance Code of the City of Visalia specifying conflict of interest regulations. (Resolution 2022-63 required) 7. Request authorization to file a notice of completion for Vista Del 22-0453 Sol subdivision containing 95 single-family residential lots located at the southeast corner of South Pinkham Street and East K Avenue. 8. Authorize the City Manager to execute the reimbursement 22-0455 agreement associated with phase one of the YS Industries Industrial Park project, located on the south side of West Riggin Avenue, approximately 600-feet east of North Kelsey Street (APN: 000-014-626) REGULAR ITEMS AND PUBLIC HEARINGS Comments related to regular Items and Public Hearing Items are limited to three minutes per speaker, for a maximum of 30 minutes per item. The Mayor may reasonably limit or extend the public comment period to preserve the Council's interest in conducting efficient, orderly meetings. 1. Presentation on the Status of the Storm and Sewer Master Plan 22-0412 Updates and Introduction to the Nexus Study. Katherine Woodhull-Fuget, Assistant Engineer and Frank Senteno, City Engineer, provided the status of the storm and sewer master plan updates. The City of Visalia entered a contract with Carollo Engineers, Inc. to update the City’s public facility master plans for storm sewer and sanitary sewer collection in September 2018. Note throughout this report and the presentation ‘storm sewer’, ‘storm water’, or ‘storm drain’ are interchangeable. Frank Senteno, City Engineer, explained the historical background. There have been no service changes for storm water in 18 years. The ongoing development is to address the storm drain and infrastructure. No action required. Approve recommendation from Mayor Brian Poochigian 22-0468 regarding appointments of individuals to represent the Visalia City Council on various boards and committees. Mayor Poochigian asked Council for questions or comments regarding the recommended Visalia City Council Representation on the various Boards and Committees list for 2022-24. There were no questions or comments. A motion was made by Vice Mayor Brett Taylor, seconded by Council Member Liz Wynn, to approve as recommended.
