MINUTES OF REGULAR MEETING TOWN HALL MEETING ROOM 112 W ALABAMA AVE. VIVIAN, LOUISIANA MONDAY, February 11, 2019 6:00 PM CALL TO ORDER – Mayor Festavan called the meeting to order at 6:00 p.m. INVOCATION – Mayor Festavan led the prayer. PLEDGE – Mayor Festavan led all present in the Pledge of Allegiance. VERIFICATION OF QUORUM – The Town Clerk verified that a quorum was present. Those present were: Ronnie Festavan - Mayor; James Martin, Denise Alexander, Michael Guthrie, Raymond Williams and Angela Channell - Board of Aldermen. Also present were staff members/other officials: Ryan Nelson - Chief of Police, Douglas Dominick - Town Attorney, Kellie Morris - Town Clerk and David Jones, Jr. - Deputy Clerk. APPROVE AGENDA – Motion made by Raymond Williams; second by Denise Alexander; all approved. 1. SCHOOL ANNOUNCEMENTS – Mrs. Cherry, North Caddo Magnet HIGH School Principal and Mrs. Willoughby, North Caddo ELEMENTARY-MIDDLE School Counselor were in attendance to present the Star Students of the Month from their schools. 2. PUBLIC COMMENTS – The following individuals made public comments: Tristan Owens – Expressed a desire for the corner of West Georgia and Spruce Streets to become a 4-way stop. Page 1 of 3 3. MONTHLY FINANCIAL REPORT – Financial report was presented by Mayor Festavan. 4. APPROVAL OF MINUTES FOR JANUARY 14, 2019 REGULAR MONTHLY MEETING – Motion was made by Raymond Williams; second by Michael Guthrie to approve minutes presented; all approved. 5. INTRODUCTION OF ORDINANCE #715 OF 2019 OF THE TOWN OF VIVIAN, LOUISIANA – TO AMEND AND SUPPLEMENT ARTICLE II; STREET REGULATIONS OF CHAPTER 17 TRAFFIC AND VEHICLES - Section 17–27; to declare that the intersection of West Atlanta Street and North Cypress Street be a four way stop. There will be a public hearing prior to the adoption of Ordinance #715 to be held at the regular Town Council Meeting on March 11, 2019 at 6:00 p.m. at the Vivian Town Hall located at 112 W. Alabama Ave. in Vivian, Louisiana. 6. INTRODUCTION OF ORDINANCE # 716 OF 2019 OF THE TOWN OF VIVIAN, LOUISIANA – TO AMEND AND SUPPLEMENT SECTION 17–48; HANDICAPPED PARKING OF CHAPTER 17 – TRAFFIC AND VEHICLES OF ARTICLE III – STOPPING, STANDING AND PARKING OF THE CODE OF ORDINANCE OF THE TOWN OF VIVIAN, SEC. 17-48; PARKING SPACES FOR CERTAIN PERSONS WITH DISABILITIES - this will be an ordinance to the town’s handicapped parking ordinance to include regulations and increase the fines and penalties in accordance with Louisiana Law. There will be a public hearing prior to the adoption of Ordinance #716 to be held at the regular Town Council Meeting on March 11, 2019 at 6:00 p.m. at the Vivian Town Hall located at 112 W. Alabama Ave. in Vivian, Louisiana. 7. INTRODUCTION OF ORDINANCE # 717 OF 2019 OF THE TOWN OF VIVIAN, LOUISIANA – REMOVAL/DISPOSAL OF DEAD ANIMALS. This will be an ordinance to allow the removal/disposal of dead animals by Town employees if said animals are in the street or on other public property within the city limits. Page 2 of 3 There will be a public hearing prior to the adoption of Ordinance #715 to be held at the regular Town Council Meeting on March 11, 2019 at 6:00 p.m. at the Vivian Town Hall located at 112 W. Alabama Ave. in Vivian, Louisiana. 8. TO CONSIDER A RESOLUTION – To inform the Louisiana Department of Environmental Quality of the actions taken and the adoption of the Louisiana Municipal Water Pollution Prevention Plan by the Board of Aldermen. Motion was made by Raymond Williams; seconded by Denise Alexander; all approved. MAYOR’S REPORT – Mayor reported on the following: 1) status of the Vivian Municipal Airport; 2) email he had received from a citizen concerning ORDINANCE #18-0201 of 2018 pertaining to outdoor burning; and 3) the new website that is under construction. 9. ANNOUNCEMENTS MADE BY BOARD OF ALDERMEN – Raymond Williams thanked everyone who attended and/or helped with the Unity Breakfast that was held on Saturday, February 9. He also invited everyone to participate in the 1) Black History Parade on February 16; 2) the Men’s non-denominational Church gathering at the Community Center on Tuesday, February 12; and 3) the Gospel night on February 23 at the High School Auditorium. 10. ADJOURN – Motion was made by Raymond Williams; seconded by James Martin; all approved. Page 1 of 2 7. INTRODUCTION OF ORDINANCE # 717 OF 2019 OF THE TOWN OF VIVIAN, LOUISIANA - REMOVAL/DISPOSAL OF DEAD ANIMALS. This will be an ordinance to allow the removal/disposal of dead animals by Town employees if said animals are in the street or on other public property within the city limits. (Employees are not allowed to go onto private property to pick them up.) Dead animals will be picked up Monday through Friday between the hours of 7 a.m. and 3:30 p.m.. To request pick-up of dead animals residents may call Town Hall at 318.375.3856. 8. TO CONSIDER A RESOLUTION - To inform the Louisiana Department of Environmental Quality of the actions taken and the adoption of the Louisiana Municipal Water Pollution Prevention Plan by the Board of Aldermen.
