MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, NOVEMBER 21, 2023 AT 7:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Ms. Cericola, Mr. Ritchie, Mr.
Schatz and Mrs. Sherman. Mr. Sciolaro and Mrs. Weber were absent.
Also present: Steven J. Neale, Borough Administrator; Matthew Guilder, Grants Administrator; Kelley
Halewicz, Municipal Clerk and Craig Bossong, Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
PROCLAMATIONS & PRESENTATIONS – None.
MAYOR’S REPORT AND REPORTS OF COMMITTEES
Mayor’s Report. Mayor Giordano wished everyone a Happy Thanksgiving. Mayor Giordano mentioned
that there are a lot of community events coming up and residents should go online or our social media
pages to find the details.
Financial & Administrative Committee. No report.
Fire & Police Protection Committee. Mr. Cericola reported that on November 2, the WFD had their annual
elections and had the following results: Chief - Walter Riker; Assistant Chief - Andrew J. Agugliaro; Captain
- David Guy; and Lieutenant - Matthew Amos. Also, President - Jeffrey Stevens; Vice President - Christina
Agugliaro; Secretary - Crystal Paras and Treasurer - James O’Connell.
They had 31 calls for service so far in the month of November and have had two drills.
For the month of November, the Police Department completed recertification for Basic Life Support (CPR
and AED) Program (10/30); attended (JIF mandated) Police Command Staff Training at the East Rutherford
Training Center (10/31); rollover on Route 17 South, one non-life threatening injury transported to Valley
Hospital via WALVAC; attended (JIF mandated) Management and Supervisor Training in borough admin
conference room (11/6); patrol and later DB, assisted the borough clerk with polling place setup and the
reporting of election results to Hackensack (11/7); patrol conducted a crosswalk enforcement detail on
East Prospect Street. (Not a big fan of summons totals but 10 stops yielded 9 summonses so it was a nice
piece of work). Also somewhat concerning through the lens of pedestrian safety (11/7); unscheduled
partial range filter change out, notified BA (11/8); attended an 8-hour active shooter training at Crescent
School. (11/8); attended a Veterans Day ceremony at the New Jersey Veterans Memorial Home at
Paramus (11/10); attended Veterans Day Parade in Waldwick (11/11); carpets in the P.D. were
professionally cleaned; met with representatives of the new computer tech company, Coban Computer
Solutions last week. They conducted an assessment of our computer systems today (11/20) and will make
recommendations for moving forward; patrol continues to be active in traffic and parking enforcement.
REGULAR MEETING MINUTES: 2 NOVEMBER 21, 2023
Public Safety Committee. Mrs. Sherman reported that WALVAC had 42 calls for the month of October.
YTD 409 calls. Five of the calls were to The Bristol, YTD 70 calls.
Mrs. Sherman thanked the public on behalf of WALVAC for their ongoing contributions to the Corps, which
they give back to the community with medical supplies and ambulances.
Mrs. Sherman commented that the plans for the new bathrooms are complete. They are working on the
electricity issues as well. DPW will demolition the kitchen.
WALVAC participated in the Veterans Parade and will assist at the Annual Christmas Tree Lighting on
December 1.
Recreational & Health Committee. No report.
Public Works Committee. Mr. Ritchie reported that the second attempt at emptying and cleaning the
water tank was successful. The test results came back fine and DPW is in the process of filling it back up.
Mr. Ritchie mentioned that it is all hands-on deck for leaf collection. Please check the schedule online for
your pickup date.
Buildings & Grounds Committee. Mr. Schatz provided a report on the water project; Yvonne Street Bank
Stabilization, East Prospect Street, Whites Pond Dam Rehabilitation and Bohnert and Hudson Avenue
Road improvements.
Mr. Schatz did not attend the Planning Board meeting.
Mr. Schatz attended the League of Municipalities convention and attended several classes relative to the
Environmental Committee.
Mr. Schatz attended the Veterans Day Parade which was well attended.
DEPARTMENT HEAD REPORTS
Administrator. Mr. Neale reported on preparing for the 2024 Budget with proposed meeting dates for
the Council Members to consider. There is a resolution to budget appropriation transfers which is just
moving existing money from one line item to another to cover costs. There was another meeting for the
redesign of the Borough’s website.
Municipal Clerk. Mrs. Halewicz reported that her office is continuing to work with the state on our record
management efforts to clear the upstairs room. It is coming along nicely and we just have a little bit left
to do. Building records are being relocated in the building.
Mrs. Halewicz commented that they would like to thank those residents who donated food, gift cards and
clothing for our Families 4 Families Thanksgiving food drive. The drive was a huge success and aided in
provided Thanksgiving meals for 120 families in need throughout Bergen and Passaic counties. Thank you
again to all who donated!
Mrs. Halewicz reported that the 2024 Calendar is headed to the printer on Monday. We have included
additional pages so that the calendar runs January 2024 through January 2025. The calendar includes the
Council meetings, schedules for white goods, electronics, bulk, yard waste collection, leaf collection,
hydrant flushing, and Christmas tree collection dates.
REGULAR MEETING MINUTES: 3 NOVEMBER 21, 2023
White Goods, Electronics and Bulk Collections are on our website homepage for residents to schedule
their pickups. The deadline has changed for white goods and electronics to the Wednesday before the
scheduled pickup. The deadlines are also included in the 2024 calendar.
Mrs. Halewicz reported that there are a lot of exciting holiday events coming up including the Christmas
Tree Lighting on December 1 at 7 pm. This year with the library hosting a fun family crafting fun and
Christmas story reading by Mayor Giordano starting at 5 pm.
Also, the Menorah Lighting – 12/7, 4:30 pm in front of the Waldwick Public Library. All are invited to
attend.
This year we are working with the Allendale/Waldwick PBA 217 Toys for Tots Drive. Bring unwrapped toys
for infants to 13 years old to Waldwick PD or Borough Hall by December 7.
Grants Administrator. Mr. Guilder reported on the Aid to Firefighters Grant for PPE equipment. Last year,
the Borough applied for $28,000 but did not receive funding. This year we are submitting for the same
grant and thanked Jeff Stevens for assisting with the application.
Mr. Guilder reported on the new water truck for the DPW as this was budgeted for earlier this year.
Mr. Guilder reported on Jobs4Blue that was discussed in October. This is the contract to put this in place.
Attorney. Mr. Bossong had no report but three Closed Session items.

Mayor Giordano asked the Clerk to read Ordinance No. 2023-#21 by title.
Ordinance No. 2023-#21 - AN ORDINANCE TO AMEND CHAPTER 91-34, SECTION A, OF THE CODE OF THE
BOROUGH OF WALDWICK HEREBY REMOVING HANDICAPPED PARKING SPOTS FOR PRIVATE RESIDENCE
AND UPDATING HANDICAP PARKING PERMIT NUMBERS

Mayor Giordano closed the Public comment. Ordinance No. 2023-#21 was advertised and on second
reading is adopted. This ordinance will go into effect immediately after approval and publication according
to law.

REGULAR MEETING MINUTES: 5 NOVEMBER 21, 2023
INTRODUCTION OF ORDINANCE(S)
Mayor Giordano asked the Clerk to read Ordinance No. 2023-#22 by title.
Ordinance No. 2023-#22 - AN ORDINANCE AMENDING CHAPTER 48 FEES, SECTION 91-12.2 VEHICLES AND
TRAFFIC - PAID PARKING FEES
Council Comments. Mr. Guilder explained that this ordinance is due to increase in fees by Park Mobile.
Mayor Giordano stated that a motion is in order to move and pass the ordinance on first reading and that
it be advertised in the official newspaper of the municipality as required by law, setting a public hearing
for Tuesday, December 12, 2023 at 7:30 pm or as soon thereafter as the matter may be heard.

UNFINISHED BUSINESS
Mrs. Sherman was pleased the Food Drive was such a success.
Mrs. Sherman asked for an update on the status of the revaluation process. Mr. Neale explained that the
revaluation is 85-90% complete.
NEW BUSINESS
Ms. Cericola asked about that status of the NJ Transit overpass by the train station. Mr. Neale explained
that the bright yellow paid is not attractive but it is skid resistant. They are stopping at this point but he
will continue a long-term solution to the overpass.
Mr. Neale explained that the Borough has in the contracts a floating holiday. Mr. Guilder reminded
everyone that use to be Lincoln’s Birthday but employees could take any other day off which was very
hard to track. This was the solution agreed upon.
Mr. Neale further explained that July 5, 2024 would be that floating holiday and it will be placed on the
next agenda for approval.
Mr. Halewicz explained that we have an approved resident who needs a roof and we cannot wait until the
December meeting to get this contract moving.
RESOLUTION NO. 2023-330
Authorizing Execution of Homeowner Program Agreement for Waldwick Home Improvement Program
with Antoinette Mastrogiacomo for the Property Located at 102 White Pond Road
REGULAR MEETING MINUTES: 6 NOVEMBER 21, 2023
WHEREAS, the Borough of Waldwick (“Borough”) has established a Home Improvement Program (“HIP”)
to assist properties that are occupied by very low, low and moderate-income households within the
Borough; and,
WHEREAS, the HIP was developed and designed to assist the Borough in fulfilling the Borough’s
rehabilitation obligation under the Borough Housing Element and Fair Share Plan and was done in
consultation and with the approval of the Fair Share Housing Center of New Jersey; and,
WHEREAS, the Borough has hired Community, Grants, Planning & Housing (“CGP&H) to formulate the
policies, procedures, qualifications, as well as to run and administer the HIP; and,
WHEREAS, CGP&H has created a Policies and Procedures Manual that the Borough has adopted which
governs the rules and Regulations of the program; and,
WHEREAS, CGP&H has received an application under the HIP and has reviewed the application and
qualifications of the Applicant and has certified that they are eligible and meet all the guidelines under
the HIP.
NOW THEREFORE BE IT RESOLVED, by the Governing Body of the Borough of Waldwick, that upon the
recommendation of CGP&H, Antoinette Mastrogiacomo with a property located at 102 White Pond Road,
Waldwick, NJ 07463 meets all the requirements and qualifications for a Home Improvement Program
construction loan from the Borough of Waldwick; and,
BE IT FURTHER RESOLVED, that the Mayor, Borough Administrator and Borough Clerk are hereby
authorized to execute the Homeowner Program Agreement prepared by CGP&H as well as any and all
other documents necessary to facilitate such agreement and close the construction loan; and,
BE IT FURTHER RESOLVED, that a copy of this Resolution shall be forwarded to CGP&H as well as the
homeowner for their records.

Mr. Guilder explained that we are going to bid and he did not prepare the resolution in time. Mr. Neale
added that this project is using both NJDOT and CDBG monies for funding.
RESOLUTION NO. 2023-331
Authorize Advertisement and Receipt of Bids for Improvements to Hudson Avenue and Bohnert Place
WHEREAS, Hudson Avenue and Bohnert Place are in need of infrastructure improvements; and,
WHEREAS, the estimated cost of the improvements will exceed the bid threshold of $44,000.00.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick hereby
authorize the advertisement and receipt of bids for improvements to Hudson Avenue and Bohnert Place.

PUBLIC COMMENT
Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and
if so, please state your name and address for the record.
Laura Litchult spoke to an ongoing issue with a neighbor where they call the Police Department for her
dogs barking. The Police have been to her house twice in the past week for this anonymous complaint.
She believes she is being targeted. She asked that the Council review the noise ordinance to make it
specific and educate the public to it.
Mr. Bossong explained that the Police department responds to all complaints, no matter what they are of
how often they are. It is their responsibility to do that.
CLOSED SESSION - Any matter permitted to be discussed in Closed Session pursuant N.J.S.A. 10:4-12
RESOLUTION NO. 2023-329
Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:

The Council convened into Closed Session at 8:10 pm. At 9:05 pm the Mayor and Council came back on
the record of the Regular Meeting. Present on roll call: Mayor Giordano, Ms. Cericola, Mr. Ritchie, Mr.
Schatz, and Mrs. Sherman. Mr. Sciolaro and Mrs. Weber were absent.
RESOLUTION NO. 2023-332
Authorize Refund of Tax Title Premium #17-00613
WHEREAS, at the Tax Sale on June 21, 2017, Colleen A. Ennis, Tax Collector of the Borough of Waldwick
sold a Tax Lien for Block 163.01 Lot 1 (16 Warren Place) to Clemente Enterprises, LLC (Tax Certificate #17-
00613); and,
WHEREAS, Clemente Enterprises, LLC bid a premium of $49,400 to obtain the lien; and,
WHEREAS, premiums are normally returned to the lienholder without interest as long as the lien is
redeemed within five years of the date of the tax sale or is forfeited to the municipality; and,
WHEREAS, the lienholder was delayed in beginning the foreclosure process until December 01, 2021
because of COVID-19 and at which time a Court Order was issued on June 10, 2022 setting August 9, 2022
as the final date for redemption; and,
WHEREAS, a Consent Order was issued on August 24, 2023 to extend the final date of redemption until
October 31, 2023, in which the Judge ordered the return of premium to the lienholder upon redemption;
and,
WHEREAS, the Tax Collector questioned the return of premium since the redemption was more than five
years from the date of the Tax Sale, which prompted a discussion between the Borough Attorney and the
lienholder’s attorney resulting in an offer by the lienholder to forfeit $10,000 of the premium to the
Borough in the interest of avoiding legal fees; and,
REGULAR MEETING MINUTES: 9 NOVEMBER 21, 2023
WHEREAS, the Borough and the lienholder are prepared to execute a settlement and release confirming
the facts and unique situation in this regard.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick that the Chief
Financial Officer is hereby authorized to issue a premium refund check in the amount of $39,400 from the
Borough of Waldwick Trust Fund account to:

BE IT FURTHER RESOLVED, that the Chief Financial Officer is hereby authorized to issue a premium refund
in the amount of $10,000 to the Borough of Waldwick via a transfer from the Borough of Waldwick Trust
account to the Borough of Waldwick Current Fund account. The refund will be booked as Miscellaneous
Revenue not Anticipated; and,
BE IT FURTHER RESOLVED, the Borough Attorney is hereby authorized to execute the settlement and
release in this matter, which will conclude this matter.

RESOLUTION NO. 2023-317
Approval to Submit a Grant Application with the State of New Jersey for the FY2024 American Rescue
Plan Firefighter Grant Program
WHEREAS, the Borough of Waldwick intends to apply for the 2024 American Rescue Plan Firefighter Grant
through the Department of Community Affairs in an estimated amount of $55,000 to assist with the
procurement of protective clothing, cleaning and advanced cleaning equipment, oxygen equipment, and/
or PPE.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick does herby
authorize the application for the above stated grant; and,
BE IT FURTHER RESOLVED, the Borough of Waldwick recognizes and accepts that the Department may
offer a lesser or greater amount and therefore, upon receipt of the grant agreement from the New Jersey
Department of Community Affairs, does further authorize the execution of any such grant agreement;
and also, upon receipt of the fully executed agreement from the Department, does further authorize the
expenditure of funds pursuant to the terms of the agreement between the Borough of Waldwick and the
New Jersey Department of Community Affairs; and,
BE IT FURTHER RESOLVED that Mayor, Clerk, and Borough Administrator are hereby authorized to sign
the grant agreement on behalf of the Borough of Waldwick and that they or their successors in said titles
are authorized to sign the agreement, and any other documents necessary in connection therewith.

Award Fair and Open Contract to Cliffside Body Corporation for a Utility Body Water Truck, $93,053.71
WHEREAS, the Water Department is in need of a Utility Body Water Truck; and,
WHEREAS, N.J.S.A. 40A:11-10 and N.J.S.A. 40A:11-12 permit municipalities to award public contracts
without public bidding when the vendor is approved under the State of New Jersey Cooperative
Purchasing Program for any State contracts entered into on behalf of the State by the Division of Purchase
and Property in the Department of the Treasury; and,
WHEREAS, Cliffside Body Corporation, has submitted the attached quote in the amount of $93,053.71;
and,
WHEREAS, this equipment is on NJ State Approved Co-Op #65MCESCCPS Bid #ESCNJ 23/24-04; and,
WHEREAS, the contracts were awarded through a fair and open process, pursuant to N.J.S.A. 19:44A-20.4
et seq.; and,
WHEREAS, Colleen Ennis, Chief Financial Officer, has certified that $93,053.71 is available in the following
appropriation: W-06-23-596-400-and has further certified that this commitment together with all
previously made commitments and payments does not exceed the funds available in said appropriation;
and has further certified that the funds available in the said appropriation are intended for the purpose
herein committed.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council of The Borough of Waldwick authorizes

RESOLUTION NO. 2023-319
Authorizing an Award of Contract to Jobs 4 Blue for Services Relating to Off-Duty Employment of Police
Officers for Police Related Activities
WHEREAS, the Borough of Waldwick has a need for services relating to off-duty employment of police
officers for police related activities; and,
WHEREAS, N.J.SA. 40A:11-5(dd) provides for the support software maintenance, consultation services and
training services of propriety computer hardware and software; and,
WHEREAS, there are many pieces in place that enable the program as a whole to work effectively. Those
include, an understanding of the Borough’s payroll processing procedure and schedule, an understanding
of the Police Department’s overtime hiring policy, and the fact that Jobs4Blue interfaces directly with our
current VCS POSS system; and,
WHEREAS, the anticipated term of this contract is three (3) years, commencing on November 22, 2023
through November 21, 2026; and,
WHEREAS, an administrative fee of no more than 8% is to be collected by Visual Computer Solutions (VCS);
and,
WHEREAS, there is no cost to the Borough of Waldwick for such services.
NOW, THEREFORE, BE IT RESOLVED that the Municipal Council of the Borough of Waldwick authorize the
execution of such documents as necessary to implement this Resolution; and,
BE IT FURTHER RESOLVED that this Resolution shall take effect pursuant to law.

WHEREAS, the Borough Engineer has submitted Change Order No. 1 in the amount of -$8,850.00 due to
decrease in materials needed to complete the project; and,
WHEREAS, Change Order No. 1, decreases the contract amount from $90,835.00 to $81,985.00.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick approves

Authorize Release of Dumpster Escrow - 12 Maple Avenue
WHEREAS, escrow has been posted in accordance with Chapter 82 of the Code of the Borough of Waldwick
to allow dumpsters on the street; and,
WHEREAS, the proper fees have been collected in accordance with said ordinance for the placement of
said dumpster; and,
WHEREAS, the dumpster has been removed and the site has been inspected by the Superintendent of
Public Works; and,
WHEREAS, the Superintendent of Public Works has cer�fied that there has been no damage done by
placement of said dumpster.

Veteran as per the Department of Veteran Affairs; and,
WHEREAS, this parcel became eligible for this exemption as of November 1, 2023; and,

WHEREAS, the said emergency was subsequently funded through a Water Capital Bond Ordinance

91-12.2 VEHICLES AND TRAFFIC – PAID PARKING FEES
BE IT ORDAINED that the Municipal Council of the Borough of Waldwick hereby amends Chapter 48 Fees,
Section 91-12.2 Vehicles and Traffic – Paid Parking Fees The changes to Code of the Borough of Waldwick
below shows deletions to the code in strikethrough and additions in underline as follows:
Chapter 48 Fees
§48:91-12.2 Vehicles and traffic - paid parking fees
A. Paid parking spaces shall be delineated in paid parking zones as herein established, and parking signs
shall be installed near such paid parking spaces. Upon payment, the parking vendor shall indicate on its
mobile application the maximum uninterrupted time a vehicle may remain parked within the paid
parking space. Paid fees will be in the following increments:
(1) $0.50: two hours.
(2) $1: four hours.
(3) $1.50: six hours.
(4) $2.50: 12 hours.
B. Each parking transaction will be subject to a $0.3040 service charge

WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Possible Acquisition of Real Property
Contract Negotiations
It is anticipated at this time that the above stated subject matter will be made public within 60 days or as
soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the matter.
This resolution shall take effect immediately.
