REGULAR MEETING MINUTES: 1 JANUARY 23, 2024 MINUTES FOR THE REGULAR MEETING OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK HELD ON TUESDAY, JANUARY 23, 2024 AT 7:30 PM Mayor Giordano called the meeting to order and read the Statement of Compliance. Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke, Ms. Cericola, Mr. Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Also present: Steven J. Neale, Borough Administrator; Matthew Guilder, Grants Administrator; Kelley Halewicz, Municipal Clerk and Katherine Fina for Craig Bossong, Municipal Attorney. Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of silence honoring our Veterans and to remain standing for the prayer. PROCLAMATIONS & PRESENTATIONS Mayor Giordano presented the winners of the third Annual Mayor’s Holiday Lighting Contest with a certificate and gift card. MAYOR’S REPORT AND REPORTS OF COMMITTEES Mayor’s Report. Mayor Giordano commented about the Council Reorganization as well as the other boards coming together to reorganize. Financial & Administrative Committee. Mr. Ritchie commented on the 2024 budget which he met with Steve and Colleen to provide preliminary thoughts. The first budget meeting is Tuesday night and the process will be ongoing. Fire & Police Protection Committee. Mr. Brennecke commented that he had a family medical emergency and was unable to meet with the department heads for his committee as he had intended. Mr. Brennecke will due that before the next meeting and have a full report. Public Safety Committee. Ms. Cericola attended the Ambulance Corps monthly meeting held on January 15. She was pleased to meet everyone. President John Papendick ran the meeting and they discussed many important topics including training, Standing Committee appointments, high school outreach and much more. Ms. Cericola also mentioned that on January 17, WALVAC members Adrian Domaradsky, Jake Scro, and Ashley Statuto responded to a CPR in progress. Officer Cron, Freeman, Garcia, and Passaretti were also present along with Valley Paramedics. Multiple AED shocks were administered. Our new Lucas machine was utilized to perform continuous CPR compressions. The patient is still being treated at Valley. Incident and patient specifics are omitted due to HIPAA. The Ambulance Corp has gone on 30 runs in January through January 22. For 21 of those runs, the unit arrived on scene in under 5 minutes and for 7 runs in under 10 minutes. Their busiest days were Saturday and Sunday. REGULAR MEETING MINUTES: 2 JANUARY 23, 2024 Recreational & Health Committee. Mr. Martinello attended the January 18 Board of Health Reorganization Meeting. Kathy Hillringhouse, President and Donna Palladino, Vice President. There is a new quarterly meeting schedule that was approved. They went over the December reports. Information regarding RSVP and flu show a steady increase since the holidays. The NWBRHC contract was approved for 2024. Mr. Martinello reported that long time president of Waldwick Baseball & Softball Association Mark DeMenna stepped down after 35 years of volunteer service. Troy Seifert is the new president. Registration is open for Waldwick Baseball & Softball, for pre-K – 8th grade. Opening day is scheduled for April 27. Also, Lacrosse registration is open. This program is part of a Co-Op with surrounding communities. Public Works Committee. Mr. Ramundo met with Mr. LaTorre to learn what DPW is responsible for and met with the entire DPW team as well as expectations. They discussed water, recycling, and work allocation. There have been three snow events that have been flawless. Buildings & Grounds Committee. Mrs. Weber reported that part of the 2024 budget will be to upgrade critical infrastructure. The renovations to Borough Hall 2nd floor will be going to bid shortly as well as the renovations to WALVAC. The PFOS well upgrade is on schedule with one minor delay. The charging stations being installed at Borough Hall have been delayed again. DEPARTMENT HEAD REPORTS Administrator. Mr. Neale commented that the Assessment program has been completed and letters went out to resident and in person meetings begin tomorrow. Mr. Neale can answer general questions but residents should call Appraisal Systems to schedule a meeting. There will be evening meetings as well as weekend meetings with residents who wish to discuss their property. With regards to the budget, Mr. Neale has been meeting with Colleen and Matthew to put together real numbers for the Finance Committee meeting on Friday. The Special meeting on Tuesday night at 6:30 pm will be to discuss the Capital budget. The Operating budget discussion will take place on Saturday, February 3 starting at 8:30 am. Mr. Neale explained that he is aware of water and flooding issues throughout the Borough and has been meeting and addressing with residents. There are a lot of issues around town. Mr. Neale commented on the Waldwick Home Improvement Program flyers that have updated income levels for 2024 and posted on our website as well as Borough Hall and Library. Several residents have already taken advantage of this program to have roofs, windows, heating systems upgraded. Finally, there is a resolution on the agenda to hire a DPW Laborer I which is much needed for the department and if approved will start tomorrow. Municipal Clerk. Mrs. Halewicz explained Resolution 2024-57 and 58 as well as updated figures for Resolution 2024-68. Mrs. Halewicz explained that the digital version available on our website. Please take the time to read as the information contained in the calendar is up to date and accurate. REGULAR MEETING MINUTES: 3 JANUARY 23, 2024 With regards to election, this is a big year ahead of us with the Presidential and County Committee Elections which will all be discussed at the BC Election officials Annual Election meeting on February 22 in Hackensack. April 10 - Deadline for Change of Party Affiliation Declaration forms. Form on Election page of our website. Mrs. Halewicz explained that dog licensing ongoing. Late fees go into effect on March 1. We have issued 333 to date. Reminder for those that we called, to come pick up your dog tags. If residents are in need of a rabies shot, there are a number of municipalities who are having free rabies clinics. Information on our website and Clerk’s office. Mrs. Halewicz thanked all the residents for supporting those in need with donations for the Food Drive. The bin is overflowing and will be dropped off to the Center for Food Action this week. This Food Drive will be ongoing with the next donation going to Families for Families. Grants Administrator. Mr. Guilder reported that generally at this meeting in past years, there would be resolutions for non-fair and open contracts to various vendors. The State waived the requirement last year and the Council authorized him to approve these types of contracts. All the paperwork has been put together for these contracts to comply with the law. If any Council Member or residents want to know about any of these contracts, please reach out. Mr. Guilder reported that the resolution to accept the BC Open Space Grant for Lions Park in the amount of $89,780.00. The Borough already received $70,000.00 for Lions Park Playground and will be authorizing other Recreation grant applications for this project in 2024. There was a meeting with the engineering, DPW Superintendent, Administrator to discuss this project with a tentative date of Memorial Day 2025 to complete the playground. Attorney. Kate had no report. INTRODUCTION OF ORDINANCE(S) Mayor Giordano asked the Clerk to read Ordinance No. 2024-#01 by title. Ordinance No. 2024-#01 - AN ORDINANCE AMENDING ORDINANCE NO. 2020-#01 TO ADD SECTION 10-6 BEAUTIFICATION SUBCOMMITTEE, DUTIES AND RESPONSIBILITIES AND RENUMBER REMAINING SECTIONS ACCORDINGLY REGULAR MEETING MINUTES: 5 JANUARY 23, 2024 Council Comments. Mayor Giordano explained that this ordinance will formalize the Beautification Committee. This will bring a larger pool of volunteers to help with projects as the committees will all be working together. Mayor Giordano stated that a motion is in order to move and pass the ordinance on first reading and that it be advertised in the official newspaper of the municipality as required by law, setting a public hearing for Tuesday, February 13, 2024 at 7:30 pm or as soon thereafter as the matter may be heard. PUBLIC COMMENT Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and if so, please state your name only for the record. Ken Gimelli spoke to the issue of the water situation on Scott Street. He is a 32-year resident and since August, there has definitely been a change and our properties have been ruined. Virginia Casey spoke to the issue of the water situation on Scott Street. She has lived in Waldwick for over 52 years. She has to grab the telephone pole to get over the water that has frozen over, luckily today it melted so now she just needs to get over the large puddle. This water has been moving since August or September and she provided photos. The town should camera the pipe as there was an easement put in place 30 years ago. There is also scum and algae there, which she deems a health hazard. She feels the town just keeps putting a band-aid on it. Mr. Neale explained that the pipes were cambered and there were not leaks detected. This is a low-lying area and the water table is very high due to all the storms we keep having. Joseph McHale spoke to the issue of Hudson Avenue and the need for the entire street to be repaved as it is hazardous. There are numerous potholes and putting more macadam down is not fixing the problem. The road has not been paved in a really long time. Chris Feltman spoke to the issue of Hudson Avenue and the need for the entire street to be repaved. The Borough provided a verbal commitment last year and nothing happened. This is the third year we have showed up to meetings to complain about the condition of the road. He has twisted his ankle walking and there are kids in the street dodging divots while they skateboarding or riding bikes. Eerin Verdesca spoke to the issue of Hudson Avenue and submitted photos to the Council. She was here last year and reiterated that it is not safe. REGULAR MEETING MINUTES: 6 JANUARY 23, 2024 Theresa Sherman spoke to the issue of the water on Scott Street which is near Smithfield Road. Some of her neighbors has huge water problem. There is always standing water. Also suggested Nixle alerts for residents to clear storm drains near their property. Another issue is residents are cutting down all the trees on their property. Mrs. Sherman spoke to the issue of Ordinance No.2024-#01 and asked why the Borough needs to involve themselves with overseeing this group? What does planting flowers and weeding have to do with the Environmental Committee? She requested the Council relook at the ordinance. Al Coldon welcomed the new Council Members and wished them luck. He is concerned about residents clear cutting their properties and asked if an ordinance could be put in place. Mr. Neale responded that the subject of trees is on our radar as the State is requiring municipalities to pass a tree ordinance for which the State has provided the model ordinance. The Borough will be do that soon. Sergio Scardigno spoke to the issue of light pollution. His neighbor installed a lumen commercial stadium flood light on this property that shines directly into Mr. Scardigno’s living room. He is unable to open his blinds as the light is blinding. He approached his neighbor about it and the neighbor installed a lower lumen commercial stadium flood light that is still too bright and changed the angle. He provided photos to the Council. Mr. Scardigno is going to file a complaint against the neighbor tomorrow as this is no longer neighborly. He requested the Council look to pass an ordinance prohibiting the use of commercial lighting in residential zones. There are several towns including Brick and Long Branch who has such an ordinance. Mayor Giordano asked that he hold off on the complaint to allow Joe Mysliwiec to go out at night to see what is going on. If that does not solve the issue, then you can proceed but let’s see if we can solve the issue. Mike Feldman spoke to the issue of negotiations with baseball to allow for other sports to use those fields as it is up for renewal this year. Mr. Neale explained that he is trying to get an overall picture of all the recreation sport needs including field time. He is in the process of meeting with sport boards to get an understanding. The Environmental Advisory Commitee shall keep minutes of its mee�ngs and at least once per year submit to the Mayor and Council a summary of accomplishments and project statuses for the prior year as well as goals for the following year. Sec�on 10-9. Establishing Budget for Commitee. The annual budget for the commitee shall be established as per the Borough of Waldwick budgetary process and guidelines. The Commitee will recommend to the Borough Council, via the liaison, money needed to move forward with projected costs to cover memberships, training and/or projects related costs. Sec�on 10-10. No salary or compensa�on. The members of the Environmental Advisory Commitee shall receive no salary or other compensa�on for their services. BE IT FURTHER RESOLVED that if any sec�on of this Ordinance shall be held to be invalid for any reason, such decision shall not affect the remaining por�ons of this Ordinance. BE IT FURTHER RESOLVED that this Ordinance shall become effec�ve immediately upon publica�on as required by law.
