MINUTES FOR THE REGULAR MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, JANUARY 14, 2025 AT 7:30 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Ms. Cericola-Drake, Mr.
Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Mr. Brennecke was absent.
Also present: Steven J. Neale, Borough Administrator; Tatiana Marquis, Confidential Assistant, Kelley
Halewicz, Municipal Clerk and Craig Bossong, Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.
PROCLAMATIONS & PRESENTATIONS
MAYOR’S REPORT AND REPORTS OF COMMITTEES
Mayor’s Report. Mayor Giordano performed at a wedding. The Bergen County Mayor’s Association is
setting up dates for meetings to discuss issues relevant to officials and residents. Mr. Giordano spoke
with the Board of Education President regarding a Safety Council that is being put into place and the
Borough officials will be a part of this to work together.
Financial & Administrative Committee. Mr. Ritchie reported that the Finance Committee met prior to this
meeting and reviewed last year’s budget, and we will continue to work on the budget for our first formal
budget meeting on January 28, 2025.
Fire & Police Protection Committee. Mayor Giordano reported that Mr. Brennecke relayed to him that he
would be meeting with the Police Department and Fire Department to go over their budgets.
Public Safety Committee. Ms. Cericola-Drake reported that WALVAC responded to 38 total calls for the
month of December, 1 being mutual aid. Ashley Statuto responded to the most calls at 24, April Trainor
responded to 19 and Loucas Nestoros at 13. About 33% of runs were on Sundays and 24% on
Saturdays. The majority of runs were for falls. For 82% of all runs, a unit arrived on scene in under 5
minutes.
Finally, Ms. Cericola-Drake congratulated the 2025 officers that were sworn in at our last meeting once
more.

REGULAR MEETING MINUTES: 2 JANUARY 14, 2025
Recreational & Health Committee. Mr. Martinello reported that in December, the COVID-19, Flu and RSV
numbers are increasing. A lot of noroviruses going around the schools so using good hygiene is the best
defense, wash your hands with soap and water. NWBRHC will hold Child Health Clinics on the third
Wednesday of each month.
Mr. Martinello reported that WBSA has opened registration for Pre-K through 8th grade. The sponsorship
drive is also open for teams or banners. There will be a WBS Golf Outing for the first time in a long time.
On the wrestling side, the First Annual J. J. Gillesheimer tournament with over 200 wrestlers hosted at
Waldwick High School. It was a great day and a successful fundraiser for the organization and thankful
for support from the community and school district. Highlands Lacrosse Association registration is open
for boys and girls, 5-8th grade. Finally, policy f Warrior Futbol Club request for field use at Veterans Park
to be removed from the agenda for further discussion.
Public Works Committee. Mr. Ramundo received a report from Superintendent LaTorre on the three
storms which only required sand and salt on the roads. The Water Department is repairing water valves
on Well House 4 and the department continues to evaluate and replace valves as needed. Catching up on
interior work to be done.
Buildings & Grounds Committee. Mrs. Weber reported that the Borough continues to upgrade our
buildings and grounds including heating system replacement at Fire Company No. 2, fire suppression in
the Administration & Police department buildings. Some maintenance and other items to make sure
everything is working properly.
DEPARTMENT HEAD REPORTS
Administrator. Mr. Neale reported on the main water insulation and replacement project starting on
Sheridan Avenue between Bergen Avenue and Waldwick Avenue this Friday. After that work is complete,
they will move to Hemlock and Evergreen to do the same work. There are some dead-end areas that this
should help keep flow moving and help with some of the issues we are having. This work notice was
posted on our Water Department page where we hope to provide residents with information on the water
issues in town including the discoloration of the issue of water. We are working with a new water
engineering firm preparing a comprehensive report that we can share out with residents and posted on
the website and biweekly updates to keep everyone aware.
With regards to PFOS, we learned there are a couple of other claims that were approved. The settlement
attorney is reviewing everything and no update beyond that.
Mr. Bossong added that the two companies settled claims were approved by the court. There were
another two companies that were approved by the court and their settlement also approved by the court.
All documentation for the first award will be transferred to the new one and receive more funding. Once
that opens up, we will submit our claim for that settlement as well to hopefully obtain monies from both
settlements.
Municipal Clerk. Mrs. Halewicz thanked Tatiana for suggesting and Melissa for putting together the
handouts left at your place tonight. Going forward, we will be providing you with pertinent upcoming
information. The 2025 Municipal Calendar is posted online, and the calendar will be mailed out over the
next week. The 2024 and now 2025 calendar is a 13-month calendar running January 2025 – January
2026.
Attorney. Mr. Bossong has two items for Closed Session.

NEW BUSINESS
Mr. Martinello reported that he attended the Board of Education Reorganization meeting where Dan
Marro was elected President and Troy Seifert, Vice President. He looks forward to working with them this
year.
REGULAR MEETING MINUTES: 4 JANUARY 14, 2025
Mayor Giordano commented that Council Members received an email from him with regards to
Committee assignments. He asked that you reach out to make an appointment to discuss their budgets.
After you do that please drop him a note that you did that. Also, everyone once in a while touch base
with your committees to see that they are happy.
PUBLIC COMMENT
Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and
if so, please state your name only for the record.
JoAnn Mitchell spoke to the issue of the bus station and asked for an update. Can we reach out to NJDOT
for the Jersey barrier considering this bus stop was taken out a third time? Whoever decided to make the
calendar a 13-month calendar, great job and pleasant surprise. Do we expect to have a water update this
week?
Mr. Neale commented that it was cleaned up. We reached out to NJDOT and NJ Transit. We met with PD
and DPW to look at a new location. We have a new location and reached out to NJDOT and NJ Transit
who did not have an issue with the new location which would move it closer to the overpass by the
walkway. It will remain as it is through the winter, and we are planning and budgeting to relocate. There
is better pedestrian access as you would cross at the end of East Prospect Street and not the three lanes
as you do now. We feel it is a lot safer to access as well as waiting for the bus. We will also beef up the
bollard system.
Mr. Neale commented that he would have the report by the end of the week. We really want to do this
strategically. We want to have information firmly before we give it out.
Mayor Giordano commented that we certainly can, but it was rejected the last time we asked. Also, at
the Reorganization Meeting we discussed another group to take care of this. We have set up a committee
which will include a member of the public. The Administrator reached out to the member of the public
who agreed to be on the committee.
Bruce Mitchell spoke to the issue of traffic safety and signage on Prospect Street and Crescent Avenue
and the status. How about a stop sign with lights.
Mr. Neale’s responded that we received our second blinking crosswalk delivered today and if weather
cooperates it will be installed on Crescent Avenue within the next month or two. The second one will go
in front of the Library. Also, an additional speed feedback sign was ordered to replace the broken one on
East Prospect. We are looking at additional stop signs on Nordham and Center with our engineering. We
are also looking to obtain more mobile speed signs to move around town.
Mr. Mitchell also does not see the police presence in that area to slow people down on Prospect Street.
We need police presence at the bottom of Prospect.

Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Contract negotiations
It is anticipated at this time that the above-mentioned subject matter will be made public within 60 days
or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the
matter.
This resolution shall take effect immediately.

The Council convened into Closed Session at 7:52 pm. At 8:55 pm the Mayor and Council came back on
the record of the Regular Meeting. Present on roll call: Mayor Giordano, Ms. Cericola-Drake, Mr.
Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Mr. Brennecke was absent.
Mayor Giordano reported that he will make a statement to the Council and public at the next meeting.

RESOLUTION NO. 2025-53
Award Contract for Animal Control Services to Tyco Animal Control, $13,200
WHEREAS, the Borough of Waldwick has a need to procure Animal Control Services as a non-fair and open
contract; and,
WHEREAS, the Borough of Waldwick has obtained two quotes for 2025 and the quote from Tyco Animal
Control service is deemed the most advantageous, price and other factors considered; and,
WHEREAS, the Chief Financial Officer of the Borough of Waldwick has certified that $3,300 is available
from the following appropriation: 5-15-00-000-001 in the 2025 temporary budget; and further certifies
that upon adoption of the CY2025 budget they will review the same to determine whether the additional
$9,900 is available and appropriated in the CY2025 budget, as adopted.
NOW, THEREFORE, BE IT RESOLVED by the Municipal Council of the Borough of Waldwick that a contract
is hereby awarded to Tyco Animal Control Service, 1 Stout Lane, Ho-Ho-Kus, NJ 07423 for Animal Control
Services for the period of January 1, 2025 through December 31, 2025 for the sum of $13,200 per annum
to be paid monthly.

Authorize Renewal of the Group Dental Benefits Program for Eligible Employees and Their Covered
Dependents Through Delta Dental of New Jersey, Inc.
WHEREAS, the Borough of Waldwick, hereinafter referred to as the Borough, provides a comprehensive dental
benefits program for eligible employees and their covered dependents as part of the comprehensive Employee
Health Benefits Program; and,
WHEREAS, the Borough’s Health Benefits Consultant, as a matter of due diligence, reviewed the plan usage,
claims data and network utilization and further, engaged in active negotiations for the renewal of the Borough’s
Dental Program, which currently consists of the Premier/Advantage, administered by Delta Dental of NJ, Inc.
and,
WHEREAS, the Consultant was successful through negotiation in securing a renewal for the Premier/Advantage
Plan, that:
Provides a 12-month renewal with an increase of 2.1% over expiring.
Provides a 24-month renewal with an increase of 3.5% over expiring.
Provides all coverages/benefits to remain unchanged from the expiring respective plan.
NOW, THEREFORE BE IT RESOLVED, the Mayor and Council of the Borough of Waldwick, County of Bergen, State
of New Jersey, hereby authorize the renewal of the dental benefits contract with Delta Dental of New Jersey for
the period, January 1, 2025 through December 31, 2026; and,
BE IT FURTHER RESOLVED, the Governing Body does hereby authorize and affirm the implementation of this
renewal, which maintains the current plan design of benefits; thereby ensuring the moral and contractual
obligation of the Borough; and,
BE IT FURTHER RESOLVED, the contract award for the insurance component of the Renewal Proposal is to a duly
licensed and admitted Insurance Company within the State of NJ and therefore, such award is exempt from the
requirements set forth by P.L. 2004, Chapter 19 (as amended by P.L. 2005, c.51) N.J.S.A.19:44A-20.5 et seq: and,
BE IT FURTHER RESOLVED, the Borough Administrator/CFO is hereby authorized and directed to execute the
renewal documents in accordance with the existing terms and conditions of the Agreement with the renewal
rate provisions, as promulgated herewith; and,
BE IT FURTHER RESOLVED, a certified copy of this Resolution shall be forwarded to PIA Security Programs, A
Division of World Insurance Associates, LLC, 429 Hackensack Street, P.O. Box 818 Carlstadt NJ, Health Benefits
Consultant to the Borough, the Borough Chief Financial Officer and Municipal Auditor.

WHEREAS, the Local Finance Board has authorized revisions to the statutory budget deadlines as per Local
Finance Notice LFN 2024-20 dated December 18, 2024; and,
WHEREAS, these revisions permit municipalities to extend the deadlines for the submission of the
Municipal Annual Financial Statement, as well as the introduction and adoption of the budget; and,
WHEREAS, to avail itself of these revised dates, the governing body must adopt a resolution no later than
March 31, 2025.
NOW, THEREFORE, BE IT RESOLVED by the Borough of Waldwick, County of Bergen, that the Borough of
Waldwick hereby avails itself of the revised budget introduction and adoption dates for the calendar year
2025 budget as follows:
Submission of the Municipal Annual Financial Statement (AFS)
Extended from February 10 to March 7, 2025
Budget Introduction Date: Extended to March 31, 2025
Budget Adoption Date: Extended to April 30, 2025
BE IT FURTHER RESOLVED that the temporary budget appropriations are hereby extended as may be
necessary to accommodate this extension of the budget introduction and adoption dates; and,
BE IT FURTHER RESOLVED that the Chief Financial Officer is directed to submit a certified copy of this
resolution to the Director of the Division of Local Government Services using the Financial Automation
Submission Tracking (FAST) system, as required by Local Finance Notice LFN 2024-20.

Authorize Closed Session
WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of
the public from a meeting in certain circumstances; and,
WHEREAS, the Mayor and Council is of the opinion that such circumstances exist.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of
Bergen, State of New Jersey, as follows:
The public shall be excluded from discussions of the Closed Session.
The general nature of the subject matter to be discussed is as follows:
Contract negotiations
It is anticipated at this time that the above-mentioned subject matter will be made public within 60 days
or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the
matter.
This resolution shall take effect immediately.
