REGULAR MEETING MINUTES: 1 DECEMBER 23, 2024 MINUTES FOR THE SPECIAL MEETING OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK HELD ON MONDAY, DECEMBER 23, 2024 AT 1:00 PM VIA ZOOM Mayor Giordano called the meeting to order and read the Statement of Compliance. Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Ms. Cericola, Mr. Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Mr. Brennecke was absent. Also present: Steven J. Neale, Borough Administrator; Kelley Halewicz, Municipal Clerk and Craig Bossong, Municipal Attorney. Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of silence honoring our Veterans as well as those Waldwick residents who passed away this year. RESOLUTIONS RESOLUTION NO. 2024-316 Award Fair and Open Contract to Sovereign Consulting, Inc., for Rehabilitation of the Malcolm Street Pumping Station, $568,320.00 WHEREAS, Notice to Bidders for Rehabilitation of the Malcolm Street Pumping Station, was advertised in accordance with Local Public Contracts Law; and, WHEREAS, Two (2) bids were received, opened and read on December 20, 2024 by Confidential Aid Tatiana Marquie and then were reviewed by the Borough Administrator Steven Neale and Gisele Diaz, P.E. of Boswell Engineering; and, WHEREAS, the bid results were as follows: Bidder Base Bid Alternate Bid Total Bid Sovereign Consulting, Inc. $525,000.00 $43,320.00 $568,320.00 VNL, Inc. $578,000.00 $36,000.00 $614,000.00 WHEREAS, per Boswell Engineering’s letter dated December 20, 2024, Gisele Diaz, P.E. of Boswell Engineering recommended awarding the contract to Sovereign Consulting, Inc.; and, WHEREAS, Colleen Ennis, Chief Financial Officer, has certified that $568,320.00 is available in the following appropriation: G-04-23-485-241 and has further certified that this commitment together with all previously made commitments and payments does not exceed the funds available in said appropriation; and has further certified that the funds available in the said appropriation are intended for the purpose herein committed. NOW, THEREFORE, BE IT RESOLVED that the contract for Rehabilitation of the Malcolm Street Pumping Station be awarded to Sovereign Consulting, Inc., 111-A North Gold Drive, Robbinsville, NJ 08691, at their Total Base Bid + Alternate Bid A for a Total bid of $568,320.00; and, REGULAR MEETING MINUTES: 2 DECEMBER 23, 2024 BE IT FURTHER RESOLVED, that the Mayor and Municipal Clerk be and are hereby authorized to execute the agreement for this project award. Discussion. Mr. Neale explained that this project needs to be encumbered as there is ARP monies tied to it. Once the contract is signed, we will be ready to go. Council Member Motion Second Ayes Nays Abstain Absent Brennecke X Cericola X Martinello X Ramundo X X Ritchie X Weber X X Mayor Giordano ********** RESOLUTION NO. 2024-317 Redemption of Tax Title Lien #23-00633 WHEREAS, the Tax Collector has been paid the necessary amount to redeem Tax Sale Certificate #23- 00633, in the amount of $31,806.07; and, WHEREAS, Clemente Enterprises, LLC holds Tax Sale Certificate #23-00633; and, WHEREAS, Tax Sale Certificate #23-00633, for Block 72.05 Lot 26 (9 MacGregor Court) has been declared to be redeemed in full by the Tax Collector of the Borough of Waldwick. NOW, THEREFORE, BE IT RESOLVED that the Chief Financial Officer of the Borough of Waldwick be and is hereby authorized to issue checks in the amount of $31,806.07 from the Current Fund and $26,000.00 from the Premium Trust Account to: Clemente Enterprises, LLC PO Box 141 Wyckoff, NJ 07463 BE IT FURTHER RESOLVED, that the Tax Collector be and is hereby authorized to cancel said Tax Sale Certificate #23-00633, Block 72.05 Lot 26 from the record. Discussion. Mr. Bossong commented that this resolution needed to be included as the as they came into redeem this and because it needs to be approved by resolution and we were not going to have a meeting until the New Year, they were going to have to pay an additional 3% penalty.
