REGULAR MEETING MINUTES: 1 SEPTEMBER 9, 2025 MINUTES FOR THE REGULAR MEETING OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK HELD ON TUESDAY, SEPTEMBER 9, 2025 AT 7:30 PM Mayor Giordano called the meeting to order and read the Statement of Compliance. Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Brennecke via phone, Ms. Cericola-Drake, Mr. Martinello, Mr. Ramundo, Mr. Ritchie and Mrs. Weber. Also present: Steven J. Neale, Borough Administrator; Tatiana Marquis, Confidential Assistant, Kelley Halewicz, Municipal Clerk and Craig Bossong, Municipal Attorney. Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of silence honoring our Veterans and to remain standing for the prayer. PROCLAMATIONS & PRESENTATIONS a. Swearing In of Police Officer Jake Putterman Mayor Giordano commented that tonight, we will be swearing in a 22nd Police Officer to the Waldwick Police Department. Our Police Department is a brotherhood; and tonight, Jake Putterman will join that family in protecting our community and its residents. Jake was born and raised in River Vale NJ; he attended Pascack Valley High School and graduated in 2019. While in high school, Jake was on the basketball team. After graduation, Jake attended Roger Williams University in Bristol, Rhode Island graduating in 2023 with a bachelor’s degree in criminal justice. After college Jake moved back home to River Vale. Jake applied and was accepted to the Passaic County Alternate Route Program for entry level police training where he is currently enrolled with a graduation date of October 17th. Jake was interviewed by Our Police Chief, Police Advisory Board and Our Borough Attorney. I was told that during the selection process, Jake exhibited the traits required of a Waldwick Police Officer, which is High Character, Honor, Integrity and Respect all necessary traits required to serve the residents of Waldwick. Jake is a welcomed addition to the Waldwick Police Roster as our 22nd sworn Police Officer where he will wear badge #63. Jake, we wish you much success and happiness in your new position as Police Officer. and we hope you have a rewarding career protecting all us residents of Waldwick. The Mayor asked Jake and his family to come forward to be sworn in by the Clerk. Mrs. Halewicz swore in Police Officer Putterman. b. Swearing In of SLEO III Officer Mario Cartas & Michael Christiansen Mayor Giordano commented that tonight, we will be swearing in our first two SLEO III Police Officers Mario Cartas and Michael Christiansen. Both police officers are residents of the Borough of Waldwick. I had the honor to meet Mario Wednesday when I saw him on the grounds of the high school. I stopped him and we had a nice chat of what his day would look like and how he was honored to give back to Waldwick where he lives. REGULAR MEETING MINUTES: 2 SEPTEMBER 9, 2025 I then spoke with Michael on Friday at the end of the day and thanked him for his service to our borough. Both men have a great love for their work and are looking forward to making a difference in the lives of our students. Mario retired from the Union City Police Department where he served since 2008, retiring in 2023 as a Detective Sergeant. Michael is a retired United States Marine. Michael served in the Englewood Police Department from 2002 till 2023. He is a retired United States Marine. Both Men have a long history of law enforcement, certifications and training. Their whole lives have been dedicated to serving residents where they worked and protecting the communities. As Michael said in his resume, Mario and himself will be Class lll officers in the Waldwick Public Schools. They will provide school safety and community security through leveraging law enforcement experience, training in crisis intervention and strategic policing methods. It was an honor to partner with the Board of Education, President Dan Marrow and the Waldwick Police Department on this program. We are ready if anything should happen in making sure our students are safe and well protected. Thank you, Mario and Michael, for accepting this position and thank you for your service to our Borough protecting us is it was ever needed. At this time would Mario and Michael please come up to be sworn in with your families. Mrs. Halewicz swore in SLEO III Officers Cartas and Christiansen. c. Lt. Troy Seifert provided updates on the SLEOs and traffic patterns in the schools. The Borough has a fantastic plan in place. The school staff, administrators, residents and community have all given positive feedback on the SLEO program. They are helping with security and school traffic, which has resulted in a reduction in traffic on Crescent Avenue. We are also seeing increased pedestrian and vehicular safety on Summit Avenue. There is still a backup inside the parking lot that is coming to Ridge, but we knew from the start that the one-way street will alleviate traffic on Summit, which was the goal. Lt. Seifert also conveyed that the Borough is preparing to have new traffic counter measures that we are preparing for. We plan to provide signs on the grid streets, Waldwick and Bergen, for no truck traffic for anything over 4 tons. We are working the Borough Engineers to explore a four-way stop around Harrison, Frederick & Walter Hammond. d. Andrew Parente - Budget 2026 & 2024 Audit Presentations Mr. Parente provided the Mayor and Council with an overview of the 2026 budget with regards to fund balance including current fund and water operating fund as well as use of the fund balance in budgets covering the last five years. Finally, Mr. Parente provided a line-item analysis of our appropriations in the 2025 budget. These are not under the Borough’s control; most are set by State statute or contracts. e. Anna Monforth, Esq. - Education on Redevelopment & PILOTS Ms. Monforth provided the Mayor and Council with an overview of redevelopment and PILOTS. REGULAR MEETING MINUTES: 3 SEPTEMBER 9, 2025 She explained that redevelopment is a private public partnership and provided information on how it is beneficial for municipalities. She outlined detailed steps to be taken, from redevelopment review to adoption and finances. Finally, she provided benefits of PILOT programs. Mayor Giordano asked if the Borough or Developer would benefit from a PILOT program. Ms. Monforth explained both the Borough and Developer would benefit. Mr. Martinello asked if there is a calculation method to come up with the dollar amount of the developer project versus what they are willing to pay. Ms. Monforth explained there is a true breakdown of what the costs and rate of return would be and how much the municipality would benefit. Mr. Ritchie spoke to the misrepresentation that schools do not make out in PILOT programs and wanted to confirm that when they submit their budget, they will receive it. Ms. Monforth confirmed that the schools always get funded. Mr. Ramundo asked if over a thirty-year financial program, the demographics of school age children change, and which would incur in a significant cost with a borough can it be adjusted over time? One of his concerns is also the cost of a special needs student. Ms. Monforth explained that it is typically total project cost in which that number is set. She shared that it does not have to be a 30-year plan and can be negotiated at any time. Ms. Monforth said she will provide a response to him at another time regarding special needs students. Mr. Martinello asked if there is a cap on what the Developer can make in profit from a PILOT Program. Ms. Monforth explained it is a 12% cap but there are different ways of structuring it. Mr. Ritchie asked what the process is of negotiating the redevelopment agreement and who is involved in the negotiation. Ms. Monforth explained the developers’ attorneys, herself, Mr. Bossong and the Governing Body would have the chance to review and approve the draft. Public Comment James Schultz raised concerns regarding the PILOT program and the school revenue. He asked how much of the funding that goes to the Borough can be used towards the school budget. Angela Smith asked about the makeup of Harrison Development as there is some confusion as to all rental vs rental and market rate. Catherine Hartmann asked what percentage of developments of this nature access PILOT programs, specifically in Waldwick’s region. REGULAR MEETING MINUTES: 4 SEPTEMBER 9, 2025 MAYOR’S REPORT AND REPORTS OF COMMITTEES Mayor’s Report. Mayor Giordano reported that Tom McCormick has plans for the Beautification Committee with children from WHS participating. This will merge with the Green Team. Just a reminder that Thursday is September 11 and there will be a ceremony at 6:00 pm at Fire Company No. 2. Mayor Giordano attended a BBQ at the Pistol range. A representative from Ridgewood Social Services attended and they spoke about how RSS could assist our seniors with county services. Financial & Administrative Committee. Mr. Ritchie had no report. Fire & Police Protection Committee. Mr. Brennecke congratulated the new officers. The Fireman’s Convention is being held this weekend with several of our members attending. As has been the case each year, neighboring towns will assist Waldwick with coverage and vice versus. Public Safety Committee. Ms. Cericola-Drake reported that with regards to WALVAC, officers have been working with our Medical Director to update our SOPs to expand our scope of practice to include additional interventions and medications we can administer per new NJDOH protocols. All members have been trained and we plan on-going live-in training in October. More to come on this. Also, WALVAC performed 2 CPR Trainings for local youth sports teams. Recreational & Health Committee. Mr. Martinello reported the Health Commission will hold Blood Pressure Screening by appointment only. Child Health Clinic will be the third Wednesday of each month. Mr. Martinello reported that on the Recreation side, soccer association has started their fall season, and he wished them the best of luck. Recreation football has started with the Pep Rally being held tomorrow. Public Works Committee. Mr. Ramundo reported that the DPW is busy with sewer and sanitary sewer maintenance and stormwater. The lawn maintenance season is winding down, but they are preparing equipment for leaf season. The street sweeper continues on our roads. Buildings & Grounds Committee. Mrs. Weber reported that things are running smoothly. The park equipment is due to arrive on September 26. DEPARTMENT HEAD REPORTS Administrator. Mr. Neale commented that he is moving on at the end of this month, this is his final meeting in Waldwick. Mr. Neale is very appreciative of the opportunity to serve the residents of Waldwick. Mr. Neale has full confidence in his replacement. Municipal Clerk. Mrs. Halewicz wished Steve well in his new position in Glen Rock. Confidential Assistant. Mrs. Marquis thanked Steve for his time at the Borough. She wished him the best in his new position in Glen Rock. Attorney. Mr. Bossong congratulated Steve and thanked him for his hard work. Mayor Giordano commented on 2025-262. Tonight is Steves’ last meeting as our Administrator. Steve will be starting his position as the Administrator of Glen Rock on September 29th. A little over two years ago, Steve came to Waldwick to be our Administrator. In this short period of time Steve has been involved in many very challenging projects in Waldwick. He was a good listener to our Department Heads, Employees and especially to our residents, sometimes going to their homes to listen to them and calm them down... He always reviewed a request and gave an honest reason why it should be done or not. Thank you, Steve, for all you have done for Waldwick and our residents. You came into our lives at the right time; it was an amazing experience. May you have continued success and happiness in your new position as Administrator in Glen Rock. I know where you are, 3 towns away. I believe we will see each other and talk about old times and new times. Thank you for your talents, understanding and love you gave our residents and community. NEW BUSINESS Mr. Martinello reported he attended the Board of Education meeting with school now open. There has been great feedback from staff, students and parents on the SLEO III officers. He thanked Lt. Seifert and REGULAR MEETING MINUTES: 8 SEPTEMBER 9, 2025 the Police Department, Board of Education and the Borough’s School Security Committee for working together. It is a great benefit to the community. Mr. Martinello reminded everyone that Baseball will hold their annual Cooperstown Mum Sale at the end of the month. Mr. Martinello reported that the school has created a Public Transparency Process for the hiring of a new superintendent. Mayor Giordano commented that the Borough has already placed their order for mums from the fundraiser for Borough Hall. We do this every year. a. Fire Prevention Certificate of Compliance proposed fee Mr. Neale explained that we are waiting for documentation for the justification of this new proposed fee. b. Wyckoff/Brady property plans - houses, ideas and plans prior to Green Acres application Mr. Neale needs Council ideas for this property. Mr. Neale completed all the paperwork on the Borough’s end to be ready to apply should the Mayor and Council wish to proceed. Mrs. Marquis extended her sincere thanks to the Mayor and Council for their support during this transition process. She is honored to take on this role and takes pride in serving the Community. PUBLIC COMMENT Mayor Giordano asked if any member of the public wished to come forward and to discuss anything and if so, please state your name only for the record. Catherine Hartmann spoke to the issue of the water quality meeting. There was a goal for an in-person meeting, where does that stand? Also, what is the status of the engineer’s investigation? Mr. Neale responded that nothing has been set yet regarding the meeting due to the transition of Borough Administrators. It will be in person and hybrid like this so that residents can participate online. Nothing new to report on the engineer’s investigation but I anticipate updates for the next meeting. We are taking a strategic approach to looking at the budget, but more than likely all the infrastructure needs will be capital items and not operating. Angela Smith spoke to the issue of Steve being very involved in WAFA with the crosswalk and park projects and thanked him for giving WAFA a seat at the table for these important decisions. Mrs. Smith looks forward to working with Tatiana with WAFA becoming a more vocal contributor on various projects. Mrs. Smith asked about converting the survey online to a text message survey as a way to reach more people. Hoping the Borough will implement that. He has called on the legislature to codify that current executive policy into law during the current lame duck session before he leaves office. Thus, the outgoing Governor could leave us to pay the bill for his failed executive policy; and, WHEREAS, such an action would be a mistake of epic proportions, dooming NJ ratepayers to pay enormous premiums for unreliable power while causing irreparable harm to the state’s environment and economy. This discredited strategy relies on offshore wind and battery storage which are the highest cost options for generating electricity and pose unacceptable environmental and safety risks to NJ communities. This misguided plan is already responsible for a 20% rate increase that will appear in electric bills in July. That's just the start. If the EMP is implemented, bills will double in the next decade while reducing reliability of our power supply to dangerous levels; and, WHEREAS, over 60 NJ mayors and officials propose to send state legislators urging them to reject the Governor’s unattainable energy plan and instead look to nuclear power and low carbon natural gas as the way forward. This has the potential to create far more high paying professional and union jobs in the state than offshore wind ever would; and, WHEREAS, the Mayor and Council of the Borough of Waldwick is supportive of the Jersey Strong Coastal Coalition. Since, IRS rules prohibit an HSA account for Medicare eligible employees, the incentive amount will be considered taxable earnings. (1) The Mayor and Council may provide compensation for the faithful performance of duties of various Line and Company Officers as contained within the salary ordinance and resolution of the Borough. (2) Mayor and Council shall also provide suitable compensation to members of the Department for loss of clothing and other personal effects suffered in the process of firefighting, emergencies and services. Personnel with a fire, drill and extra duty percentage for the year: at or above sixty percent (60%) shall receive $500 600; those with a percentage falling at forty percent (40%) to under sixty percent (60%) shall receive $400 500; those with a percentage falling at twenty six percent (26%) to under forty percent (40%) shall receive $250 350; those with a percentage falling at ten percent (10%) to under twenty-six percent (26%) shall receive $200 300; and those less than ten percent (10%) shall receive zero. The year shall consist of a twelve-month period commencing on November 1st and running through October 31st of the subsequent year. The total allocation from the Borough of Waldwick for this purpose shall not exceed $22,500 annually. The funds are to be distributed according to highest percentage until they are exhausted.
