Mr. Gillesheimer appeared before the Board. He noted that his property slopes in the back and
would like to bring it up so that there is not a large hill and his children can play on level ground.
He noted the existing work being done on the property which has resulted in a dirt pile in the back
and silt fence installed. He has not brought in any additional dirt. The dirt that is there is from the
property.
Mr. Mysliweic explained that Mr. Gillesheimer purchased the home and received a ministerial
permit. As he started excavating for the addition, he encountered a leach field which collapsed and
escalated to more digging. It was found on one of Joe’s inspections, that there were no footings on
the structure and the Applicant had no choice but to remove the structure. Mr. Mysliwiec then
advised that he get a soil movement permit, which is why the Applicant is before the Board.
All the dirt that is currently on the property was part of the ministerial permit. The dirt was taken
from the addition and stock piled.
Mr. Costa, Engineer and Planner, 325 River Street Hackensack, appeared before the Board. He
noted that his client’s property is long and narrow. They would like to level the back yard. There is
300 cu yds. stockpiled and they propose to bring in another 100 cu yds. He noted the wetlands on
the property which will not be touched. Mr. Mysliweic noted that the property is large enough that
he can construct a detached garage.
There are two small saplings in the back which will remain. The trees in the front of the property
had been cut down for the addition.
Mr. McGinnis, Board Engineer, noted that all water will be detained on site and will drain as it does
currently. Mr. McGinnis noted the report from Boswell Engineering dated 2-7-24. The Applicant
had revised the plan in response to be outside wetlands, if the Applicant is encroaching into
wetlands, he will make modifications so that he will not encroach. The pitch of the property and
swails are sufficient so that no water flows on to other properties.
The site plan has been revised as to not encroach into the 50’wetland transition buffer, as such the
soil movement quantities have been revised. A net import of 109.74 cu. yd. is now proposed.
Exhibits were marked:
A-1 – Costa Engineering Site Grading Plan submitted with Application
A-1a -Costa Engineering revised plan 2-17-24

Mr. Mazzo, 13 Wyckoff Avenue, appeared before the Board. He wished the applicant well on his
project and has no objection to it.
