MINUTES FOR THE SPECIAL MEETING
OF THE MAYOR & COUNCIL OF THE BOROUGH OF WALDWICK
HELD ON TUESDAY, JULY 25, 2023 AT 7:00 PM
Mayor Giordano called the meeting to order and read the Statement of Compliance.
Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Ms. Cericola, Mr. Ritchie, Mr.
Schatz, Mrs. Sherman and Mrs. Weber. Mr. Sciolaro was absent.
Also present: Steven J. Neale, Borough Administrator; Kelley Halewicz, Municipal Clerk and Craig Bossong,
Municipal Attorney.
Mayor Giordano asked everyone to join in the Pledge of Allegiance, remain standing for a moment of
silence honoring our Veterans and to remain standing for the prayer.

Approval of Consent Agenda
BE IT RESOLVED that the following resolutions herewith listed by consent having been considered by the
Governing Body of the Borough of Waldwick are hereby passed and approved with the removal of 2023-

Architectural, Engineering Services & Construction Administration for Administration Building
2nd Floor Alterations to Relocate NWBRHC, $29,590.00
Discussion. Mrs. Sherman asked that Resolution 2023-260 to be removed at this time. It is not ready to
be voted on. Mr. Ritchie seconded the motion for this resolution to be removed.

Mayor Giordano asked the Clerk to read Ordinance No. 2023-#19 by title.
Ordinance No. 2023-#19 - BOND ORDINANCE TO APPROPRIATE AN ADDITIONAL SUM OF $820,000 FOR
THE UNDERTAKING OF VARIOUS WATER SYSTEM TREATMENT IMPROVEMENTS IN, BY AND FOR THE
SPECIAL MEETING MINUTES: 2 JULY 25, 2023
WATER UTILITY OF THE BOROUGH OF WALDWICK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY,
TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH ADDITIONAL APPROPRIATION AND TO
PROVIDE FOR THE ISSUANCE OF BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH
BONDS.
Council Comments. Mr. Neale commented that this amount is being added to the original bond ordinance
as the bid came in a bit higher and this will cover any contingencies including legal, permitting, inspection
and engineering.
Mayor Giordano stated that a motion is in order to move and pass the ordinance on first reading and that
it be advertised in the official newspaper of the municipality as required by law, setting a public hearing
for Tuesday, August 15, 2023 at 7:30 pm or as soon thereafter as the matter may be heard.

Award a Non-Fair and Open Professional Services Contract to The Vaughn Collaborative for
Architectural Services for Waldwick Ambulance Corps Building Restroom/Shower Room Alterations,
$13,864.00
WHEREAS, the Borough is in need of architectural services to renovate the Waldwick Ambulance Corps
Building Restroom/Shower room area; and,
WHEREAS, The Vaughn Collaborative provided the attached proposal dated June 20, 2023 to provide
architectural services, in an amount not to exceed $13,864.00; and,
WHEREAS, The Vaughn Collaborative’s total aggregate awards, including this award, will exceed the Pay-
to-Play limit of $17,500 over a one-year period; and,
WHEREAS, the New Jersey Local Public Contracts Law provides that no work shall be undertaken, acquired
or furnished for a sum exceeding the aggregate sum of $17,500.00 except by contract or agreement in
writing but authorizes the award of contract for "Professional Services" without competitive bids; and
WHEREAS, this contract is being awarded as a non-fair and open and is in conformance with the provisions
of N.J.S.A. 19:44A-20.4 et seq.; and,
WHEREAS, the Vaughn Collaborative, has completed and submitted a Business Entity Disclosure
Certification which certifies The Vaughn Collaborative has not made any reportable contributions to a
political or candidate committee in the Borough of Waldwick in the previous one year, and that the
contract will prohibit The Vaughn Collaborative from making any reportable contributions through the
term of the contract; and,
WHEREAS, the Chief Financial Officer of the Borough of Waldwick has certified that $13,864.00 is available
in the following appropriation: G-04-23-485-150 and has further certified that this commitment together
with all previous commitments and payments does not exceed the funds available in said appropriation.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Waldwick authorize The
Vaughn Collaborative, 300 Phillips Boulevard, Suite 500, Ewing, NJ 08618 to provide architectural services
for Waldwick Ambulance Corps Building Restroom/Shower room area in an amount not to exceed
$13,864.00.

the Administration Building 2nd Floor alterations to relocate the offices of the Northwest Bergen Regional
Health Commission to the Administration Building; and,
WHEREAS, The Vaughn Collaborative provided the attached proposal dated July 21, 2023 to provide
architectural services, in an amount not to exceed $29,590.00; and,
WHEREAS, The Vaughn Collaborative’s total aggregate awards, including this award, will exceed the Pay-
to-Play limit of $17,500 over a one-year period; and,
WHEREAS, the New Jersey Local Public Contracts Law provides that no work shall be undertaken, acquired
or furnished for a sum exceeding the aggregate sum of $17,500.00 except by contract or agreement in
