The first item is a flow chart that shows the various tasks that we recommend in order to procure design and construction professionals. This chart can be a loose guide as we take thoughtful and methodical steps forward in planning for the expansion of our library at the heart of our city campus. The second item is a draft Request For Proposals (RFP) that we can use to begin our search for Architectural / Engineering (A/E) services. This process will be slightly different than our typical RFP process for securing traditional engineering assistance. The architectural firm will be the lead firm on the A/E team. The engineers will play a big role but it does not have to be one of our standard 3 firms. There are numerous firms in the area that are capable of providing these facility design services. Our challenge will be to find the right firm for our unique community. This document was drafted in June so the dates within the document will need to be updated when the Building Committee is ready to begin our search. We have also provided a few exhibits to help prospective firms get familiar with our site and the history of the library and campus development. We need to ensure that we have an interactive and creative design process. In past projects many of our best design features came from staff members with institutional knowledge and passion for the City. We will want the designers to look at several creative options and provide enough flexibility to pivot when needed to hybridize potential design features. Our hope should be to create a timeless design that will accent our beautiful city campus. The project will include visioning and designing for a new or upgraded Walker Branch Library. Your firm has been selected as a candidate to provide these services. 1. Questions must be in writing to ensure that we can provide comprehensive documented answers. Questions should be submitted before July 21st in order to be considered prior to the due date for A/E consultant proposals. 2. Project Information Following a Spaces Needs Study that was completed in January of 2019, the City of Walker has recognized the need for a new or expanded library to serve the residents of Walker and west Michigan. The Library would be staffed by the Kent District Library but owned and operated by Walker. The existing Walker Branch Library is approximately 8000 sq-ft in size. After reviewing the Space Needs Study and considering many other issues, Walker is proposing to expand to approximately 25,000 sq-ft. The new design should allow for a logical expansion of approximately 15,000 sq-ft at a future date. The existing Walker Branch Library sits on the middle of the Walker campus. It is strategically located between City Hall and the Public Safety/59th District Court building. When the library was originally constructed in 1990 there was space allocated for a future expansion that would roughly double the square footage with a similar and adjacent footprint. The city would like to have this original expansion considered as part of the A/E consultant effort. The City wishes to consider the following options for expansion: • Expand the library as shown in the 1990 campus site plan. • Multistory expansion of the existing facility • Raze building and propose new structure that will fit within the existing architecture of the Walker municipal campus. Page 6 of 16  The City hopes for a collaborative and creative design process where many stakeholders are engaged to help look for qualities to retain or add to the library. Additional parking is available northeast of the existing library. This parking area may used for parking or it may be used to reconfigure the library away from the covered walkway. The walkway itself may also become integrated into the new design, as we did with our expansion of the City Hall and Commission chambers. This campus interconnectivity could take different shapes during the creative process of discovery. A clean slate design might include an open community space where the covered walkways is removed in favor of a plaza. Examples of creativity should be a key component of A/E proposals. The City will hire a Construction Management (CM) firm to oversee construction and become an integral part of the project team. The CM will assist the A/E and staff team during the design phase. Their role will be to assist with estimating proposed costs and construction feasibility. As the project transitions to construction the CM will take on the larger role while the A/E remains on the team, but with a support role to assist in answering questions and responding to Requests For Information (RFI). The City of Walker, in conjunction with a Building Committee will be developing a bond program to fund the library project. At this time, the final scope of work is not yet defined. For the purposes of this proposal, assume a construction project value of $10M-$15M, including project soft costs. a. Preliminary Project Timeline A/E Pre-Design & Visioning November 2022 – June 2023 A/E Design Phase Services July 2023 – July 2024 Construction Admin Phase Services March 2023 - September 2025 Final schedule to be developed in conjunction with the project team, based on the A/E proposal selected for the project. Project Architect/Engineer Role The scope of services is defined in this RFP and the AIA B132 – 2009 Owner-Architect, Construction Manager as Advisor and AIA A232-2009, General Conditions of the Contract. A modified, mutually agreeable version of this contract is intended to be negotiated between the successful AE and City of Walker. The selected AE will be responsible for the following minimum services: a. Pre-design & Visioning i. Conceptual planning ii. Preparation and presentation of up to 3 conceptual layouts within the municipal campus iii. Participation in all stakeholder engagement and community meetings iv. Provide assistance in the procurement of a Construction Management firm. v. Other items as detailed in A/E proposal b. Design services i. Site planning and design services ii. Submission Instructions RFP responses must be submitted in an organized manner. Each copy should address the distinct sections as listed in Part 5: Proposal Format. Proposals shall be submitted to the office of Scott Conners, P.E. at 4243 Remembrance Road, NW, Walker MI, 49534, before 11 a.m., in the following quantities: • Ten (10) hard copies of technical proposal • One (1) electronic copy of technical proposal, emailed to sconners@walker.city d. Evaluation Criteria The City of Walker reserves the right to select the design firm that provides the best value as displayed through this RFP response and interview. The criteria for evaluation includes, but is not limited to: Page 8 of 16  i. Experience delivering projects of similar scope, size, and under similar contract types and conditions with successful outcomes. ii. Proposed key team members who will work well with the City team and have a track record of success on similar projects. iii. Demonstrated experience with innovate and creative design. Experience incorporating libraries, school, and public institutions within an existing campus or existing facilities. iv. Value of professional services, including fee proposals. . Proposal Format - Technical Proposal Each proposal shall include cover page, cover letter, and responses to the following sections: e. Company Background Provide a brief overview of your firm including location of home office, year founded, ownership structure, annual volume and website address. f. Experience & References Identify recent library or school projects of similar size and scope for which your firm has provided design services under AIA B132 contract in similar fashion to the program Walker is considering. Please include references for at least 3 relevant projects completed in the past five (5) years. Provide a reference for each client and relevant team members from your firm who completed referenced work. g. Project Team Provide an organizational chart for your proposed project team. Include resumes for your key team members, highlighting recent and relevant experience and expertise. Also describe what services you intend to deliver through “in house” staff and what you subcontract to consultants. h. Design Approach Summarize your approach to design services, specific to Walker and our Walker Branch Library project. Identify key factors such as conceptual design, design phase processes, milestone checks, and communication with client and team members. i. Differentiators) Highlight specific qualities that you believe will bring value to Walker and this project. j. Fee Proposal Provide a professional services cost estimate including soft costs. Ensure that the proposed fee includes professional services to investigate and propose necessary technology and furnishings. Keep in mind that the City is not looking for the lowest fee.
