Ticket Highlights
93 Service Tickets opened in the last 30 days for the City of Walker
• Had an issue with our phones and decreased call quality. Worked with our phone
vendor to fix it.
Project Highlights
• Library – Assisting with the move of KDL’s AT&T fiber line.
• Fiber/Fruitridge – Continuing to work with Engineering, DPW, Kenowa Hills,
MDOT and Turnkey (fiber contractor) on issues related to our fiber on Fruitridge.
The fiber over the EB ramp was moved, no immediate items left but there will be
work in the future to move from temporary lines to new permanent lines.
• Redundant fiber – US Signal/Turnkey has finalized the construction details; they
are working on scheduling the construction.
• PD Axon auto-tagging – Assisting the PD with the rollout of auto-tagging of
Axon videos based upon data from their records management system.
• Physical Security – Adding a switch to the FS#2 community center entrance so
that the handicap door will work for when that room is in use. This project is
completed.
Other Highlights
• The city was selected for a cybersecurity grant to assist with security awareness
training.
• Jason will out on vacation the week of July 21st.

ASSESSING DEPARTMENT

RE: July Report from Assessing
Taylor and Rachel continue their work on the usual tasks: 5-year reappraisal,
building permits and related fieldwork, and processing documents (deeds, property transfer
affidavits, and principal residence exemptions). This will continue into winter.
I have been working mostly on Michigan Tax Tribunal (MTT) appeals. Here is an
update on all our current appeals:
1. MREIC Grand Rapids/Fed Ex – we recently settled this appeal for both 2024 &
2025, so there was no need to proceed with a professional appraisal on this case.
2. Target – 2024 appeal - we had a professional appraisal done for this one, as we
could not agree on a settlement value. The appraisal will be submitted to the
Tribunal, and they should submit their appraisal too – then we might be able to
review each other’s appraisal and possibly still come to a settlement value – we
shall see.
3. Walker FF LLC/Fairfield – 2024 appeal – they sent us some valuation evidence,
but they did not suggest a settlement value – we are waiting for that from them.
Once we have that, I will more than likely give them a counteroffer – so hoping
we will be able to get this one settled soon.
4. ARC Hospitality/Marriot Springhill Suites – new for 2025 – no activity yet.
5. Y & O Walker LLC – a vacant lot behind Chuck E Cheese – new for 2025 – no
activity yet.
6. Green Ridge Mall – for 2023 – three of their five parcels remain in the appeal.
This is the one that we took all the way to trial last fall (first time for me) and
we have been waiting all this time for the judge’s decision. That decision came
late yesterday afternoon. Our lawyer says that the values were decreased by

less than 1% from our roll values, so a good win for us for sure. But, it is
looking like they are going to be appealing this decision to the Cout of Appeals.

covering Open Meetings Act, FOIA’s, Elections and legislative updates. The conference provided the
opportunity to connect with fellow Michigan clerks and deputies while participating in valuable training

Fire
• In the shop the tender was the big focus. All the lighting is done except for the
turn signals. We are working through a wiring challenge with that part.
o Parts will start coming in for mounting the rear dump valve and the rear fill
valve.
• The fire chief truck was in for mounting the computer dock. It will need to have a
new 5G antenna installed when they are available.
• We ordered a list of fire truck parts for repairs and common parts for stock.
• Engine 5 had damage to a cabinet door on the fire truck. We dropped the door
off at Sparta sheet metal to get a new door made.
Police
• We are constant on services and tire repairs
• We received 2 2025 Tahoes. We are working with Sound-off Signal and Forge
Safety to get everything ordered for the 2025 cars. Met with Forge Safety this
morning about re using equipment on 3 of the 4 cars.
DPW
• The sweeper has been causing us some trouble with the emissions system and
will most likely be going to the dealer for maintenance and repairs.
• The Bucket truck received a new front differential during an inspection and will be
scheduled for a new clutch when it is available to come out of service.
• 422 Trailer is currently out of service due to a broken hinge pin. I am hoping to
have it in the shop at the beginning of July.
• I have been working with GR Metal Works on plans to build 2 new barricade
trailers to hold the large 3 board barricades.

We will provide updates on a few of our more exciting work items in the following paragraphs.
1. Walker Library: The crane
is back this week as the
contractor sets the steel for
the new 2-story section of
the building. Shapes will
begin to come together and
next month we hope to
have the wooden (glulam)
beams delivered and placed
atop the structure. This is
where we make a strong
push to get the roof
installed by fall. In the construction world enclosing the interior would be considered the
½ way point on a big project. The good news is that we will have a very productive
fall/winter once the building is sealed up. Weather will be out of the equation and our
interior work can proceed full speed ahead.
Owens Ames Kimball (OAK) has a new intern on site. Carson Dobb will be assisting
Gabe Baumann with the coordination of day-to-day activities.
2. Fruit Ridge Over I-96: The abutments and piers are almost ready to support the beams
that cross the highway. The ramps have been paved and they are ready to serve as the
“up and over” detour for the placement of the superstructure. The team is currently
planning for an eastbound I-96 closure on Friday, July 18th. The closure will begin at 8
pm and run all night and throughout Saturday. The next weekend the contractor will
close westbound I-96 beginning on Friday July 25th. It will be a similar operation with

vehicles being required to exit on the offramp and immediately re-enter on the new
onramp.
Fruit Ridge, north of the highway, should be ready for a partial opening in early
September. This will help the area businesses begin to get back to normal. Some of the
ramps may be able to open a bit early, depending on the installation of traffic signals.

Work begins this week on the trail that will extend west to Kinney. This work will
require the closure of the outside lane for westbound Three Mile for approximately 7
weeks.
3. Sidewalk Inspections: Engineering Department Intern, Chase Gumbs, recently
completed the City’s biennial sidewalk inspections. This involved inspecting every
section of sidewalk throughout the City to identify tripping hazards and other
maintenance priorities. These results are being shared with the Department of Public
Works, so that maintenance and repairs can be coordinated. Chase will provide a
presentation at the July 28th City Commission meeting to provide an overview of the
sidewalk inspection program and share a summary of his findings.
Conducting the Citywide sidewalk inspections was Chase’s primary job responsibility
over the summer. While this work can be tedious at times, it also provides a unique
opportunity to take a project from start to finish in just a few months. This is a valuable
experience for a young engineering student. From conducting field inspections, to
analyzing data, to creating maps and reports. And finally providing a public presentation.
This project allowed Chase to experience many of the facets of municipal Civil
Engineering.

Chase will have an opportunity to share more of the details of this hard work when he
makes his presentation at the end of the month, so we will pivot at this point and say
thank you to Chase for his consistency and attention to detail this past summer. His quiet,
can-do spirit will be missed, but we are confident that great things await Chase as he
embarks upon his senior year at Carnegie Mellon University.
4. Fire and Police Space Needs
Study: We have had several very
productive meetings with both
Fire and Police to engage them in
an analysis of their current and
future operations. Studio GC is
conducting this initial review to
help guide future Capital
Improvement Planning (CIP).
Our most recent meeting
included participation by our
new Fire Chief, Russell Schoutz.
He was ultra prepared for the
session and really took our
discussion to another level.

5. The Engineering Department continues to build and grow the city’s municipal stormwater
management programs under our MS4 permit (municipal separate storm sewer system).
The city coordinates closely with the quasi-governmental organization, LGROW (the
Lower Grand River Organization of Watersheds), to connect Walker residents with
information on how to be an advocate for stormwater quality in the community. An
example of a successful stormwater education campaign is the Adopt-a-Drain program.
This campaign encourages residents to clean storm drains near their homes and
communities. These efforts help reduce the amount of debris and leaves that enter the
storm system and can reduce the cost for street sweeping and public works services.
There are many other critical items taking place as we continue to work on existing and future
projects. We also remain busy with administering many of the behind the scenes program tasks
like soil erosion, stormwater audit from EGLE, Act 51 compliance, asset management, FEMA
floodwall certification, etc. And we have a big group of residential projects beginning to work
through public utility design and review. The increase in residential units appears to be very
significant. We will have a busy year in 2026 with all the associated infrastructure.

(OPEB) changes, and general updates including incorporating current practices. They

WIFC and Court based on compensation analysis.
We continue to work on succession planning for various departments. The last few months
have focused on the DPW and Engineering.

Individual Income Tax
All refund requests that were correct and complete and received by the due date have been issued as required
by the ordinance in order to avoid paying interest on the refunds. We are now in the process of processing late
returns and reviewing returns made with payments.
Second quarter estimated payments were due on June 30, 2025 and payments received by due date have been
processed timely.
We are starting to work on our compliance program for failure to file returns.
Corporate/Partnership Income Tax
All corporate and partnership returns that requested a carryforward or refund of any overpayment received to
date have been processed.
Other
• The annual Michigan Unclaimed Property Report has been filed. We had 90 overpayments of $26 or more
submitted to the State of Michigan for unclaimed property.
• Our scanning process is still in development. 2024 did not meet our goal with regards to the scanner
software efficiency. IT is researching a better software vendor for image processing to eliminate some the
necessity of manual entry. Our hope is this will be accomplished by September of 2025.
• Administration is determining changes to our policies for nonresidents working in Walker to follow the
ordinance pertaining to allocation of wages in and out of Walker. Our hope is that this will clarify the
hybrid workers' role to tax liability.

Finance/Treasurer Department Staff Report
July 2025
The summer 2025 property tax bills have been mailed, and the collection process is going
well. The original 2025 summer tax roll includes 8,483 bills with a total tax billing
equaling $60,105,311 (this includes both the AdValorem and Industrial Facilities Tax
rolls). Of this total, Walker retains approximately $2,200,000 in Walker operating tax
(based on our 1.336 millage rate) after the deduction of approximately $100,000 in
Walker operating tax captured by the DDA and the Brownfield districts. Walker also
retains approximately $592,000 in administration fees from the 1% admin fee on the
property tax bills.
The Walker Board of Review (BOR) will be meeting later this month. After that
meeting, the Assessing office will be providing us with their approved valuation changes.
Our office will then adjust the property tax roll to reflect these changes and will mail out
revised property tax bills to the impacted property owners. Please note that these BOR
changes, along with other value and/or PRE changes between now and March 1, 2026,
will cause the dollar amounts listed in the first paragraph to adjust.

July Report
Active Card Holders in the City of Walker
One of the benefits of the being part of a large library
system is that patrons can use any of our 20 locations to
browse or pick up holds. If a patron happens to live slightly
closer to Grandville, or work right next to the Alpine branch,
they can pick up their holds there. Of the cardholders living
in the city of Walker, 6,285 used their card in the last year.
Even with the move to the smaller temporary location, the
majority of patrons who live in Walker have selected the Cirque Amongus at Fire Station 2
Walker Temporary location as their home library. The
majority of cardholders who have used their cards in the
last year, used it in the last two months.
Summer Wonder 2025
We are grateful for the Walker Department of Public Works,
the Fire Department and the Walker Ice and Fitness center
for welcoming us into the community park, Fire Station 2,
and the lawn behind WIFC for programs this summer. This
has enabled us to give an exciting lineup of programs while Raptors at Walker Community Park
we are in the temporary library.
Splash Party, an annual event held on July 10, was attended
by over 450 people. Patrons played in water sprayed from a
fire truck, foam cannons and small pools with duckies for
the littlest patrons. The event was made possible with the
partnership of City of Walker DPW, Fire Department, WIFC,
and Communications Departments. Mayor Gary Carey
provided backpacks leftover from another program that
patrons entered to win at the Splash Party. They have all
