Public Safety Facility Discussion Continued Adjournment Page 1 of 3  PUBLIC SAFETY COMMITTEE MEETING MINUTES COMMISSION CONFERENCE ROOM MONDAY, DECEMBER 8, 2025 5:00 PM Call Meeting to Order - Record Attendance Committee Members: Mayor Carey (Chair), Jessica Babcock, and Elaina Huizenga-Chase Staff Present: Darrel Schmalzel, Dan Devries, Scott Conners, Rusty Shoultz, Keith Mankel, Brandyn Heugel, and Roxanne Deschaine Discussion Items Approval of Minutes from November 10, 2025 Motion by Elaina A. Huizenga-Chase, seconded by Jessica Babcock to approve the November 10, 2025 meeting minutes. Motion Carried. Fire Department Updates Chief Shoultz told the committee that three conditional offers have been extended for full time positions and the department is working through updates to the Fire Code. Police Department Updates Chief Mankel spoke about staffing including the promotion of Brandyn Heugel to Deputy Chief, final interviews for new officers, and 4 staff members completed corporal testing. Space Needs Study Discussion Mayor Carey told the committee that a meeting took place last week among staff members regarding long-term financing for the necessary public safety upgrades. The committee shared thoughts and comments about the space needs study that was presented at the last Public Safety Committee meeting. Key points Public Safety Committee Minutes 12-8-25 Page 1 of 2 Page 2 of 3  included priorities, phasing of projects, future needs, and how to secure the required funds. Discussion took place regarding a possible Public Safety Millage to be brought to voters in 2026. Tasks to take place by the next meeting were outlined.
