Fire Chief Search Discussion Adjournment Page 1 of 3 PUBLIC SAFETY COMMITTEE MEETING MEETING MINUTES COMMISSION CONFERENCE ROOM MONDAY, AUGUST 26, 2024 5:30 PM Call Meeting to Order - Record Attendance Committee Members: Mayor Carey (Chair), Thom Burke, Jessica Babcock and Elaina Huizenga-Chase (Alternate). Commissioners also present: M. Grooters and R. Dechaine. S. Gilbert arrived at 5:48pm. Staff Present: Mgr. Darrel Schmalzel, Assist. Mgr. Frank Wash, Fire Chief Dave Pelton, Fire Deputy Chief Chad Host, Police Chief Keith Mankel. Discussion Items Approval of Minutes from August 19, 2024 Motion by Jessica Babcock, seconded by Thom Burke to approve the August 19, 2024 Meeting Minutes. Motion carried. Fire Department Paid-On-Call Retention Initiatives Update Fire Chief Dave Pelton reviewed the Walker Fire Department's Paid-On-Call Retention Initiatives that were discussed during the August 19th meeting. He stated they have made a few adjustments to the initiative request that they are recommending the committee to approve. The recommended initiatives would provide incentives to those with 2-4 years of service instead of only starting once 5 years has been reached. The initiatives covered retention bonuses, holiday pay and half pay for Fire Academy and Medical School attendance. There was discussion held. Motion by Jessica Babcock, seconded by Thom Burke to approve the recommended paid-on-call retention initiative. Motion Motion carried. Fire Department Proposed Strategic Plan Fire Chief Pelton reviewed the Fire Department's proposed strategic plan with members of the Public Safety Committee. The proposed strategic plan listed five phases of initiatives that the department would like to implement that included plans for full-time staffing with changes and updates recommended for the city's three fire stations. The first two phases had time frames listed, while the other three had no specified time frame and were conditional. The members requested time to review the information provided, and asked that the committee meet again in November to discuss further. The members also requested that Fire Chief Pelton provide data of the number for full-time fire- fighters now, with the number increased in each phase while including the additional costs for each phase.
