Darrel Schmalzel, Mgr. Frank Wash, Chief Keith Mankel, Chief Dave Pelton, Deputy Chief Chad Host. Discussion Items Approval of Minutes from May 29, 2024 Motion by Jessica Babcock, seconded by Thom Burke to approve May 29, 2024 Meeting Minutes. Motion Carried. Police Department Updates and Discussion Chief Mankel provided staffing updates to the Committee. He spoke about new hires within the department. One new hire will join Mitch Harkema as an additional Community Engagement Officer. Chief Mankel reviewed personnel changes due to officers being on FMLA and off due to an off-duty injury. He said that the department is required by contract to fill positions of those that will be off duty for 30 or more days. Chief Mankel explained the training process/program for Law Enforcement Licensing by the State of Michigan. Discussion was held. Chief Mankel provided updates on the Lucas devices that was approved for purchase by the City Commission last winter. He said that the device has been a great asset to the department and has been used 15 times in the 8 months that it has been in service saving 2 lives. Chief Mankel is requesting an approval to purchase a second device with funds already available in the city's National Opioid Settlement fund. (See attached memorandum) Chief Mankel also provided updates on retirement eligibility within the department and the status of the new command vehicle. Motion Carried. Fire Department Updates and Discussion Chief Pelton spoke to the commission on new software that is being used to show statistics within the department including data on structure fires, incidents response, community risk reduction, and apparatus. Chief Pelton said that he will use this software when creating monthly staff reports and quarterly reports. Discussion was held. Chief Pelton also spoke about Inspection Reports Online (IROL) that the department began using August 15, 2024 to track system alerts on deficiencies and violations at businesses in the City. Discussion was held regarding the data that this system provides. Chief Pelton went on to provide staffing updates to the committee. He spoke about both full time and paid on call new hires, resignations, and time off. Chief Pelton went on to explain the Walker fire retention initiatives the department would like to implement. Discussion was held. It was agreed to adjust the retention bonus amounts. Mayor Carey called a meeting be scheduled for Monday, August 26, 2024 at 5:30 to review changes and possibly approve the initiatives. The Lucas Chest Compression System is a high-quality chest compression system that is used on cardiac arrest patients and for resuscitation. The Lucas device will increase the patient’s chance by providing consistent CPR and increase blood ?ow to the brain. Page 4 of 6 The device has been on the road 24/7 since it went into service January 9, 2024. With the cities substantial area and geography, it makes since to having two devices, one in the northern end and one in the southern end of the city. This year we have had 15 cardiac arrest calls. Out of the 15 calls the patient was shocked by an AED 6 times and the Lucas Chest Compression System was used 12 times. We have administered Naloxone 3 times during these events and have saved one life and trying to con?rm a second life being saved using the device. Stiyker is going to honor the original quote price from the ?rst unit we purchased so the total cost is $22,200.21. I would recommend again using the National Opioid Settlement Funds to pay for the purchase. The purchase of the Lucas Chest Compression System does ?t in with the remediation uses under the Schedule B-Approved Uses for treatment; to provide the full continuum of care of treatment and recovery services for Opioid Use Disorder, purchase automated versions and technology that helps in the screening, intervention, and treatment of patients, support the work of the Emergency Medical System, and support the efforts to prevent or reduce overdose deaths or other opioid-related harms. The City of Walker currently has $35,600 (Fund 284) under the settlement fund and will continue to receive disbursements on an annual basis that can be used for ongoing costs.
