Fire Department Updates and Discussion Adjournment Page 1 of 3 PUBLIC SAFETY COMMITTEE MEETING MEETING MINUTES COMMISSION CONFERENCE ROOM WEDNESDAY, MAY 29, 2024 8:30 AM Call Meeting to Order - Record Attendance Committee Members: Mayor Carey (Chair) and Jessica Babcock. Thom Burke arrived at 8:42 AM. City Staff: Darrel Schmalzel, Frank Wash, Dave Pelton, and Keith Mankel. Discussion Items Approval of Minutes from Nov. 13, 2023 Motion by Jessica Babcock, seconded by Gary Carey to approve the November 13, 2023 Meeting Minutes. Motion Carried. Policy Updates on Medical Response Calls City Manager, Darrel Schmalzel, introduced the need for changes and clarifications to the Medical Response Policies for both Police and Fire Departments. Police Chief, Keith Mankel, reviewed the Police Department's policy highlighting the addition of the Lucas machine, definitions, and clarifying them as the primary agency to respond to calls. Fire Chief, Dave Pelton, reviewed the Fire Department's policy which separates Paid-on-Call staff and On Shift/Duty Staff. Questions and comments were heard; discussion was held. Mayor Carey requested that any updates to the policies are shared with the committee. City Emergency Management Coordinator Change Mayor Carey stated that various discussions have been held regarding transitioning the Emergency Management Coordinator from the Fire Chief to the Police Chief. Comments were heard. Chief Pelton and Chief Mankel agreed that this transition makes sense and give their support. Motion by Thom Burke, seconded by Jessica Babcock to approve transitioning the Emergency Management Coordinator from the Fire Chief to the Police Chief. Motion Carried. Public Safety Committee Meeting Minutes 5-29-24 Page 1 of 2 Page 2 of 3 Updates from the Fire Department on the 7-Day Week Schedule Chief Pelton shared a quarterly, Jan. 1st-March 30th, update with the Committee. He stated that all open positions are currently fully staffed. Chief Pelton plans to survey and/or meet with Paid on Call staff to get feedback on what they want and need from the department. Chief Pelton asked the Committee what they see the next steps being and what information they want regarding the department. Discussion was held.
