Updates from the Fire Department on the 7-Day Week Schedule Adjournment Page 1 of 3 PUBLIC SAFETY COMMITTEE MEETING MEETING MINUTES COMMISSION CHAMBERS CONFERENCE ROOM MONDAY, NOVEMBER 13, 2023 5:00 PM Call Meeting to Order - Record Attendance Committee Members: Mayor Carey (Chair), Thom Burke, Jessica Babcock, and Elaina Huizenga-Chase (Alternate) Staff Present: Darrel Schmalzel, Frank Wash, Dave Pelton, Chad Host, Keith Mankel, Brandyn Heugel, and Andy Veen Discussion Items Approval of Minutes from August 14, 2023 Motion by Jessica Babcock, seconded by Thom Burke to approve the meeting minutes from August 14, 2023. Motion Carried. Updates from Fire Department Fire Chief, Dave Pelton, updated the committee on the department. D. Pelton reviewed the effectiveness on moving to a 12 hour shift stating that they have increased their responses by 9% due to the expanded shift hours. He went on to give a breakdown of staffing across the stations and updated the committee on the hiring process for additional full time employees. He reviewed response times by station and engine. Chief Pelton stated that the department is having challenges with hiring paid on call firefighters and are working to find ways to recruit and retain employees. Discussion was held. Updates from Police Department Police Chief, Keith Mankel, updated the committee on the department. He stated that staffing levels are below the national average while calls for service are up in all areas including for traffic stops and crime. The department currently has 38 sworn officers; he stated that they need to be at 43. Chief Mankel explained that, through 2025, 9 officers will be eligible for retirement therefore the department is needing to plan for the hiring of new employees. Public Safety Committee Meeting Minutes 11-13-23 Page 1 of 2 Page 2 of 3 Cadet Program and Employed Recruits Chief Mankel described a Cadet Program and Employed Recruits Program that they would like to implement and asked the committee for approval. Requirements to be part of the Cadet Program and an Employed Recruit were outlined. Discussion was held. Motion by Thom Burke, seconded by Jessica Babcock to approve implementing the Cadet Program and Employed Recruit program. Motion Carried. Flock Security Camera Program Chief Mankel shared information about the Flock Security Camera Program. Flock is a series of cameras that photographs vehicles on roadways and is used as an investigative tool. K. Mankel explained that photos are stored for 30 days and there is no invasion of privacy as only vehicle plates are photographed. The annual cost is $3,000/camera. The department is asking for approval of 6 cameras to be installed in main areas of the city by the end of the year at a cost of $18,000 annually. Chief Mankel stated that no budget amendment is needed as funds would be taken from Fund 262. K. Mankel demoed the program for the Committee. Discussion was held. Motion by Jessica Babcock, seconded by Thom Burke to approve purchase and implementation of the Flock Security Camera Program. Motion Carried.
