Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-Highway 109 Tuesday, July 12, 2016 7:00pm 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00p.m. Present were the Mayor, Mayor Pro-Tem Hedgecock, Council Members, Steve Yokeley, Lynn Reece, Mark Swaim, and Councilwoman Cindy Johnson. The Town’s Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. After an invocation by Andy Brinkley, Mayor Pro Ted led the pledge allegiance to the flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tem Zane Hedgecock moved to approve the agenda as presented. Councilman Mark Swaim seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  June 14, 2016 - Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on a motion by Councilman LynnReece, seconded by Councilman Steve Yokeley. PUBLIC SESSION Linda Hunt, PO Box 171, Wallburg, NC 27373 spoke to the town council requesting them to consider a library in the town. Rene Hilton Smith, PO Box 529, Wallburg, NC 27107 addressed the council in regards to the benefits of having a library in the town and ask the council to consider. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Councilman Swaim brought to the attention to the council that in past meetings when security camera systems were discussed – this is a budgeted item listed under new equipment. He brought the two quotes previously brought to the council. Piedmont Protective $7,200 and Brinkley Electronics $6,102.00 plus tax. Councilman Swaim moved to accept the quote from Brinkley Electronics for $6,102.00 plus tax to install security camera monitoring system. Councilman Steve Yokeley, seconded. The motion carried with a 5 to 0 vote. 2. Town Hall Park Project Contract with Coe Forestry. Attorney Wagner advised that the contract is still being drafted and very close to completion. He will advise when ready for approval. This will remain an open item. COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1 1. Finance Update Mark Swaim gave a brief update on the finances of the Town from the balance sheet ending June 30, 2016. CASH $ 2,362,067.34 CAPITAL FUND $ 401,857.37 MONEY MARKET $ 248,853.56 TAXES RECEIVABLE $ 7,310.00 DUE FROM OTHER GOVTS. $ 120,004.00 TOTAL: $ 3,152,092.27 2. MPO – High Point Lynn Reece attended the June 28, 2016 meeting, there was nothing discussed directly pertaining to the Town of Wallburg. 3. MPO - Winston-Salem Mayor Todd reported that there was no June meeting, the next meeting will be held July 21, 2016 OTHER INFORMATION: At 7:23 P.M. Councilman Mark Swaim moved to adjourn the meeting, Councilman Steve Yokeley seconded. The motion passed unanimously.
