MINUTES
PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00p.m. Present were the Mayor, Council Members,
Steve Yokeley, Lynn Reece, Mark Swaim, and Councilwoman Cindy Johnson. Mayor ProTem Zane
Hedgecock was absent. The town’s attorney, Jay Wagner was present along with the town clerk, Donna
Alwine.
After an invocation by Councilman Steve Yokeley, Councilman Mark Swaim led the pledge allegiance to
the flag.
MOTION FOR APPROVAL OF AGENDA
Councilman Steve Yokeley moved to approve the agenda as presented. Councilman Lynn Reece
seconded, and the motion passed unanimously. With a 4 to 0 vote.
MOTION FOR APPROVAL OF DRAFT MINUTES
March 14, 2017 - Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on a motion by Councilman Mark
Swaim, seconded by Councilwoman Cindy Johnson. With a 4 to 0 vote.
PUBLIC SESSION
There were no speakers
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Resolution #17-001 to approve fiscal year July 1, 2016 to June 30, 2017 audit contract with
Eddie Carrick. Councilman Mark Swaim moved to adopt the resolution for the audit contract,
Councilman Lynn Reece seconded. The motion passed with a 4 to 0 vote.
2. Resolution #17-002 to approve construction project dispute resolution process. This is a
procedural process for the upcoming park construction process with the chosen contractor. This
is required by law for the bidding process. Councilman Steve Yokeley moved to adopt
Resolution #17-002, Councilwoman Cindy Johnson seconded. The motion passed with a 4 to 0
vote.
3. Councilman Steve Yokeley updated the council in regards to the park construction. The bid
packets include the track, shelters, parking, sidewalks, and grading which is phase #1. Davidson
Water and Energy United have been contacted for utilities. The bids go out in paper and
electronic form, the deadline to receive is May 5, 2017.
4. Closed Session – pursuant to NCGS 148.318.11 (3) – council to consult with town attorney
regarding a legal matter. Councilman Steve Yokeley moved to open the closed session at 7:12
P.M. Councilman Steve Yokeley seconded. With a 4 to 0 vote the closed session meeting was
opened. At 7:22 P.M. The council returned to the chambers and Councilman Lynn Reece moved
to close the closed session meeting, Councilwoman Cindy Johnson seconded. With a 4 to 0 vote

the closed session meeting was closed. It was decided in the closed session by the town council,
due to multiple zoning violations in regards to a town property owner, it was voted to moved
forward with legal actions.

1. Finance Update
Mark Swaim gave a brief update on the finances of the Town from the balance sheet ending
March 31, 2017.
CASH $ 2,491,144.59
CAPITAL FUND $ 401,947.80
MONEY MARKET $ 248,916.11
TAXES RECEIVABLE $ 8,309.00
DUE FROM OTHER GOVTS. $ 125,390.00
TOTAL: $ 3,275,707.50
2. MPO – High Point
Councilman Lynn Reece attended the MPO meeting that met on March 28, 2017. There was
nothing discussed in regards to the Town of Wallburg. Grants for sidewalks, bike paths, etc
were among the discussion of the meeting.
3. MPO - Winston-Salem
Mayor Todd attended the March 16, 2017 MPO meeting. He read over the agenda items that
were discussed at the latest Winston Salem MPO meeting. There was nothing discussed in
regards to the Town of Wallburg.
OTHER INFORMATION: Mayor Allen Todd read a letter from the Department of Transportation,
where a citizen has requested a MPH change within the town limits. This item will be placed on the
May agenda for discussion.
ADJOURNMENT: At 7:34 P.M. Councilman Lynn Reece moved to adjourn the meeting,
Councilwoman Cindy Johnson seconded. The motion passed unanimously with a 4 to 0 vote.
