Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-Highway 109 Tuesday, May 9, 2017, 7:00pm 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00p.m. Present were the Mayor, Mayor Pro Tem Zane Hedgecock, Council Members, Steve Yokeley, Lynn Reece, Mark Swaim. Councilwoman Cindy Johnson was absent. The town’s attorney, Jay Wagner was present along with the town clerk, Donna Alwine. After an invocation by Councilman Lynn Reece, Mayor Pro Tem Hedgecock led the pledge allegiance to the flag. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim moved to approve the agenda as presented. Councilman Lynn Reece seconded, and the motion passed unanimously. With a 4 to 0 vote. MOTION FOR APPROVAL OF DRAFT MINUTES  April 11, 2017 - Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on a motion by Councilman Steve Yokeley, seconded by Mayor Pro Tem Hedgecock. With a 4 to 0 vote. PUBLIC SESSION There were no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Scott Leonard with Davidson County attended the meeting representing Guy Cornman, who sends his regards. Mr. Leonard updated the council in regards to the Department of Transportation and MPO information regarding Hwy 109 changes and/or improvements. Alternate 6 has been terminated by the DOT. There are currently new options and brainstorming beginning for this possible project. Greg Venable with the High Point MPO advised several options that are being discussed for Hwy 109 possible project. Alternate 6 is not a valid project per the DOT at the time. 2. The town council received a request from a citizen to lower the speed limit for a small portion on Hwy 109 around the Georgetown Road, just before the reduction of the speed limit. Mayor Pro Tem Hedgecock moved to approve the change of the speed limit reduction to this area, Councilman Steve Yokeley seconded. The motion carried at a 4 to 0 unanimous vote. 3. Attorney Jay Wagner presented the bids that have come in for the town hall park project. The formal bidding process was done due to the original cost of the project; however, currently the project is broken into phases of construction which allow for informal bidding. There is a spread sheet with the bids that come which was reviewed. It was recommended by Attorney Wagner to accept what has come in, or to reject all bids and rebid with the option for bidders to bid on entire project or portions of the project. Councilman Yokeley motioned to reject all current bids Page 1 of 2  and rebid with the caviot of separate or whole for the better interest in the tax payers cost. Councilman Lynn Reece seconded, the motion carried with a 4 to 0 unanimous vote. Attorney Wagner will get this rebid process out quickly to hopefully have all in for the June council meeting. 4. Councilman Mark Swaim read the 2017-2018 budget message along with the proposed budget for the upcoming year. Councilman Yokeley moved to accept Resolution #17-003 to set a public hearing for June 13, 2017 to present the 2017-2018 town budget. Mayor Pro Tem Hedgecock seconded, the motion passed with a 4 to 0 unanimous vote. 5. Closed Session – Craig Goodson, - Davidson County Economic Development. Motion made by Councilman Steve Yokeley to open the closed session at 8: P.M. When the council returned to the chambers, a motion made by Mayor ProTem Hedgecock was made at 8:23 P.M to close the closed session meeting, Councilman Lynn Reece seconded, the motion carried. COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update Mark Swaim gave a brief update on the finances of the Town from the balance sheet ending April 30, 2017. CASH $ 2,506,324.03 CAPITAL FUND $ 402,041.31 MONEY MARKET $ 248,947.47 TAXES RECEIVABLE $ 8,309.00 DUE FROM OTHER GOVTS. $ 125,390.00 TOTAL: $ 3,291,011.81 2. MPO – High Point Councilman Lynn Reece attended the MPO, nothing was discussed in regards to the Town of Wallburg. 3. MPO - Winston-Salem Mayor Todd reported that there was no meeting held for April, the next meeting is May18, 2017, which he plans to be in attendance. OTHER INFORMATION: ADJOURNMENT: At 8:26 P.M. Councilman Lynn Reece moved to adjourn the meeting, Councilman Steve Yokeley seconded. The motion passed unanimously with a 4 to 0 vote.
